A Civil Services preliminary result changes a candidate's costs long before it changes anything else, because the Mains paper follows within months. Assam's Tea Tribes and Adivasi Welfare Department built a scheme around that interval, and its Directorate first advertised it for the 2024-25 financial year (Directorate advertisement). What the notices never spell out is the part that decides most claims: the form is filed online, but the assistance is settled in person, in front of a state screening committee, on a date the Directorate fixes afterwards.

The scheme belongs to one community and one moment. It is run by the Directorate of Tea Tribes and Adivasi Welfare at Rupnagar in Guwahati, and it appears as the sixth item in the Directorate's combined advertisement for the 2026-27 financial year, alongside the pre-matric and post-matric scholarships, the Simon Sing Horo scholarship, the ANM and GNM assistance, the higher studies grant and the aid for patients (Advertisement Notice).

Two conditions define who it is really for. The first is who the applicant is. The scheme is shut to anyone outside the Tea Tribes and Adivasi community of Assam, and the Directorate accepts one proof of membership: a caste certificate carrying the signature of the district's Deputy Commissioner, or of an officer that office has designated. Nothing in the published criteria asks whether the candidate lives on an estate or works in one, so the certificate, not the garden, is the test, though the SIRISH address form does carry a tea garden field alongside district, constituency, sub-division and village (step-by-step procedure).

The second is timing. The prelims pass has to be from the current year, evidenced by both the admit card and the result of the Civil Services preliminary examination conducted by the UPSC or the APSC. That single word, current, is what separates this from a general coaching grant: the department is paying for the Mains attempt that is already scheduled, not for preparation in the abstract.

The scheme has no permanent calendar. It reopens when the Directorate advertises it, and the window has moved substantially between years.

What the calendar does not show is how little time follows it. In the 2025-26 round the window shut on 15 August 2025 (2025-26 advertisement) and the candidates called for physical verification were told to appear on 26-08-2025 between 12:00 PM and 2:00 PM (document verification notice), eleven days later. Only one round of this scheme has been through that step in public, so the interval is an observation rather than a rule, but a candidate who expects to be out of Assam in the weeks after applying should treat the summons as short notice.

Eligibility criteria

Four separate tests run in parallel, and they fail applicants for different reasons.

The community test is documentary and unforgiving, because only a Deputy Commissioner's certificate satisfies it. The examination test is time-bound, and a pass from a previous cycle does not revive. The service test is a flat bar rather than a preference: a candidate already holding a government job cannot claim, and the form does not wait for that to be volunteered, since government service holder status is a declaration the applicant makes in the same block as the caste certificate declaration (step-by-step procedure).

The income test arrived later than the rest. The scheme advertisements for 2024-25 and 2025-26 asked only for an undertaking on annual family income in the prescribed format, without printing a ceiling (2024-25 advertisement, 2025-26 advertisement). The combined 2026-27 notice states the figure: a parent or guardian must undertake that annual family income does not exceed Rs 5.00 lakh, and the applicant must hold an Aadhaar seeded scheduled bank account (Advertisement Notice).

Exclusions

Clearing both preliminary examinations in the same year does not double the claim. Where a candidate qualifies in the UPSC and the APSC prelims in one cycle, only the UPSC clearance is considered, so the stronger result absorbs the weaker one instead of adding to it.

Two further bars sit in the advertisements rather than in the eligibility list, and both are worth reading before applying. A candidate already covered under the scheme is not entitled to be considered for a double benefit, and an applicant who files repeatedly from different sub-divisions is not considered at all (2025-26 advertisement). The second rule is aimed at candidates who try more than one sub-divisional welfare office to improve their odds.

There is nothing to renew. The assistance is a one time payment tied to a single prelims result, and the bar on a double benefit means a past beneficiary of the scheme cannot come back for a second grant (2025-26 advertisement).

Award & benefits

The benefit is cash, released by e-transfer into the successful candidate's own bank account rather than to an institution or a coaching centre. The notified guideline sets two different rates, one for clearing the preliminary examination conducted by the UPSC and a lower one for clearing the APSC preliminary examination, so the amount a candidate receives depends on which commission's result is being claimed.

