About FASCMBS

This is a one-shot merit payment from the Government of Assam to a Scheduled Caste boy who has just finished Class 12, and it is decided almost entirely by one number on his marksheet. The Directorate of Welfare of Scheduled Castes and Backward Classes states the award as Rs 5,000 for a beneficiary securing 80% and above in the HSSLC examination, approved by a Selection Committee, on its own scheme page.

Two documents describe this scheme and they belong to different eras, which is why searchers keep landing on two different amounts. The department's implementation guideline, an older draft annexure that argues its case from the 2011 Census and annexes a paper application form to be countersigned by the head of the institution last attended, promises a fixed annual incentive of Rs 10,000 and tells applicants to watch for advertisements circulated in newspapers, per the guideline document. What the Directorate has actually run recently is the smaller figure on a national portal, with no newspaper coupon and no school countersignature involved.

The vintage matters more than usual here. Every rate, bar and date below comes from the round the Directorate advertised for the academic year 2025-26, when it put this scheme and four sibling SC and OBC schemes on one memo, SCBC/15/2025-GEN-DWSCBC. A note on where that memo is quoted from: the Directorate's website carries the scheme page but not the notice, and the scanned copies circulating on other institutional sites have no text layer, so the readable version linked throughout this page is the copy reposted by Birangana Sati Sadhani Rajyik Vishwavidyalaya, a state university in Assam. The wording is the Directorate's; the hosting is not.

The same window was advertised for all five schemes in that notice, so an eligible student was expected to file every claim he had in one sitting. The myScheme record for the scheme was afterwards revised to a longer window closing at the end of October, and that revised line is still the one the portal shows.

As of this writing, no fresh advertisement for the following academic year has appeared on the Directorate's scheme page or on the portal record, and both still describe the 2025-26 round. Anyone monitoring for a fresh opening is monitoring stale text. The pattern in 2025 was a numbered memo issued by the Directorate and reposted afterwards by the institutions it reached, which is worth knowing because it means the first readable copy of the next round may well turn up on a college noticeboard before the Directorate's own site serves one.

Eligibility criteria

Four filters do the work, and a student either clears all four or is out. He must be a boy from the Scheduled Caste community of Assam, currently enrolled as a student, holding an HSSLC result of at least 80% from SEBA, CBSE or ICSE, with parents' or guardians' annual income not exceeding Rs 5,00,000, as the Directorate's advertisement sets out for this scheme.

Worth noticing before you assume you are disqualified: the marks bar is on the Higher Secondary result, not on the degree course you are now in, and "currently enrolled as a student" is the only condition attached to what happens after Class 12. The notice does not name a course, a college, a stream or an age. What it leaves out, and the guideline supplies, is a timing condition: the qualifying result is expected to have been obtained in the same year the scheme is implemented, and the portal record for this round reads the same way. An older Higher Secondary marksheet is the one thing above 80% that will not carry a claim.

One drafting detail deserves a flag rather than a gloss. Look at how the same memo handles the two merit incentives it advertises side by side: it names SEBA, CBSE and ICSE for the Class 10 paper under the girls' scheme, then names the identical three for the Class 12 paper under this one, and the Directorate's scheme page repeats that trio here too. A boy whose Higher Secondary certificate was issued by Assam's own higher secondary authority is therefore reading a board list that does not obviously name the body that examined him. Neither document resolves it. The helpdesk is the only place that can say how a particular marksheet will be treated.

The scheme record publishes no exclusion clause at all, so the numbered instructions at the foot of the memo are the only bar list this incentive has. What is striking about them is what none of them offers: a correction window. A form that arrives past the last date is disposed of where it stands, one that arrives short of a required upload gets the same treatment, and an untrue entry is read as disqualifying rather than as an error to be queried, per the advertisement.

Everything else that keeps a student out is a consequence of the four filters rather than a separate rule. A girl is not refused here, she is routed to the companion award described in the FAQ below. A family sitting above the income ceiling, or a percentage landing under the bar, leaves nothing to argue about, since the Directorate's own framing puts this grant outside the category of things an applicant can claim as of right.

Nothing here is designed to come back the following year. The award is settled against a single Higher Secondary result, and the notice publishes no continuation step, no annual re-verification and no second-year form.

