Assam's Directorate of Welfare of Scheduled Castes and Backward Classes puts five student awards on a single advertisement, and only one of them is settled on a Class 10 result. That one is this scheme, which pays Rs 5,000 to a Scheduled Caste girl who clears 80% in the HSLC examination. The award for SC boys carries the same value but reads the Class 12 marksheet, which is where most of the confusion around these two schemes starts.

This is a merit prize rather than a maintenance scholarship, and the Directorate is direct about what that means. Its own wording is that assistance under the scheme is not a matter of right, and that the amount goes to beneficiaries as approved by the Selection Committee. Clearing the bar makes a girl a candidate, not a claimant.

What sets the award apart from the four it is advertised alongside is which examination the merit is read from.

Where the scheme stands right now is worth stating plainly, because the answer is neither closed nor open. The Directorate keeps the scheme page live and stamps it Last Updated on August 21, 2026, and the scheme still appears in the What's New list on the Directorate's home page. What it has not done is issue a fresh advertisement. The newest one it has published invites applications for the academic year 2025-26, so on the published evidence the scheme is alive and between windows, and the next opening will be announced the way the last one was.

The Directorate runs these incentives as one annual round tied to the academic year, publicises it through the state press, and opens the forms only on myScheme.

That advertised close did not hold for any of the five schemes. The Directorate issued an extension notice, digitally signed by the Director, setting out a revised application timeline with an opening date and a revised closing date for each of the five, and it still carries that notice in the Quick Access panel of its home page. The notice is published as a scanned image with no text behind it, so its revised timeline table has to be read off the image itself, and the myScheme record for the scheme carries a window that was revised on its own and does not match the notice. Where the two differ, the signed notice from the Directorate is the document of record and the portal entry is the secondary listing.

The pattern to take into the next round is that the advertised closing date is a floor rather than a ceiling, and that an extension surfaces on the Directorate's home page before it reaches any portal or listing site.

Who can apply

Eligibility criteria

Community and residence are settled as one condition, not two. The applicant has to belong to a Scheduled Caste community of Assam, and the proof the Directorate names for it is a valid SC certificate that inserts the sub-caste. A certificate that stops at the category line, without the sub-caste, is not the document being asked for.

Merit means 80% in HSLC, and the issuing board is part of the test. The Directorate limits the qualifying examination to HSLC conducted by SEBA, CBSE or ICSE, so a result from an open school or any other board does not enter the pool however high the percentage runs. The same page sets a tie-break that reads oddly against an HSLC scheme: where applicants stand level on the HSSLC percentage, the higher HSLC percentage is preferred.

The money test is a parental income ceiling of Rs 5,00,000 a year, evidenced only by a Circle Officer's certificate. That ceiling is twice the one the same Directorate applies to its Post-Matric Scholarship for SC students, where the bar is Rs 2,50,000. A family turned away from the post-matric route on income can still be inside this one.

One condition catches applicants out. The scheme asks for a girl who is currently enrolled as a student, so a school leaver who has stopped studying after Class 10 does not satisfy it, and the document list asks for an HSSLC marksheet even though nothing in the merit bar refers to Class 12 marks. The Directorate publishes no reconciliation of those two requirements for a girl who has just cleared HSLC and has no Higher Secondary result yet, which makes the helpdesk a call worth making before the form goes in rather than after.

Exclusions

There is no bar list to read, because the scheme record publishes none. What actually knocks a claim out sits in the instructions printed at the foot of the Directorate's advertisement. Two of them decide most rejections: an incomplete form, or one filed after the last date, is thrown out rather than returned for correction, and no offline application is entertained under any circumstances. A false entry costs the claim outright. Documents that are not clear and legible are treated as not submitted.

Two further exclusions come out of the design rather than a list. SC boys are outside this scheme because they have their own, and the OBC incentive is a separate application, so no single form carries two claims. A repeat claim is nowhere barred in so many words, but the department's older application form made the applicant declare any similar grant received under the scheme on a previous occasion, and the year she received it. That is the nearest the papers come to closing the door on a second payment.

Renewal conditions

One HSLC result buys one payment. The award is tied to the year the qualifying examination was held, and no continuation form, annual re-verification or course-progress condition appears anywhere in the scheme papers.

