About NECMS

The North Eastern Council fixes 1,600 fresh awards a year for the eight North Eastern states, and it received 27,726 applications in the three years from 2020-21 to 2022-23 against 4,756 selections. That ratio is the honest starting point for this scheme: it is a capped, marks-ranked award with a state-wise quota, not an entitlement that everyone above 60% collects. The name says higher professional courses, but the rulebook runs from a diploma to a PhD, and the money is a flat annual sum paid into the student's own account rather than a fee waiver at the college.

The Council pays this scholarship directly. Under the rules that came into force in 2020-21 and superseded the earlier ones, the award is granted by the North Eastern Council, Ministry of Development of North Eastern Region, from Shillong, and it is credited to the student by DBT into a bank account in the student's own name (Rules for Award of NEC Merit Scholarship). Under these rules the eight states of the region, Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura, are left with two jobs: putting out the advertisement, and verifying applications at the second level through a nodal officer each state government nominates.

That split matters because the arrangement it replaced ran the other way, and it has not been switched off. A renewal request belonging to academic year 2019-20 or earlier is still handled under the procedure that applied in 2019-20, where the state government disburses into the student's account, and anyone already drawing the scholarship when these rules arrived stays on the old procedure until their tenure ends. Two payment routes therefore run under one scheme name, and which one a student is on is settled by the year they first applied, not by where they live or study.

It is running under this name today. The Council's document page carries the NEC Merit Scholarship 2025-2026 lists for both fresh and renewal cases, with a start date of 19/06/26 (Scholarship Beneficiaries List, North Eastern Council). The place to apply is the National Scholarship Portal, where the scheme is listed by North Eastern Council(NEC),DoNER as a merit based scheme.

This scheme did not open when the rest of the portal did. Registration for academic year 2026-27 has been running since 1 June 2026 (National Scholarship Portal), and the NEC listing carries a later start of its own, together with a qualifier on every line of it.

Read the parenthesis, because it sits on all five rows and not only the first. The scheme listed immediately above this one on the same page carries the identical five stages with no such qualifier. What is open on the portal today is therefore the renewal cycle: an existing beneficiary has until 31-10-2026 to file and should not read the absence of a fresh call as the scheme being shut, while a student who has never held this scholarship cannot treat 31-10-2026 as a deadline, because the row it sits on is not addressed to them.

Where a fresh call would come from is written into the rules rather than the portal. The state department concerned, or the Council itself, announces the scheme and invites applications by advertisement in the newspapers, on department websites and through other media, and that advertisement carries the certificates and the timeline for the cycle (Rules for Award of NEC Merit Scholarship). The Council's own notice that the portal had opened for this scheme is dated 07-11-2024 and now sits in its archived news list (National Scholarship Portal Now Open for NEC Merit Scholarship Scheme, North Eastern Council).

Results run on a far slower clock than applications, and the Council's publication record is the only reliable guide to it.

Every fresh list the Council has put up is dated in a calendar year after the one its academic year opened in, the 2021-2022 list on 01/02/23 and the 2025-2026 list on 19/06/26. Plan the year's fees without counting on this money arriving inside it.

Who can apply

Eligibility criteria

Two of the four gates close on paper, before a marksheet is opened at all. One is permanent residence in the region, which is not the same thing as a current address. The other is money: Rs 8.0 lakh a year of parent or guardian income from all sources is the ceiling, and only a competent authority's income certificate proves it (Rules for Award of NEC Merit Scholarship). Residence is proved only by the Permanent Residential Certificate issued by a Deputy Commissioner, Additional Deputy Commissioner or the sub-divisional officer of a civil sub-division, except in Sikkim where the Certificate of Identification issued by the Deputy Commissioner does the same work. The rules say plainly that a certificate from any other authority will not be accepted.

The marks test looks backwards, not at the course being funded. A diploma or degree applicant is judged on the school leaving examination, a postgraduate applicant on the bachelor's degree, and an M.Phil or PhD applicant on the postgraduate degree, each needing 60% in aggregate from a recognised board, institute or university.

Two conditions catch applicants who otherwise qualify. First, a student is considered only in the year the course commences; for every later year of the same course the only route is renewal, so a second-year student who missed the first-year window cannot enter as a fresh candidate. Second, the institute of study has to be registered on the portal with its U-DISE, AISHE or NCVT code, and the rules state that an application which could not be verified because the institute is not registered will not be considered at all. A research applicant clears one more step: an M.Phil or PhD scholar has to be registered with the topic before applying, because the topic itself is what the selection turns on.

