The scheme runs on the academic calendar, and the application window is announced each cycle rather than fixed in the guidelines.

For undergraduate and postgraduate applicants no statewide close date is published; collection runs through the institutions, so your own college's notice board or its own circular carries the operative deadline.

The economic gate is the unusual part: there is no income ceiling at all. The guidelines state the incentive is for all eligible girl students domiciled in Assam "irrespective of their economic status", so a government-college student from a well-off family qualifies on the same terms as one from a below-poverty-line household, per the revised guidelines. The test that actually filters applicants is the institution, not the family.

That institution test has a specific published boundary. Government and provincialised institutions qualify, and so do the venture institutions the government has approved for the scheme: the original 2024 guideline annexed a named list of 48 venture colleges and 50 venture senior secondary schools. If your college is private, no other criterion can rescue the application.

Coverage by year of study has grown since launch. Girl students enrolled in the Undergraduate 4th Year programme became entitled to the benefit with effect from academic year 2026-27, under a Directorate of Higher Education notification that also circulated printed application forms to eligible institutions. Polytechnic students in government institutions joined through the revised guidelines.

The scheme's published exclusions are short but sharp, and the 2026 revision added two that older summaries miss. Postgraduate students already availing the CM's Jibon Prerana Scheme cannot draw Nijut Moina on top of it, and the opt-out route for Dr. Banikanta Kakati Merit Award scooter recipients under the Pragyan Bharati Scheme no longer applies to PG students, per the revised guidelines.

A bigger fork is coming. From academic year 2027-28 onwards, girl students in H.S., U.G. and P.G. programmes will have to choose between the Fee Waiver Scheme and the Mukhya Mantrir Nijut Moina Aasoni, because the revised guidelines bar beneficiaries from availing both. Students who currently stack the fee waiver with the monthly incentive should plan for that choice now.

Renewal is where the revision reversed course. Under the original 2024 guideline, no application was required from the second year onwards: a certificate from the head of the institution confirming the student's continuity was sufficient.

The revised guidelines withdrew that shortcut. Existing beneficiaries now submit a duly filled application form again each cycle, the head of the institution must confirm 70% attendance in the previous year, and a student who did not enrol for the final examinations of the previous academic year loses eligibility altogether, per the revised MMNMA guidelines. Treat renewal as a fresh application with an attendance certificate attached, not a formality. If you meet a different attendance figure quoted elsewhere, the number the revised office memorandum actually sets for continuing beneficiaries is 70%.

The current slabs, as reset by the 2026 revision, are these.

The Higher Secondary rate is the one that changed. When the scheme launched, each eligible Class Eleven student received Rs 1,000 per month, totalling Rs 10,000 over a year, per the original 2024 guideline. The revised guidelines reset the Higher Secondary incentive to Rs 800 per month, and the undergraduate and postgraduate rates carried over unchanged.

Payment mechanics are strict by design. The money moves by monthly DBT only through the Aadhaar-based payment system into an Aadhaar-seeded bank account, no incentive is paid during summer vacation or winter break, the scheme stays switched off in June and July, and no arrear amount is paid for missed periods, per the revised guidelines.

One requirement here is absolute rather than procedural, and it is the bank account. An applicant without a valid Aadhaar number and an Aadhaar-seeded bank account cannot receive the benefit at all, and the seeding details go in along with a signed consent and declaration form during the application, per the revised guidelines. Seed the account at your bank branch before you apply, not after.

Higher Secondary applicants applying online also upload proof of that account: a clear scan of the bank passbook's first page or a cancelled cheque, with the account holder's name, account number and IFSC code readable, per the DARPAN student manual. The account must be the student's own.

There are two tracks, split by level of study. Class XI and Class XII students apply online through the DARPAN portal of the Assam State School Education Board at darpan.ahseconline.in. The DARPAN student manual sets out the flow: click "Apply Nijut Moina", log in (Class XI with mobile number, date of birth and 6-digit PIN; Class XII with registration number, date of birth and the default password 123456), fill the form, complete Aadhaar authentication, enter your own bank account details, upload the passbook page or cancelled cheque, and submit. A successful submission generates an acknowledgement receipt; download it and keep it.

Undergraduate and postgraduate students do not use DARPAN. They fill the prescribed printed application form and hand it to the institution they are enrolled in, and the head of the institution verifies the forms and submits the data through the institutional portal, per the revised guidelines. For the newly covered Undergraduate 4th Year, printed forms have already been shared with eligible institutions under the DHE notification, so ask your college office rather than hunting for a portal link.

Tracking a DARPAN Application and the Monthly Credit

For Higher Secondary applicants the status lives on DARPAN itself. Log back in periodically and check the application status: if the application is rejected or returned for correction, the portal shows the reason, and you correct and resubmit within the prescribed timeline, per the DARPAN student manual. Behind the screen, your form travels from the head of the institution to the Inspector of Schools for a second verification before it moves onward for payment processing. The acknowledgement receipt from submission is your reference for any follow-up.

There is no separate payment-tracking dashboard published for the scheme. Because disbursal is Aadhaar-based DBT, the practical check is your Aadhaar-seeded bank account's passbook or statement each month; if months pass with no credit, raise it first with the nodal officer at your institution, since the guidelines make institutions responsible for reporting ineligibility and continuity.

The revised guidelines publish no merit list, no ranking and no cap on how many girls an institution may send forward, so what stands between an eligible application and the first monthly credit is verification. For Higher Secondary applications, the DARPAN manual describes the chain: the head of the institution checks the personal details, Aadhaar authentication and bank particulars, forwards the application to the Inspector of Schools, who confirms the institution itself is eligible under the scheme, confirms the applicant is a girl student duly enrolled, matches the bank details against the uploaded document, and approves or returns the application with remarks. An application returned at any stage can be corrected and resubmitted; one from an ineligible institution cannot be approved at all.

Two conditions in the guidelines are easy to miss. First, applying is a choice the family makes: the guidelines record that guardians can decide whether their daughters submit applications at all, per the revised guidelines. Second, every institution must notify one or two nodal officers to run the scheme locally, which is why the college office, not a state helpline, is the working point of contact for most problems.

The discipline conditions attached to the money are enforced by withdrawal, and the heads of institutions are the enforcers: they must report students who leave, turn ineligible or stop attending. The benefit follows the enrolment, month by month, and the guidelines state flatly that no arrear amount will be provided, so a month forfeited to a lapse cannot be claimed back later.