That is the opposite of how the Directorate's two scholarship schemes for SC students work. Both run on the National Scholarship Portal and take fresh and renewal applications every year, with an institute-level verification step after the student's own deadline. This incentive has none of that machinery. It simply opens again for the next year's HSLC cohort, and a girl who missed a round has no way back into it.

Rs 5,000 is the whole of the award, paid once. It does not scale with the percentage scored, it is not split into instalments, and it is not attached to a fee head, so nothing about how the money is spent is policed.

Payment runs to the bank account behind the passbook front page uploaded with the form. The department's older format asked for the account number and IFSC of the applicant girl student specifically, so an account in a parent's name is the wrong one to upload. The myScheme record does not flag the incentive as a direct benefit transfer scheme, and no disbursement calendar is published, so how long a selected girl waits after the list is approved is not answered anywhere in the papers.

One figure sends searchers down the wrong path. The implementation guideline the department still hosts describes a fixed annual incentive of Rs. 10,000, and listing sites copy that figure forward. That document is headed Draft, and the application form annexed to it is printed for the year 2017-18. The Directorate's live scheme page and the myScheme listing both carry the lower amount, and that is the one attached to the round actually advertised.

What to prepare

Documents required

The paperwork does three jobs: it proves who the applicant is, it proves the marks, and it proves the money.

Identity and community rest on the Aadhaar card and the SC certificate carrying the sub-caste. Marks rest on the HSLC admit card and marksheet, with the HSSLC marksheet asked for on top; the Directorate's listing also treats the Class 10 admit card as the date-of-birth proof, so that one sheet is doing two jobs and a lost admit card is a bigger problem than it looks. Money rests on the Circle Officer's income certificate and the self-attested passbook front page.

The two published lists differ in one place, and it is easy to trip over. The Directorate's scheme page names a Voter ID or PAN card in the identity set, while the myScheme record names Aadhaar or PAN. Scanning all three settles the question before it comes up.

File size is where an upload fails here, and in an unusual direction. Photographs go in as JPEG or JPG and supporting documents as PDF, and every file has a minimum size as well as a maximum, so a scan compressed hard enough to slip under the floor is rejected for being too small rather than too large.

How to apply

There is one route and it has no offline branch. A DigiLocker account comes first, because the myScheme sign-in for this application runs on the DigiLocker-registered mobile number and the six-digit PIN created there. After signing in you open the scheme, use Apply Now, complete the mandatory fields, upload the documents and submit. The Directorate's step-by-step procedure ends there, at a Form Submitted Successfully message on screen.

Keep whatever the portal gives you at that point, because nothing downstream will give it to you again. myScheme's own help pages say the platform redirects users to the respective scheme application page of the concerned Ministry or Department rather than processing applications itself, and they describe a signed-in account as somewhere to save a profile, bookmark schemes and get recommendations. Application tracking is not among the things they list. The Directorate publishes no separate status page for the scheme either, and neither side publishes a payment-status lookup, so a query about a submitted form or a pending credit has exactly one published channel: the Directorate helpdesk in the Contact section.

How winners are picked

Selection process

Two committees stand between an eligible form and a payment, and neither looks at anything beyond the papers. The first is a Scrutiny Committee, which the Director of Welfare of SC, Assam constitutes to go through what applicants have uploaded and to put its findings before the Selection Committee within a week. The second is the Selection Committee, which works off that report and fixes the final list of beneficiaries. Ranking runs from the highest percentage downward to the floor, which is why clearing 80% puts a girl in the pool rather than on the list.

The guideline and the live rule do not describe the merit test the same way. The guideline reads merit off the HSLC and HSSLC results together, while the scheme page as published today sets the bar on HSLC alone and keeps HSSLC only for the tie-break. Neither document has been reconciled against the other in public.

Nothing else enters the decision. There is no interview, no separate test and no institutional recommendation. The Directorate does not publish how many girls are selected in a year, and the guideline sets no district-wise or board-wise quota, so the size of the pool in any round cannot be worked out in advance.

Nothing here is owed to a girl who qualifies. The scheme page puts it as plainly as a government page ever does: assistance is not a matter of right. It is extended according to whether the eligibility criteria are satisfied and what the submitted documents show, and the amount goes out as the Selection Committee approves it.

Two more conditions are written down rather than implied. The decision of the Directorate is final and binding, so no appeal against non-selection is published, and the declaration on the application form puts the accuracy of every entry on the applicant personally. Nothing in the papers restricts the course, the institution or the state where the girl continues studying after Class 10.
