About FBS

Gujarat runs more than one food bill scheme, and they are not interchangeable. This one belongs to the Gujarat Unreserved Education and Economical Development Corporation (GUEEDC) and is open only to students of the non-reserved category. Most of the confusion online comes from students reading the Scheduled Caste or SEBC version, applying on the wrong portal, and losing the year.

Food Bill Assistance exists for a specific situation: your taluka has no institution teaching your course, so you board somewhere else and pay a monthly mess bill your family did not plan for. GUEEDC, set up under the Social Justice and Empowerment Department, covers part of that bill for non-reserved students in graduate medical, dental, technical and para-medical courses, and separately for girls in Std 9 to 12 living in a girls' hostel run by a society, trust or institution.

Three schemes in Gujarat carry almost the same name. What separates them is not the money, which on the current figures comes to the same yearly total under the same Rs 6 lakh income line in all three, but the category, the hostel rule and the desk that decides.

Reading across that table is the fastest way to find out you have been preparing the wrong file. A Scheduled Caste student registering on GUEEDC's portal, or a non-reserved student hunting for this scheme on Digital Gujarat, has not made a small mistake.

GUEEDC never wrote a calendar into this assistance. Its scheme page sets out the rate, the eligibility and the income line, then stops before any date, and the scheme's national listing leaves the open and close fields blank. The one dated notice for it sits on the notification list of the Social Justice and Empowerment Department's e-Samaj Kalyan portal: GUEEDC's notice of 01/05/2025 opening food bill applications on the portal from that day. By late September 2026 the list carried nothing newer for this scheme; the corporation's only notices for 2026-27 were for its self-employment loan, an advertisement posted on 23/06/2026 and an extension posted on 27/07/2026. Treat a date on a coaching site as unverified until it appears in that list. The deadlines that do bind every applicant run from their own filing, not from a calendar: the thirty days for the hard copy and the fifteen for correcting a returned file, both set out under How to Apply.

Eligibility criteria

Four tests stack, and an applicant has to clear all four: category, course, hostel and family income. Settle the category first, because the non-reserved certificate has to exist before the form can be filled at all. The prescribed form wants its number, its date, the designation of the officer who issued it and the district it came from, so a certificate still in process is a blocked application.

The course test is narrower than students expect. Outside the Std 9 to 12 girls' hostel route, this is a scheme for graduate-level medical, dental, technical and para-medical study, per GUEEDC's scheme page. A non-reserved arts, commerce or general science graduate boarding away from home is not covered by it.

The test that catches people is geography, and GUEEDC's own documents do not agree on whether it applies. The scheme page frames the benefit around a student whose home taluka has no educational facility for the course and who therefore studies from a hostel outside that taluka. The corporation's online-application FAQ, the Gujarat State Commission for Unreserved Classes and the scheme's own page on e-Samaj Kalyan, the portal that now takes the applications, all describe it without the taluka clause. A student boarding inside the home taluka should get the district office's reading before filing, not settle the point alone.

There is also a residency test that no scheme summary mentions. The form asks for proof that the applicant has studied in Gujarat for at least 10 years, sitting in the attachment list next to the non-reserved certificate and the income certificate.

The family income ceiling is Rs 6 lakh a year. It was lifted there by resolution SJED/ASO/e-file/172022/0052/G, dated 2 November 2022, whose table of GUEEDC schemes opens with "ભોજનબિલ સહાય યોજના", this food bill scheme (Resolution of 2 November 2022, scanned copy; SJE resolution page; GSCUC, Government GR). The scheme's e-Samaj Kalyan page prints "રૂ. 6.00 લાખ" (Bhojan Bill Sahay, e-Samaj Kalyan), and the state commission lists the same 6 lakh on its own page. Two places still carry the lower pre-2022 figure: GUEEDC's own scheme page, and the scheme's national listing on myScheme. Neither has been brought in line with the resolution.

Who cannot apply

Exclusions

The hostel rule is the exclusion that ends most claims, and the version applied now is narrower than the one GUEEDC first printed. Its scheme page restricts the benefit to hostels other than government and grant-aided ones, and the corporation's online-application FAQ answers the grant question in one word: not eligible. The scheme's page on e-Samaj Kalyan splits that case in two. A student in a government or grant-aided hostel who gets both the room and the meals free is shut out; one who lives there free but pays for meals is eligible. The test is whether you are paying a mess bill, not who runs the building.