Those two rates are the hardest thing to find in this scheme. They sit inside the notified guideline alone, which the Directorate publishes as a scanned notification on its guidelines page, while the yearly advertisements, the portal's own scheme page and the scheme's public record carry no amount at all (Guidelines for the Schemes, notified guideline). An applicant who wants the figure confirmed before applying has to open that scan, or put the question to the scheme desk the Directorate publishes a number for.

One thing the guideline does make plain is that there is no fixed quota of awards. The physical target for the year is set by the number of eligible applications received, and the department expects the grants to be released within the financial year in which they are sanctioned. A strong year for Assam's tea tribe candidates therefore means more grants, not a smaller share each.

What to prepare

Documents required

Every document is uploaded as a JPG image inside the SIRISH form, and each field enforces its own size cap, so a phone photograph has to be resized before the upload block will take it.

The first page of the Aadhaar seeded bank passbook is uploaded alongside them, and the undertaking has to be written on the department's own format, which is downloadable from the same scheme page. Uploading is not the end of the paperwork: the originals of everything filed online have to be carried to the verification later, each with a self-attested photocopy (document verification notice).

Step by step

How to apply

Applications for this scheme are accepted on the SIRISH portal and nowhere else. A fresh applicant registers first, and the portal asks for exactly three things at that stage: an Aadhaar number, the mobile number linked to it, and a password of the applicant's own choosing (how to register). An applicant who registered in an earlier year skips all of it and signs in with the existing user ID and password to upload the current documents (Advertisement Notice).

Inside the account, the scheme is chosen by name before the form opens, which matters because the Directorate runs several schemes on the same login. The form then collects personal details, an address block that goes down to sub-division, tea garden and village, educational details from the graduate level onwards, a declaration of caste certificate and government service status, and bank details including the IFSC. The preview screen is the last point at which a document can be swapped or the whole application cancelled and started again, and the acknowledgement generated after final submission is meant to be kept for future correspondence (step-by-step procedure).

There is no public screen to refresh afterwards. The SIRISH menu offers the scheme pages, a notice board and a login, and nothing that reports where one application has reached, so the acknowledgement receipt stays the only proof of filing. The next public signal is a notice on the Directorate's own website naming the candidates called for physical document verification, with the date and the reporting hours printed on it (document verification notice). That notice board is the tracking method for this scheme, so an applicant who stops checking after submitting can lose the claim without ever being refused.

How winners are picked

Selection process

Applications are examined at the Directorate level first, and the decision itself belongs to a State Level Screening Committee constituted by the Governor for this scheme alone. The committee in place was reconstituted by a memo of 2 August 2025, superseding the department's own notification of 30 December 2024, and it seats four members: a Joint Secretary of the Tea Tribes and Adivasi Welfare Department as chairperson, the Director of Tea Tribes and Adivasi Welfare as member convenor, the department's Financial Adviser, and the President of the Asom Chah Janajati Jatiya Sanmilani (notification).

The committee examines the documents of candidates called for verification at the Directorate and decides who is selected. Its recommendations then go up: the Director places the final recommended list before the Chairman of the State Level Advisory Committee for approval, after which the selected candidates receive the money by direct bank transfer. There is no merit ranking and no interview, so selection turns entirely on whether the originals stand up on the verification day.

Terms & conditions

The Directorate asks applicants to read the scheme guideline before filling anything, and the instruction is not a formality: eligibility and the terms live in that document rather than in the advertisement. Bank details must belong to the applicant, not to a parent or a relative, and the account has to be an Aadhaar seeded one in the applicant's own name.

The condition that disqualifies people is the verification one. Failure to appear on the notified date, or an inability to produce the original testimonials before the State Level Screening Committee, is treated as disqualification of the candidature rather than as a delay (document verification notice). On the department's side, the guideline binds the Director's office to maintain records, submit an annual progress report and a utilisation certificate, and open the accounts to a mandatory audit by the Accountant General (Audit), Assam.
