Assam does not run entrance classes under this scheme. Financial Assistance to Scheduled Tribe (Plains) Students for Coaching repays an ST (P) student who has enrolled with, and paid, a coaching institute for medical, engineering or IIT entrance preparation. Who gets the money is decided on the Class 10 percentage, not on family income and not on the entrance score. The Directorate publishes no rupee figure for the repayment, so the paperwork and the merit rule are what a family can actually plan around.

The Directorate of Tribal Affairs (Plain), Assam lists this scheme on its "How do I?" page as "Apply for coaching for entrance for Medical /Engineering/IIT", and it invites ST (P) candidates who are in entrance coaching or have finished it within the last year (Directorate guidelines).

The student it suits best is a plains-tribe student in Assam who has sat or passed the Class 12 board, joined a coaching institute for a medical or engineering entrance, attended regularly, kept the admission receipt and scored well in the HSLC, the Class 10 board examination whose percentage decides the merit list.

It is not a scholarship for studying MBBS or BTech after admission, and it does not place anyone in a free coaching batch. The scheme page offers a one-page paper form, and the finished file goes to the Director in Guwahati.

Important dates

The scheme has no fixed calendar; applications open when the Directorate advertises and must reach the Director "within the concerned date" (Directorate guidelines).

The dated call on the Directorate's site is the 2018-19 notice, issued on 11 July 2018 (2018-19 notice). The form on the scheme page leaves the year blank for the Directorate to fill, so the opening and closing dates for any later round come only from that round's own advertisement.

Eligibility criteria

Beyond the three conditions in the scheme record, the guidelines add one point the record leaves out: "There will be no income limit for availing this benefit" (Directorate guidelines). A family whose income is too high for an income-tested scholarship is not shut out here.

The application form on that page is headed "Financial Assistance to Poor ST (P) Students", yet it asks for no income figure and lists no income certificate among its enclosures (application form). With the guidelines ruling out an income test, the word "Poor" in the heading does not work as a condition.

"Appeared" matters for timing. A student who has sat the Class 12 board and is waiting for results already meets the 10+2 condition, and the form asks only for the year of passing or appearing.

Who cannot apply

Exclusions

Three kinds of applicant fall out before the Selection Committee ranks anyone, even though the myScheme record names no exclusion.

• Stale coaching. Coaching that ended more than one year before the application falls outside the "in last one year" rule (Directorate guidelines).
• Irregular attendance. The form needs a certificate from the head of the coaching institute stating that the student's attendance was more than 80% (application form). A student who enrolled and then stopped going cannot get it signed.
• Tea garden communities. A Welfare of Plains Tribes and Backward Classes Department memorandum, reproduced in the Assam Backward Classes Commission note on the Directorate's site, lists the tea garden and ex-tea garden tribes as More Other Backward Classes, not as ST (P) (Assam Backward Classes Commission note), so students from those communities apply to a different directorate.

Renewal conditions

Neither the guidelines nor the 2018-19 notice mention a renewal or a second claim; the guidelines invite applications "for the concerned year" (Directorate guidelines) and the notice was issued for the year 2018-19 alone (2018-19 notice).

What you get

Award & benefits

The benefit is a reimbursement of coaching expenses, and no amount, ceiling or number of beneficiaries appears in the guidelines, the form on the scheme page or the 2018-19 notice. That notice invited a full year's applications without printing a figure, so the amount is a question to put to the Directorate itself.

Item 13 of the form, the only place it touches payment, is a block for the student's own bank details with a passbook copy enclosed (application form). That points to the money being paid into the student's own account rather than to the coaching institute. Since the institute's admission receipt is one of the enclosures, keep the original receipt and every fee slip from the day of enrolment.

What to prepare

The form on the scheme page today asks for more than the 2018-19 notice did: the same six enclosures, plus three proofs written into its fields.

The admit card is the enclosure most likely to be missing. It has to be for the medical, engineering or IIT entrance test the student sat or is about to sit, so a file sent before the testing body releases admit cards goes in incomplete. The scheme record also lists the 10+2 mark sheet, which the form does not name among its enclosures; add it once the result is out.

Step by step

How to apply

The application runs on paper, through the Director's office in Guwahati.

1. Download the prescribed form from the Directorate's scheme page. The guidelines say the format is the one the Directorate gives at the time of advertisement, so check the year's notice for a revised form before filling the old one (Directorate guidelines).
2. Fill every field in block letters, as the form instructs, including the HSLC percentage, the coaching institute, the period of coaching and the entrance test (application form).
3. Paste a recent photograph, sign the declaration and attach the enclosures from the table above.
4. Send or hand in the file to the Director at Rukmini Nagar, Guwahati-6, before the date in that year's advertisement.

Read the year's notice for the route as well as the date. For 2025-26 the same Directorate took claims under its UPSC and APSC mains assistance for ST (Plain) candidates only through the DIDS portal, dids.assam.gov.in (2025-26 UPSC/APSC mains notice). The coaching scheme's own page still carries only the paper form, but a later coaching notice could switch the same way.

Tracking a Paper Application

Nothing on the paper route produces a number to look up online: the myScheme record lists the mode as offline, with no application link (myScheme record). The Directorate's homepage carries two general services, a "Know Your File Status" link to the Assam eOffice portal and a "Lodge Your Grievances" link to the central grievance portal, CPGRAMS (Directorate homepage). The guidelines set out no status-check step specific to this scheme, so keep a photocopy of the whole file and proof of delivery (a speed post receipt, or the office's receiving stamp on your copy) before asking about it.

How winners are picked

Selection process

Every application goes to a Selection Committee, which scrutinises it and approves the beneficiaries from a merit list "generated based on the percentage acquired in Matriculation Examination" (Directorate guidelines).

Two consequences follow from that rule. The form records the 10+2 year but not the 10+2 marks, and it records which entrance test was taken but not the score (application form), so neither can lift a weaker HSLC result. And because the guidelines fix no number of awards and no minimum percentage, the effective cut-off depends on who else applies that year.

Terms & conditions

The applicant signs a declaration that the statements in the application are true to the best of their knowledge and belief, and the form asks for every field to be filled correctly in block letters (application form). Meeting the eligibility conditions does not by itself earn the reimbursement: the guidelines leave the list of beneficiaries to the Selection Committee's approval, and ask for the application to arrive "along with all the relevant documents" (Directorate guidelines).
