About FSLS
The Foreign Study Loan Scheme (GUEEDC) is running under two rulebooks at once, and knowing which one your district office follows is worth more than any summary of it. The Gujarat Unreserved Educational and Economical Development Corporation calls it the Videsh Abhyas Loan, lends up to Rs 15 lakh for higher education abroad (Student Foreign Study Loan, e-Samaj Kalyan), and charges simple interest of 4% a year on it (Videsh Abhyas Loan, GUEEDC). It is a loan against family property, not a scholarship, and it exists for one audience: students of Gujarat's unreserved castes, the families that no reserved-category corporation will lend to.
Two things about this scheme are easy to miss from its name. First, the lender is a caste-specific corporation: GUEEDC sits under the state's Social Justice and Empowerment Department and serves the Bin Anamat - unreserved - category alone, so an SC, ST, SEBC or EBC student reading this page is looking at the wrong desk, and the right ones are named in the FAQ below. Second, the course list is wider than the older notices suggest. The corporation's e-Samaj Kalyan page carries an amendment resolution of June 2022 that opens the loan to every higher-education course abroad of at least a year, or at least two semesters - diploma, graduate, postgraduate and Ph.D. included (Student Foreign Study Loan, e-Samaj Kalyan) - where the record on this page and the corporation's own site still describe the pre-amendment set of MBBS after Class 12 and postgraduate study after a degree.
The scheme is also listed more than once on myScheme itself, under Foreign Study Loan Scheme (GUEEDC) and again as Foreign Study Loan. Both records describe the same GUEEDC loan; neither is a separate benefit, and applying "to both" is not a thing.

Two personal deadlines bind: a student who has already flown can still apply, but only within six months of leaving India; and the three-year window after graduation is when an application holds full priority. The record on this page carries no notified opening or closing date because none exists.

Eligibility criteria
Beyond the record's list, the corporation's portal adds conditions that decide real applications. Residence is not a formality: the loan is confined to unreserved-category applicants whose families have been settled in Gujarat for 15 years (Student Foreign Study Loan, e-Samaj Kalyan). The Class 12 cut-off is measured on the percentage of total marks across all subjects, and the portal states plainly that percentile scores are not considered - a distinction that matters to Gujarat board students whose results emphasise percentiles.
The income ceiling is where the two rulebooks split. The record on this page and the corporation's site publish a family income limit of Rs 6 lakh a year (Videsh Abhyas Loan, GUEEDC), while the corporation's e-Samaj Kalyan page, which carries the June 2022 amendment, sets it below Rs 10 lakh (Student Foreign Study Loan, e-Samaj Kalyan). If your family sits between the two figures, do not self-reject: put the question to your district implementing officer before you decide the scheme is closed to you.

Exclusions
The source publishes no exclusion list, but the portal's conditions work as one in practice. A course at a level you have already completed in India is not funded - a second bachelor's abroad after an Indian bachelor's fails, whatever its brochure calls it (Student Foreign Study Loan, e-Samaj Kalyan). Applications made long after graduation lose priority and eventually admissibility: the corporation serves applicants within three years of their degree first, stretches to five years only when the annual target is unspent, and does not accept older applications at all. There is no renewal cycle to manage: the corporation sanctions the loan once for the course, and no year-on-year re-application is published anywhere in the scheme's material. The number to plan around is not the ceiling but the phrase attached to it: the corporation lends Rs 15 lakh or the actual cost of the course, whichever is less, so a cheaper course borrows less and an expensive one gets no more (Student Foreign Study Loan, e-Samaj Kalyan; online application FAQ, GUEEDC portal). The 4% is simple interest, charged on principal only, which is the single biggest difference from a bank education loan's compounding (Videsh Abhyas Loan, GUEEDC).

Two clauses in the fine print deserve reading before signing. Money you repay is appropriated to interest first and principal after, so early instalments shrink the debt more slowly than the arithmetic suggests; and prepayment carries no penalty, which makes clearing the principal early the cheapest exit the terms allow (Videsh Abhyas Loan, GUEEDC). The security is family property: the sanction rides on a charge or registered mortgage over a parent's, guardian's or relative's immovable property, graded by the loan slab the record on this page sets out, plus five post-dated cheques signed in the corporation's favour.

Expect to produce the family's income tax return computation or a self-declaration, a ration card, and - for the property - a valuation certificate with photographs, a title-clear certificate, and the written consent of every co-holder of the property being mortgaged (Student Foreign Study Loan, e-Samaj Kalyan). The admission letter must state the course duration, and one in another language needs a notarised English translation. Fee proof means both the per-year figure and the whole course's fee structure. A joint repayment undertaking in the corporation's prescribed annexure, and later the visa and air ticket, complete the file.
Step by step
How to apply
The application is online-first but not online-only, and the second half is where files die. On the corporation's application portal at gueedconline.gujarat.gov.in you register with an email ID, mobile number and password, log in with the mobile number, password and a captcha, open the Videsh Abhyas Loan form, fill it, upload your photograph and signature, then each document, and press Confirm Application (online application FAQ, GUEEDC portal). Confirmation issues an application number; write it down, because it is your handle for everything after.
Then comes the paper leg: print the confirmed application, sign it, attach certified copies of everything you uploaded, and deliver the set - by courier, post or in person - to the corporation's district manager for your district. The portal's FAQ is blunt that an application whose hard copy never arrives is not accepted (online application FAQ, GUEEDC portal). After in-principle approval, the remaining proofs are uploaded and the printout with supporting papers reaches the district manager's office within 30 days (Student Foreign Study Loan, e-Samaj Kalyan).
Tracking does not happen on a public status page. The corporation writes its decisions - in-principle approval, rejection, or a completion query - to your registered email and mobile by E-Mail and SMS, and the same portal login you applied from is where completion documents go back up (Student Foreign Study Loan, e-Samaj Kalyan). That is why the portal obliges you to keep that mobile number and email alive until the loan closes. How winners are picked
Selection process
No merit list stands between an eligible file and a sanction. The corporation screens the uploaded documents, communicates an in-principle decision, routes the file back through the district login for physical verification of the hard copy, and issues the sanction once every documentary proof has reached it (Student Foreign Study Loan, e-Samaj Kalyan). What rations the scheme is the budget: the corporation fixes a physical target of beneficiaries for the year, and the priority rule - recent graduates first - decides who fits inside it.
