About FSL

An admission letter from a university abroad arrives with a fee deadline attached, and the terms on which a family can raise that money decide whether the offer is usable at all. The Foreign Study Loan runs on different arithmetic: GUEEDC, Gujarat's corporation for non-reserved categories, lends up to Rs 15 lakh for a full course overseas and charges 4% simple interest a year, with repayment held back until a year after the course ends.

The lender here is the Gujarat Unreserved Educational and Economical Development Corporation (GUEEDC), a body under the state's Social Justice and Empowerment Department, and the loan it offers covers the whole course rather than a single year. The ceiling is Rs 15 lakh, and the price of the money is 4% a year as simple interest, which is computed on the original principal alone and never compounds while you study.

The catalogue entry has fallen behind the rulebook. GUEEDC's own scheme page still frames the loan around MBBS after Class 12 and post-graduate study after a degree, and the myScheme record follows that framing; the e-Samaj Kalyan page the corporation applies from was rewritten by a state resolution dated 9 June 2022 and now sets a duration test in place of a course list. One year of study, or two semesters, is the bar, and a diploma, a bachelor's, a master's and a PhD all clear it. Where the two texts disagree, the portal text is the one in front of the officer reading your file.

The portal stays open for this scheme continuously through the year, so the binding clock is personal: the six-month limit after leaving India, and the graduation-recency ladder that decides priority (e-Samaj Kalyan scheme terms). Scheme notices and any change to this pattern surface first in the news panel of the portal's home page, which GUEEDC uses for its announcements.

Who can apply

Eligibility criteria

Three tests sit underneath the category rule, and each one turns on a detail the one-line summaries drop. Domicile: the corporation restricts the loan to non-reserved-category applicants whose families have been settled in Gujarat for 15 years. Marks: the Class 12 floor is judged on the marks actually scored across all subjects taken together; a percentile is expressly not accepted in its place. Timing: an application filed within three years of graduating gets first priority, one filed up to five years out is taken only while the year's target has room, and older gaps are refused.

Income is the point where the paperwork demands care, because two ceilings are in print. GUEEDC's own scheme page and the myScheme record hold the family's annual line at Rs 6 lakh, while the amended text on the corporation's e-Samaj Kalyan page puts the ceiling below Rs 10 lakh. Submit the income certificate that describes your family truthfully and let the district office apply whichever ceiling governs the year you file; do not shape the number to fit either figure.

Who cannot apply

Exclusions

myScheme publishes no exclusion list for this scheme, but the corporation's terms name three disqualifiers. A course at a level already completed in India is out, so a student holding an Indian master's degree cannot borrow for a second master's abroad. An application reaching the portal more than six months after the student has left India is out. And a file returned for missing papers dies if the corrections are not uploaded within the allowed window; the corporation marks such applications rejected, not pending (e-Samaj Kalyan scheme terms).

Renewal conditions

There is nothing to renew. The corporation sanctions the loan once, against the fee structure of the entire course, so no fresh application or year-end scorecard is filed mid-course. The one continuing obligation is contact: the mobile number and email given in the application must stay active until the loan is fully repaid, because approvals, queries and recovery notices all travel by SMS and email.

Two smaller mechanics shape what the loan finally costs. Money repaid is appropriated to outstanding interest before it touches principal, and the terms allow closing the loan ahead of schedule, so a graduate earning early can shorten the tail (GUEEDC repayment terms). Sanctioned funds are credited straight into the student's own active, Aadhaar-seeded bank account rather than routed through the institution.

Documents required

myScheme's checklist names the core papers; the portal's own list runs longer and more procedural, and the extra items are the ones that have to be arranged before the upload starts rather than during it. Expect to produce the admission letter stating the course's duration (with a notarised English translation if it was issued in any other language), the fee structure for the whole course along with proof of any fees already paid, an income-tax return or self-declaration beside the income certificate, and a passport, visa and air ticket once travel is real. The property offered as security brings its own file: a valuation certificate with photographs, a title-clear certificate, and the signed consent of every co-holder. Married women should check that Aadhaar, passport, visa and bank records all carry the same name before filing, because the corporation requires the application and its proofs to match (e-Samaj Kalyan document list).

How to apply

The route is the Social Justice and Empowerment Department's e-Samaj Kalyan portal; the Apply Now buttons on GUEEDC's scheme page route straight there. Register as a citizen, complete the profile, select the corporation's Foreign Study Loan and work through the module-wise form; the corporation's own manual for the Videsh Abhyas Loan walks the screens one by one, down to the eligibility dropdown whose selection decides which criteria the file is judged under. Confirm the application only when every upload is in place, since confirmation is what moves the file to scrutiny.

Scrutiny happens on the uploads first. The corporation's in-principle decision, whether approval, query or rejection, arrives by SMS and email, and an approved applicant then has 30 days to deposit the printed application and supporting papers at the district manager's office for the home district. Sanction follows that paper verification, and the money lands in the bank account given in the form.

Tracking the file does not need a phone call. The portal's home page carries a Your Application Status link where a registered applicant can look up the stage a file has reached, and the same citizen login shows any query the corporation has returned, so check the login rather than waiting on the SMS (e-Samaj Kalyan portal).

How winners are picked

Selection process

No merit list is drawn and no interview is held; the scheme filters rather than ranks. What decides a file is eligibility scrutiny, document verification and the year's money: the corporation fixes an annual physical target of borrowers and sanctions within budget, which is also why a second loan to the same family is promised only as the budget allows (e-Samaj Kalyan scheme terms). The priority ladder for recent graduates, described under eligibility, is the nearest thing to a selection rule the corporation publishes.

The undertaking signed with the application is not a formality. Form-2, the scheme's application-cum-undertaking, makes a false detail expensive: the whole loan and its interest become repayable in a single instalment if one is found. After sanction, the family registers the property charge or mortgage in the corporation's favour and hands over five signed post-dated cheques; where the mortgaged house or open plot is not on city-survey records, the corporation additionally wants a certificate on the housing society's letterhead signed by its president or secretary, with their Aadhaar copy and mobile number (e-Samaj Kalyan scheme terms). Files that skip this paperwork are returned, not parked.