Who cannot apply

Exclusions

The scheme is single-source. Holding any other scholarship or financial assistance, from any source at all, at the moment of drawing this one puts a student outside it. So does earning while studying: a sponsored candidate in full employment through the period of study, and a working or in-service candidate, are both named as ineligible (Rules for Award of NEC Merit Scholarship). The portal writes a second limit over the top of that one. Its AY 2026-27 rule gives a student a single pick from the merit based list plus as many welfare based schemes as they qualify for, and this scheme sits on the merit side of that line (National Scholarship Portal).

Time spent on an internship or on practical training buys nothing here, and the clock does not stretch: once the course's prescribed period is over, so is the award. The two exclusions that surprise renewal applicants are structural rather than academic: changing the subject of study ends the renewal claim if the scholarship was already drawn for the previous course or part of it, and changing the institution of study ends it as well.

Renewal conditions

Renewal is annual, and it is not automatic. The portal wants a new form from every beneficiary in every year of the course, with the last examination's marksheet or pass certificate attached to it. Research scholars owe a document more, a current progress report from the guide that the institute's Registrar has countersigned (Rules for Award of NEC Merit Scholarship). No merit list is generated for renewals, so a renewal application competes with nobody; it either satisfies the promotion test or it fails.

That promotion test is where renewals are lost. A beneficiary must pass the year or be promoted to the next semester or year, and a student promoted with unpassed papers stays eligible only if no additional backlog from earlier years is pending. Carry a backlog for more than one year, or fail to be promoted, and the scholarship stops for the rest of that course. The institute's verifying officer is made responsible for checking this before the application moves forward on the portal, and applications that fail it are rejected on the portal with reasons recorded.

A break in the scholarship is treated as final for that course. There is no option to resume with a renewal application in a later year, although the student may apply afresh on admission to a more advanced course. Illness is the sole stated reason that does not end things. The route out is a letter to the Director (HRD and E) at NEC asking for the award to continue. It has to enclose the institute's own papers on the break and a certificate from the District Medical Officer, or from the Joint Director of State Health Services, naming the course and how long the interruption ran.

Renewal is also where most of the money goes in practice. The Council's renewal list for 2025-26 runs to 1,980 numbered entries, each carrying the level of study and the annual rate against the application ID (NEC Merit Scholarship 2025-2026 renewal list).

Award & benefits

The award is a flat amount per year, set by level of study. The scheme record published on myScheme lists only the postgraduate and research rates; the rulebook and the Ministry's own reply to Parliament carry all four.

Nothing in the rules ties that sum to tuition, hostel charges or books. It arrives as an annual scholarship in the student's own account, which is why an MBBS student in Guwahati and a B.A. student in Aizawl both draw Rs 22,000: they sit at the same level of study, and what the course costs makes no difference. The rates are open to revision by a committee the Secretary, NEC appoints when the need arises, and the same rates apply to fresh and renewal cases alike. Those four figures were put on the parliamentary record in December 2023, when the Minister of State for Development of North Eastern Region answered a Rajya Sabha question with the same rate card and added that disbursement had moved to the DBT route from 2021-22 (NEC Scholarships to students of the North-East, PIB).

Tenure follows the course. The award runs for the prescribed duration of the course subject to renewal, an integrated course is covered for its full duration, M.Phil is capped at 2 years and PhD at 3 years, and entitlement begins from the date of admission, or the date of registration for a research scholar, whichever is later.

The count of fresh awards is fixed by state and by level, and this table is the part of the scheme most students never see before they apply.

These are normative allocations, not hard ceilings in both directions. If a state's quota goes unfilled for want of eligible candidates, the leftover slots pass to eligible students from the other states on inter se merit, and the Council may raise or lower the total number depending on the budget available, while keeping the same state-wise proportions.

• The above numbers are fixed as per the normative allocation accepted for the respective NE States. The number of scholarships for the renewal cases shall be as per actual for different NE states, and the scholarship amount as per the accepted rates as mentioned above shall be utilised both for the fresh candidates and renewal cases (existing students selected for the NEC Scholarship).
• The various courses of studies at different levels for which NEC's financial assistance is admissible would be those as decided by the NEC from time to time, keeping in view the requirements of specialised manpower of the North Eastern Region.
• NEC may increase or decrease the total number of scholarships, subject to the availability of funds/allocation of budget from time to time. However, the numbers would be fixed as per the normative allocation accepted for different NE states.
• Students selected for the grant ofthe NEC Scholarship will be entitled to receive the same from the date of admission/date of commencement (Date of registration in case of M.Phil / Ph.D.) whichever is later till completion of the course, subject to maximum period as prescribed in Para 3.3 above.