Only the older guideline entertains a second payment, and it does so in two places at once: the text labels the incentive annual, while the form attached to it prints a field for the year in which any earlier grant under the same scheme was received. Both are artefacts of how the department once framed a repeat claim, not evidence of a route open today. On the round actually advertised, a boy passes through this scheme once, on the strength of one examination.

The first row is the operative one. Cash is the whole benefit, and it reaches a Selection Committee's approved list rather than everyone standing above the bar, which is precisely what separates a merit incentive from an entitlement. Neither document sets out a payment calendar, so the interval between an approved list and a credited account is not published anywhere.

Documents required

The list itself is published with the scheme record, so the useful thing to say is which items actually decide cases. The income certificate has to be issued by the Circle Officer, the revenue officer for the circle a family lives in, which makes it the item most likely to hold an application up, because it is the only one a student cannot produce from his own school file. The caste certificate gets checked for one thing in particular, the sub-caste line the Directorate insists be inserted into it.

Both marksheets are asked for, and the Class 10 one is not a formality. It is the tie-breaker described under Selection Process below, so a candidate who uploads only his Higher Secondary result has handed the committee no way to place him against another applicant on the same percentage.

The passbook front page is what the payment is eventually made against, and a DigiLocker account is what the portal authenticates against, so both need to be in the student's own name and working before the window rather than after it.

Step by step

How to apply

The route is entirely online and runs through the central myScheme portal. The Directorate's notice sets out three steps: register on DigiLocker with name, gender, mobile number, email and Aadhaar number and create a PIN, sign in to myScheme with that DigiLocker mobile number and PIN and allow the consent page, then open the scheme, complete the mandatory fields, upload the documents and submit, per the advertisement. It also prints the direct scheme link so applicants do not have to search the portal, and notes that the Directorate's own site can be used to reach the same place.

Confirmation is thin, and applicants should not wait for more than the portal gives them. The notice's process ends at a "Form Submitted Successfully!" message on screen, and it publishes no application-status page, no acknowledgement number and no district office to visit for an update. What it does publish instead is a helpdesk email address and mobile number and the Directorate's Dispur address, which are the only channels the department itself points a waiting applicant to; those are listed under Contact below.

Payment follows the bank details in the file rather than a separate claim. No disbursement portal is described anywhere in the papers, and the scheme record carries no direct benefit transfer flag. That leaves the uploaded passbook page, plus the account number and IFS code the older form collected, as the only published trace of the route the money takes to a selected boy.

Selection process

Where most state scheme papers stop at the words "a committee will decide", this guideline lists the chairs, the member secretaries and even the clerical seats by designation. First in line is a Scrutiny Committee. The Director constitutes it, the Deputy Director of Welfare of SC chairs it, the Assistant Research Officer serves as its Member Secretary, and the Directorate's Research Assistant, Progress Assistant and Computor fill the remaining places. It reads what was uploaded and has a week in which to put a report in front of the second.

That second body, the Selection Committee, is the Director's own, with the Deputy Director as Member Secretary and the Joint Secretary of the WPT and BC Department sitting on it. It reads the scrutiny report and settles the beneficiary list once satisfied that every eligibility condition has been met.

Ranking is plain merit with one refinement bolted on. Applicants are taken from the highest percentage downwards until the 80% floor is reached, and the scheme record supplies the rule for what happens when two of them land on exactly the same HSSLC figure: the higher HSLC percentage wins the place. The Class 10 result therefore sits dormant through the whole exercise and decides only the cases that are otherwise level.

Terms & conditions

One sentence on the scheme page does most of the legal work here: the grant of financial assistance to any SC applicant is not a matter of right. Everything downstream of it hangs on the eligibility criteria being satisfied and on what the uploaded documents show. The memo signs off from the same position, reserving a final and binding decision to the Directorate, which leaves a rejected boy nothing published to appeal to beyond the helpdesk.

Two further conditions govern the paperwork. Uploads have to be clear and legible in the form they are submitted. The older format also made the applicant sign a solemn declaration that his entries were true to the best of his knowledge, under the seal of the head of the institution he last attended; the portal route asks for no countersignature, but the declaration is the part that carried across.