The same e-Samaj Kalyan page adds bars that no GUEEDC page carries: nothing is payable to a student who is getting MYSY assistance, nothing during an internship, and nothing to a student drawing any stipend or remuneration. Category and course work as bars as well. A reserved-category student cannot be accommodated on the strength of income alone, and a graduate outside the medical, dental, technical and para-medical set is outside the scheme however far from home the hostel is.

Renewal conditions

Assistance is sanctioned for an academic year and does not roll into the next one. GUEEDC's online-application FAQ answers the question directly: an application has to be made every year. The scheme's e-Samaj Kalyan page attaches two conditions to each year's claim: it must be filed within the year it is for, and the student must have passed the year before applying. In practice that means a second-year student is a first-time applicant again, and the form's attachment list makes the point on its own by asking for the previous year's marksheet rather than a renewal certificate. Line up a current income certificate early, since last year's will usually have aged out before the next window opens.

The scheme's e-Samaj Kalyan page fixes the assistance at Rs 1,500 a month for 10 months, Rs 15,000 for the year, paid by DBT into the student's own bank account; GUEEDC's scheme page states the same monthly rate for the same ten months. Scheduled Caste hostel students draw the identical monthly sum under BCK-10 (Director, Scheduled Caste Welfare). The corporation is not consistent about it, though: the FAQ published on its older application portal still quotes a lower monthly figure and a smaller annual total for the same scheme. Both scheme pages carry the higher rate; the sanction letter is what settles it.

What the money is pegged to matters more here than what it is worth. This is a food bill, not a fee waiver and not hostel rent, and the form treats it that way: one field asks what your monthly food bill actually costs, a second asks what food bill assistance is actually payable, and the attachment list asks for proof of the amount you claimed. A student whose mess charges run below the published rate should expect the sanction to follow that evidence.

Payment lands in the account the applicant names. The same form collects the account number, the bank and branch name and the IFSC code, and asks for a copy of the passbook's first page, so a dormant account or a name mismatch is a delay worth ruling out before you file.

What to prepare

Documents required

The paperwork that decides these claims is the paperwork the scheme summaries leave out. Four attachments sit on Form-3, the corporation's printed version of the application, and on no scheme listing:

• A certificate from the competent authority of your college confirming that the institution is recognised by the relevant council, board or government and that you hold admission in a recognised course.
• The signed undertaking attached to the form, countersigned by a parent or guardian.
• Proof of at least 10 years of study in Gujarat.
• Proof of the monthly food bill amount you have claimed.

One item is also worth checking against the version you may have seen elsewhere: the form asks for the previous year's marksheet, where the scheme's national listing asks for the Std 10 marksheet. Carry both. GUEEDC no longer shows a download link for Form-3 on its scheme page, so read it as the corporation's own checklist rather than the portal's upload screen; the e-Samaj Kalyan page asks that every upload be a scan of the original document (Bhojan Bill Sahay, e-Samaj Kalyan).

A hostel receipt can sink an otherwise clean file on one word. Where the receipt calls the charge "લવાજમ", a subscription, the same page wants a certificate on the hostel's letterhead, with the amount, stating that the food bill is included in it.

Girls applying through the hostel route have a separate block to fill rather than a separate form. It asks for the name and address of the society, trust or institution running the hostel, its registration number, and the food bill the hostel charges, so that information has to come from the hostel office before the form can be completed.

Of the four attachments above, start with the recognition certificate. It is the one that depends on somebody else's office hours rather than your own paperwork.

How to apply

The first thing to get right is the door, and it moved in 2025. On 01/05/2025 GUEEDC posted a notice on the Social Justice and Empowerment Department's e-Samaj Kalyan portal putting "(૧) ભોજન બિલ સહાય", the food bill scheme, first of four student schemes that would take online applications there from that day, and the portal now lists Bhojan Bill Sahay among the corporation's services with a rules page of its own (Bhojan Bill Sahay, e-Samaj Kalyan). The older door is still signposted. GUEEDC's scheme page points Apply Now at its own system, gueedconline.gujarat.gov.in, and its walkthrough for the assistance schemes still describes that system, but its security certificate expired in the last week of September 2026 and the notice is the later instruction. Apply on e-Samaj Kalyan; try the older system only if the district office asks you to.

