Govind Ballabh Pant University of Agriculture and Technology allows a tuition freeship to a quarter of the students it admits to undergraduate programmes each year, and its prospectus for 2026 puts the qualifying line at parents income below Rs 1,00,000. The scheme's name carries that figure without saying what it measures, and the national scheme directory reads it as a limit on the fee bill instead. Everything that actually decides the award is written in the university's own documents, and the office that applies them sits on the campus.
Uttarakhand's scheme directory files this freeship under the Agriculture Department, which is the department the university answers to, but the forms, the ranking and the result belong to the Dean Student Welfare's office at Pantnagar (Dean Student Welfare, GBPUAT).
Two university documents carry the rule, in one line each. The prospectus lists it among the financial assistance offered to undergraduate students: 25% of the students admitted to the undergraduate programmes of all colleges of the university are allowed freeship in tuition fee, whose parents income is below 1,00,000. The Dean Student Welfare's financial aid list states the same benefit as covering all day scholars and 25% of undergraduate students on the basis of merit cum means, and the office's scholarship annexure records it as freeship for economically weaker students with annual family income below Rs 1,00,000.
Clearing the income line therefore puts a student into a ranked pool rather than into a waiver, and the pool is capped before the ranking begins.

The scheme record's opening and closing fields are empty, the university sets no standing freeship deadline of its own, and the calendar hangs first on the session's admissions, since the capped share is a share of them, and then on an office that works to no announced timetable:

So the trigger to watch is your own registration. Once the session's admissions are done the form becomes possible, and the announcement that ends the wait is an office order rather than a dated state notification.

Eligibility criteria
The freeship attaches to enrolment: the student has to be holding a seat in an undergraduate programme of the university, and the money test that follows is on the parents rather than on the student's own earnings or on the size of the fee bill. The 2026 prospectus writes the ceiling as parents income below 1,00,000, and the Dean Student Welfare's scholarship annexure writes it as annual family income below Rs 1,00,000. Whose income is counted is the only difference between the two, and a household that could be read either way is a question for the office that takes the form.
Meeting the ceiling is not the whole test. The Dean Student Welfare's financial aid list gives merit cum means as the basis on which freeship in tuition fee is allowed, so the ordering inside the pool is academic. That same list extends the benefit to all day scholars as well, a category the prospectus row does not mention, which is worth putting to the office directly if you live outside the hostels.

Nothing is published as a negative list, so what removes an applicant has to be read out of the university's own arrangements. Level does most of it: the scholarship annexure files this row against undergraduate students, and the assistantships and fellowships listed beside it are what carry postgraduate and doctoral students instead.
Whether a staff ward can hold this particular freeship is the one question the documents answer differently. The prospectus heads the row Free ship in Tuition fee (Staff ward & Unreserved Category); the order the Dean Student Welfare publishes for it is titled freeship in tuition fee (other than staff ward) (Dean Student Welfare, GBPUAT); and the annexure carries a separate staff ward freeship worth 50% of tuition fees, running across undergraduate and postgraduate programmes. A staff ward is better served by asking the office than by picking one of the three.
The cap does the remaining excluding. Because the prospectus sets the freeship at 25% of the students admitted to undergraduate programmes, a student can be under the income line, file on time, and still finish below the point the ranked list reaches.

Renewal conditions
No renewal form, continuation test or tenure appears in the prospectus row or on the Dean Student Welfare's page. A tenure appears only on the state side of the paperwork: Uttarakhand's scheme compendium tabulates this freeship against undergraduate students for three years, with a four-year entry beside it, and the directory's second listing of the same freeship spells that out as three academic years for boys and four for girls.
Neither figure matches a programme the university runs end to end. The prospectus sets the normal duration of B.Sc. (Hons.) Agriculture, B.Sc. (Hons.) Community Science, B.F.Sc. and B.Tech. at eight semesters each, and B.V.Sc. & A.H. at five and a half years including a compulsory internship of one year, so the scheme record's description of three-year undergraduate and four-year veterinary programmes describes neither. Until the office says otherwise, treat the freeship as sanctioned for the session it was granted in and ask whether a running award needs a fresh form before the next list is prepared.
What you get
Award & benefits
The benefit lands on the university bill rather than in a bank account. The Dean Student Welfare's scholarship annexure records this row's amount as freeship tuition fees with no rate against it, while the merit and sports scholarships in the same table are entered at Rs 800 per month each.
What that is worth in rupees depends on the programme, and the university does not print the tuition component in the prospectus. Section 26 of the prospectus says information regarding each component of the fee, deposits and other charges payable by students admitted to the university will be uploaded on the website of the university before online counselling, so the figure a freeship cancels becomes public at counselling time, programme by programme.
Pantnagar runs two freeships and only one of them is means tested:

The scheme record names no papers and points at the university's guidelines instead, which is accurate: the binding list travels with the prescribed form the Dean Student Welfare circulates, so collect it from that office rather than from a summary.
The test being parental income, an income certificate issued by a competent government authority is the paper the file cannot be built without. The directory's second listing of this same Pantnagar freeship names it alongside the filled application form, identity proof, the latest academic mark sheets, the admission confirmation letter and bank account details. A tehsil takes longer over that certificate than the office takes over the form, so start it first.

The scheme record carries no portal, no login and no application URL, and the state's own account of the procedure explains why. Applications are invited from students on a form the Dean Student Welfare prescribes; the office prepares the list of students from the applications received, according to the settled procedure; the Registrar and the Vice-Chancellor approve that list; and an office order of the Dean Student Welfare issues the names of the students granted the concession in tuition fee (Uttarakhand scheme compendium).
That order is also how an applicant tracks the decision. The Dean Student Welfare publishes its orders in the Office Orders list on its own page, where the standing order for freeship in tuition fee sits alongside the office's other award orders, and the office itself is the second place to ask. Since the concession is applied against your fee rather than paid out to you, what confirms it is your name on that order and the tuition line on your next bill, not a credit in a bank account.

How winners are picked
Selection process
Ranking happens once, inside the Dean Student Welfare's office, and it is a merit cum means exercise on a fixed number of places (Dean Student Welfare, GBPUAT). How far down that ranked list the office can go is set by the share of the year's undergraduate admissions the prospectus fixes, not by how many students clear the income line.
Approval is a two-signature step after the ranking, with the Registrar and the Vice-Chancellor clearing the list before the order is issued (Uttarakhand scheme compendium). Nothing in the published procedure adds an interview, a written test or a separate scholarship examination.

Terms & conditions
The ceiling is the university's own number, published in its prospectus and restated in its scholarship annexure rather than borrowed from a state or central income benchmark, so the figure to check is the one in the prospectus for the year you are admitted in and not the one in an older summary.
The concession attaches to the tuition head alone. Hostel charges, examination charges and the other components Section 26 of the prospectus refers to are untouched by it, and so is the programme fee that a payment seat carries. And the row in that table is a single line with no separate rules document behind it, which is why the Dean Student Welfare's own procedure fills in everything the line does not say.
