About FCTUK

The name is generic enough that more than one state runs something with a similar label, so start with whose scheme this is. It belongs to Uttarakhand, where the Sainik Welfare and Rehabilitation department's own service portal describes soldiers, ex-servicemen and their dependants as roughly 10 percent of the state's population (Sainik Kalyan evam Punarvas Uttarakhand portal). The department does not send the trainee money. It arranges the seat, and the applicant reaches it through a paper form and a district office.

The board that owns the course is the State Sainik Board, working under Uttarakhand's Sainik Welfare Department, and the beneficiary is always someone attached to military service in that state: an ex-serviceman, a soldier's widow, or a dependant of one. The state's scheme compendium for departments, Meri Yojana - Rajya Sarkar, carries it under the Sainik Welfare Department heading as Nishulk Computer Prashikshan, marked as revised, and lists four separate one year courses rather than a single generic computer class (Meri Yojana - Rajya Sarkar, Programme Implementation Department, Uttarakhand).

The department repeats the commitment in its own handbook, where computer training appears in the run of state government facilities as free training being given to ex-servicemen, soldiers' widows and their dependants (Directorate of Soldier Welfare and Rehabilitation, Handbook 2026). That is worth knowing because the directorate's website has a Schemes and Programmes section, and its state government listing there carries only the two award grants, not this course (Directorate of Soldier Welfare and Rehabilitation). A family that judges the scheme by that page alone would conclude it does not exist. The compendium and the handbook are where the department has actually written it down.

Neither state document fixes a calendar for this course, and both date fields on the myScheme record sit blank. The compendium ties the intake to the Director's publicity rather than to a month, so the window opens whenever the department decides to advertise it. The practical response is to be document ready in advance and to ask the district office when the call is expected. The directorate does keep a notices section, but its general announcements category is carrying nothing at present (Directorate of Soldier Welfare and Rehabilitation, announcements), so the publicity the compendium describes is not something you can reliably catch online.

Eligibility criteria

Two bars decide it: the applicant is a resident of Uttarakhand attached to military service, and the applicant has passed the twelfth standard. The compendium's eligibility column names the ex-serviceman, the soldier's widow and their dependants, with twelfth pass as the educational qualification, and the handbook entry names the same three groups. The myScheme record for the scheme also names serving soldiers, which the two state documents do not spell out, so a serving soldier's family is better off asking the district office directly rather than assuming either way (myScheme, Free Computer Training).

Neither state document defines dependant, and neither publishes an upper age limit. What settles it in practice is the paperwork the scheme itself asks for. The file leans on the veteran's ex-servicemen identity card and his discharge book, so a dependant is in effect whoever the district office can read off the veteran's own record. If that record does not carry the applicant's name, a twelfth pass certificate will not rescue the application, and the time to fix that is before a course is advertised, not while the office is collecting forms.

No category of applicant is barred in writing. The compendium's row for this course has columns for the benefit, the eligibility and the application process and no exclusion column at all; the handbook's single line attaches no condition to the training; the myScheme field is empty. What keeps an applicant out in practice is documentary rather than categorical, and it is covered under Documents Required below.

Renewal conditions

There is nothing to renew. Each of the four courses runs for one year and ends; no state document publishes a rule on repeating a course, taking a second one later, or carrying a seat over to the next intake.

Award & benefits

The benefit is the tuition itself, at no cost to the trainee, in one of four named subjects. The compendium sets each of them at one year and states that training under the scheme is being given in all districts of the state.

No stipend, travel allowance or hostel provision is published for this course, and that silence reads as deliberate rather than accidental. The same handbook describes the department's eight week pre-recruitment training at Almora and says plainly that lodging, uniform and meals are free during it (Directorate of Soldier Welfare and Rehabilitation, Handbook 2026). The department states support in kind when it means to provide it, and it has not stated any here.

Nor does the state name the awarding body for the certificate. The closest published answer comes from the institute side. NIELIT Haridwar says it signed a memorandum of understanding with this same Directorate of Soldier Welfare and Rehabilitation to train ex-servicemen, their dependants and war widows through NCVET approved, NSQF aligned programmes (NIELIT Haridwar, Sainik Kalyan Training Program), and its training portal carries that programme as live (NIELIT Haridwar training portal). Neither page says that memorandum is the vehicle for this scheme, so treat it as an indication of who the department works with rather than an answer. Ask which institute your own district office has tied up with, and ask that institute what certificate its course ends in, because the answer follows the institute and not the scheme.

What to prepare

Documents required

The myScheme record lists the identity and education proof the office wants. The compendium asks for one more thing that the record leaves out: a plain written application, submitted along with the rest. Notice whose papers most of the list belongs to. The ex-servicemen identity card and the discharge book are the veteran's, not the applicant's, so a son, daughter or widow applying on a veteran's service is assembling a file out of two people's documents and needs the veteran's originals in hand before the office will look at it. The twelfth pass certificate is the only piece that has to be the applicant's own.

How to apply

The route is offline, and it starts on the department's timetable rather than yours. The Director's office at Sainik Welfare invites applications through publicity, and the completed application with its documents goes to the applicant's own District Sainik Welfare Office.

Do not look for this on the state's online services portal. Only three services have been put online there, all of them registrations, and this course is not one of them; the portal's Track Application feature reaches only what sits on that short list (Sainik Kalyan evam Punarvas Uttarakhand portal). So there is no application number to refresh and no status page to reload for Free Computer Training.

Following up therefore means telephoning, and it means calling the right desk at the right stage. Until the list is prepared, the district office is holding your file and is the office to ask. Once the district office has passed the names of eligible candidates to the training institute, the institute is the party that informs candidates that training is starting, so a family still calling the district office after that point is calling a desk that has already handed the file on. The department publishes district office telephone numbers and email addresses, and the directorate's own line is 0135-2741481 (Sainik Kalyan evam Punarvas Uttarakhand portal); a longer list with the officers' names and addresses sits on the directorate's site (District Soldier Welfare Officers).

One caution while you are on the portal. All three of its links for the facilities allowed by the state government, by the central government and by the rehabilitation institution point at an old sainikkalyan.org page. That domain has left government hands and now serves an online gambling site, so do not follow those three links; the department's real content sits on sainikkalyan.uk.gov.in.

Selection process

Nothing in the published process ranks one applicant against another. What the department has committed to stops at verification: the District Sainik Welfare Office checks the file, draws up a list of those who qualify, and sends that list onward. What is written down nowhere is a scoring rule, a weight for board marks, a priority for a widow over a dependant, or a seat count per district or per course. A complete file and a genuine claim to the eligibility are the whole of the test the state has put in writing.

Fine print

Terms & conditions

The training is free, and no fee, bond or repayment condition is published against it. Nothing in the state's documents attaches a job, a placement or a preference to finishing the course. Employment for ex-servicemen and their dependants is handled separately by the Uttarakhand Purv Sainik Kalyan Nigam Limited, which places them in various institutions according to qualification, and the state's horizontal reservation for ex-servicemen in Group C posts is a separate provision again (Directorate of Soldier Welfare and Rehabilitation, Handbook 2026). A certificate from this course is a qualification to carry into those routes, not an entry into them.