An e-Samaj Kalyan account is tied to the student's Aadhaar card, and its login details arrive by text message once the registration is confirmed (e-Samaj Kalyan citizen help manual). The caste entry decides what you will be offered, because the home screen after login lists only the schemes tied to it. GUEEDC's own guide to the portal reaches its registration and login screens through the Corporation menu, with the corporation selected, and tells its applicants to choose General in the caste list (GUEEDC guide on e-Samaj Kalyan).

Two fields on the corporation's printed form carry the claim. One is your monthly food bill, the other the assistance you say is payable, and the proof you upload against them is what a scrutinising officer compares (Form-3). Fill the rest of the application to match the certificates you are uploading, name for name and date for date, because the district office rechecks the file against the paper set that follows it.

Saving the application online does not finish it. The e-Samaj Kalyan page gives the student "દિન-૩૦", thirty days from applying, to lodge the hard copy of the application and self-attested copies of the uploaded documents at the district office of the district where the hostel is. GUEEDC's older online-application FAQ names that desk as the district's Deputy Director or District Social Welfare Officer of Developing Castes Welfare, takes the set by courier, post or in person, and answers the obvious follow-up bluntly: an application whose hard copy never arrives will not be entertained.

Tracking the application and the payment

A food bill file can now be looked up from outside the login. e-Samaj Kalyan's status page asks only for the application number, which appears on the screen after Save Application, and the date of birth. Quote that number in every conversation that follows. If the district office sends the file back, it returns to your application list with a Sudharo (correct) button against it (e-Samaj Kalyan citizen help manual), and the scheme page allows "દિન-15", fifteen days from the date of return, to put it right and resubmit online (Bhojan Bill Sahay, e-Samaj Kalyan).

What you are tracking here is a figure as well as a stage. Because the form fixes an amount payable against the food bill you proved, the sanction can approve the claim and still fix it below the published monthly rate. The status page cannot tell you whether your envelope reached the district, so confirm that separately with the district office, and expect any query to land on the two attachments this claim actually stands on: the food bill proof and the recognition certificate.

Selection process

There is no merit list, no test and no cut-off. A food bill claim is decided as a documents check against the eligibility conditions, and it is read in the district rather than at headquarters: a resolution listed on GUEEDC's GR page hands the power to sanction assistance under the corporation's schemes to district-level officers of the Developing Castes Welfare department. So a query about your hostel, your food bill proof or your income certificate comes back from the district, and that is where it gets settled.

Money is the one thing that can still hold back a valid claim. The 2022 resolution that lifted this scheme's income line came with three strings: the yearly count of beneficiaries it is budgeted for stayed as it was, applications from poorer families get priority, and a student still unpaid when the financial year closes may be carried into the next one (Resolution of 2 November 2022, scanned copy).

Terms & conditions

The binding conditions are on the undertaking attached to the form, and it is signed more often than it is read. It puts the applicant on oath that every detail, copy and certificate submitted is true, and it makes a later finding of falsehood expensive: the entire amount received becomes repayable at once, with penal interest on top. It also binds the applicant to the conditions GUEEDC has already fixed for the scheme and to any it fixes later, so a rule the corporation changes mid-year reaches a student who is already receiving the money.

Watch who signs. A parent or guardian signs the undertaking alongside the student, which means the declarations about income and about the hostel are given by the family, not by the applicant alone.

Two offices matter, and they answer different questions. The corporation sits at Block No. 2, 7th Floor, D-2 Wing, Karmyogi Bhavan, Sector 10-A, Gandhinagar 382010, with the helpline numbers 079-23258688 and 079-23258684 on its contact page: ask it about the scheme, the portal and the current year's window.

For the file itself, call the district office that holds your hard copy. The corporation's district implementing officer list comes in two halves. Its first half gives the district managers who handle GUEEDC's loans; the second is written for the four student-assistance schemes, with "(૧) ભોજન બીલ સહાય યોજના" at the head, and lists for each district a Deputy Director or a District Social Welfare Officer of Developing Castes Welfare, with a street address, a phone number and an email. That is the officer GUEEDC's Gujarati answers call "નાયબ નિયામક (વિ.જા.)", where વિ.જા. stands for વિકસતી જાતિ, the developing castes; the directorate's English office list names the post District Deputy Director (Developing Castes Welfare) (Director, Developing Castes Welfare, district offices). The scheme's national listing renders the same abbreviation as "Non-Reserved", which is not the name of any office.
