About FDOTBTS

No family applies for this one. Madhya Pradesh's School Education Department books the entitlement against the child's own school enrolment, and the class teacher hands over the set. The state's scheme record is blunt about the form it takes: no money is paid, textbooks are distributed, and the application fee is nil (CM Helpline scheme record, School Education Department).

This is an in-kind entitlement, not a scholarship account. Madhya Pradesh runs it as a state-sponsored scheme, which is why it sits outside the Right to Education arrangement that covers younger children: the national free-textbook obligation runs to age 6 to 14, class 1 to 8, and Madhya Pradesh chose to carry the supply four classes further on its own budget (National Informatics Centre, Madhya Pradesh State Centre).

The books themselves come out of a state printing operation, not a market purchase. The M.P. Text Book Corporation, established on August 7, 1968 and working under the TBC Regulation of 1974, is named as the central agency for distributing free textbooks to students in government schools affiliated to the Madhya Pradesh Board. It moves roughly 40,000 tonnes of paper a year into a central warehouse at Bhopal and parcels it out to approximately 50 to 60 registered printers under tender rules (M.P. Text Book Corporation).

District administrations describe the last step in one sentence: the class teacher of the class the student is studying in provides a complete set of class books (District Dhar, Government of Madhya Pradesh).

The scheme has run since 1 January 2008, and Madhya Pradesh has never attached a closing date to it (CM Helpline scheme record). Districts date the plan's commencement to the 2008-09 year (District Dhar).

The printing cycle behind the set is the only calendar with hard dates on it. The Corporation put its cover paper tender for the 2026-27 academic year out in July 2025, and its rate call to presses running sheet-fed and web offset machines for the same year followed in April 2026, weeks before the session opened (M.P. The department's own stated time limit for the benefit is the start of the teaching session (CM Helpline scheme record), so a set still missing several weeks in is a supply or handover problem, not a pending decision.

Eligibility criteria

Enrolment is the qualification. The department's own wording asks for students enrolled as regular students in classes 9 to 12 in government schools, and sets no second test on top of it, for either urban or rural areas (CM Helpline scheme record).

Two things follow that parents ask about constantly. There is no category filter, because district pages put it in plain words: there is no bond of caste and income in this (District Khargone, Government of Madhya Pradesh). And the record fixes no enrolment cut-off date for the year: the only timing it carries is the start of the teaching session (CM Helpline scheme record). A child admitted after that point is named nowhere as excluded, and the state publishes no rule that would write one out.

Exclusions

Madhya Pradesh publishes no exclusion list for this scheme, so the only exclusions are the ones the eligibility rule creates by construction. A student below class 9, or one enrolled in a private or aided school, falls outside it: the entitlement is written for government high and higher secondary schools, classes 9 to 12 (District Dhar). A younger child in a government school is not left out of free books, but the supply reaching that child runs through the separate class 1 to 8 arrangement (National Informatics Centre, Madhya Pradesh).

Renewal conditions

A renewal step would need a sanction order to extend, and this scheme issues none. The entitlement re-forms at the start of each teaching session off the school's own register, with the principal handling it afresh exactly as the session before was handled, and a student promoted from class 9 to class 10 in the same government school collects the next class set on that footing, with no continuation form and no fresh order in between (CM Helpline scheme record).

The award is a physical set of books for the class the student is in, and it converts into nothing else. Madhya Pradesh answers the money question directly in its scheme record: under the head for grant, loan, financial assistance and benefit amount, the entry is "No", and the payment process reads that no amount is paid and textbooks are distributed instead (CM Helpline scheme record).

What decides the contents of that set is the Board's own prescription. The Madhya Pradesh Board of Secondary Education publishes the syllabus for all subjects of classes 9 to 12 ahead of each session, including for 2026-27, and the printed set follows that (Board of Secondary Education, Madhya Pradesh).

The scale behind it is the part no district page states. The Corporation's own business is the publication and sale or distribution of textbooks for classes 1 to 12 in Madhya Pradesh, and in financial year 2023-24 it sold approximately 6 crore textbooks with an overall value of Rs 500 Crores (M.P. Text Book Corporation). That total is the corporation's whole book across all twelve classes, not this scheme's slice, and Madhya Pradesh publishes no class 9 to 12 split of it.

The papers that matter are already in the school's file. Madhya Pradesh's entitlement record names no document at all against this benefit: it fixes the application fee at nil, puts the principal in charge and stops there (CM Helpline scheme record).

The scheme's national listing is more demanding than the state itself is, and one entry on it is worth reading twice. That listing carries a bank passbook among the documents, while Madhya Pradesh's record states plainly that no amount is paid and textbooks are distributed instead (CM Helpline scheme record). Nothing here moves through an account, so a family that cannot produce a passbook has lost nothing. The identity, domicile and previous-class papers on the same list are the ones a Madhya Pradesh government school already holds from admission, which is why a parent asked for them is completing the school register rather than lodging a claim.

The district administrations state the process as one line: in school, full action is done by the principal (District Khargone). Tracking Where the Books Have Reached

Because no application exists, there is no application number to track, and Madhya Pradesh has not opened a student-facing status page for the class 9 to 12 set. The state does track textbook movement online, but that system was built for the class 1 to 8 supply: under it a block officer registers a geo-tagged photograph of the delivered bundles on a mobile app and the head teacher registers a geo-fenced receipt once the consignment reaches the school (National Informatics Centre, Bhopal). How winners are picked

Selection process

No one is selected. Madhya Pradesh publishes no merit list, no income cut-off and no category quota for this scheme, and the beneficiary class in its record is recorded simply as "for all" (CM Helpline scheme record). The only real decision is arithmetic and it is taken above the student: how many copies of each title a school needs, which follows from the enrolment the principal has on record.

Madhya Pradesh issues no separate terms document for this benefit, so what binds is what the scheme record fixes: an application fee of nil, no cash in place of books, and an appeal to the BEO or DEO when the school does not deliver (CM Helpline scheme record).

Quality of the printed book is policed on the supply side rather than by the family. The Corporation keeps a standing notice on its front page naming the printing firms it has blacklisted, presses in Jabalpur, Noida, Mathura and Agra among them, and that notice is the visible end of the tender conditions its machines work under (M.P.