What to prepare

Documents required

The list runs to six entries, and three of them are where applications actually die. The residence proof has one accepted issuer per state and no substitute. The income certificate has to come from the competent authority, not from an employer or a self-declaration. The bank account is the third: it must stand in the applicant's own name, the rules ask for Aadhaar linkage and for the account to stay live through the whole tenure of the award, and they close with a warning worth reading twice, that a credit which fails at the bank's end is not the Council's to answer for (Rules for Award of NEC Merit Scholarship).

One paper on the list belongs to research candidates alone. The synopsis has to carry the signature of the project guide, of the Director (Research), or of whichever official the institute or university has authorised for it. It is not a formality, because the synopsis is read on merit at the selection stage.

Step by step

How to apply

The application is filled on the National Scholarship Portal at scholarships.gov.in, and the rules also allow the NSP mobile app or the UMANG app (Rules for Award of NEC Merit Scholarship). The call itself is announced by the state government department concerned or by the Council, through newspaper advertisements, department websites and a notice on the portal, and the advertisement is what carries the certificates required and the timelines for that cycle.

After submission the application goes through two levels of verification. The institute's nodal officer checks eligibility first and can accept, reject, mark the application defective, or return it to the student for correction. The state government's nominated nodal officer verifies it a second time. Filing at the front of the window is the rulebook's own advice, and the reason it gives is procedural rather than motivational: a form submitted early can still be corrected or updated if the verifier sends it back.

Checking where the application and the money have got to. Two questions get asked as if they were one, and on this scheme they have different answers because the payer is the Council rather than a state treasury. Whether a form has cleared its two verifiers is a portal question, answered behind the student login the portal links as Application Status (National Scholarship Portal). Whether money has landed is a different lookup with a different key. The portal's Track Your Payment link opens the Public Financial Management System, which answers against a bank account and not against an application (Know Your Payment, Public Financial Management System). Because an award made under the current rules is credited by the Council straight into the verified account, there is no state treasury leg in between to explain a delay, and the rules put a failed credit at the bank's door. A case belonging to academic year 2019-20 or earlier is the mirror image and has to be chased at the state directorate, which is still the disbursing office for it (Rules for Award of NEC Merit Scholarship). There is a third check nobody thinks to make: the Council publishes each cycle's fresh and renewal beneficiary lists as PDFs on its own documents page, and an application ID either appears in them or does not (Scholarship Beneficiaries List, North Eastern Council).

How winners are picked

Selection process

Selection is arithmetic, not discretion. The merit list is prepared exclusively on the marks obtained in the qualifying examination, drawn from finally verified applications, and filled against the level-wise and state-wise slots. There is no reservation or quota by category, religion or gender, and a tie is broken in favour of the candidate with the lower family income (Rules for Award of NEC Merit Scholarship).

For M.Phil and PhD the ranking is on the research topic instead. The rules want a subject that bears directly, specifically and currently on the problems and issues of the North Eastern Region, and they say in terms that basic and theoretical research will not generally be favoured.

The scale of the contest is on record. Between 2020-21 and 2022-23 the Council received 27,726 applications and selected 4,756 candidates, distributed as follows (NEC Scholarships to students of the North-East, PIB).

Set that total against the quota and the headline is nearly a match: the rules provide 1,600 fresh awards a year and 4,756 were made across the three years. The state split is where it comes apart. Assam's line in the allotment table is 320 a year, and 1,875 Assam candidates were selected over the three; Tripura's line is 192 and 1,094 were selected; Manipur's is 192 against 988. Nagaland and Mizoram, on the same 192 a year, finished the three years on 93 and 100. That is the redistribution rule doing its work, since a quota left unfilled for want of eligible candidates passes to students of the other states on inter se merit, and the states that apply hardest absorb what the rest do not use.

Terms & conditions

Geography binds the award as well as the applicant. These scholarships are available for studies in India only, so a student who transfers abroad mid-course leaves the scheme behind. Which courses qualify at each level is not written into the rules at all: the Council decides that list from time to time against what specialised manpower the region is short of, which makes it a policy call that can move between cycles (Rules for Award of NEC Merit Scholarship). And the Council may increase or decrease the total number of scholarships as the budget allows, holding the state-wise proportions steady.

The rulebook in force is the 2020-21 one, which explicitly supersedes the previous rules on the scheme. Anyone reading an older circular, form or handbook from a state directorate is reading a document about the pre-portal arrangement.
