Tripura's Labour Directorate describes this benefit in a single line of its own scheme presentation: education assistance for the children of registered construction workers is "provided once in a year from Rs.1800 to 20000 (max) according to the class i.e. from Class-I onwards" (Labour Directorate, Government of Tripura, 11 September 2024). That one line settles two things a family here usually has to guess at: the payment is annual rather than per term, and the ladder starts at Class 1 rather than at matriculation. It settles nothing about who releases the money, how long that release is allowed to take, or which of the three application routes Tripura currently advertises is actually open.

This is not a standalone scholarship with an office of its own. It is one benefit line inside Nirman Shramik Kalyan Prakalpa 2.0, the model welfare scheme the Tripura Building and Other Construction Workers Welfare Board runs for its registered members, sitting in the same list as marriage assistance of Rs 50,000, maternity benefit of Rs 8,000 and a pension of Rs 1,000 a month (Labour Directorate, Government of Tripura). The parent's membership is the thing that opens the door; the child's course only decides how far up the ladder the payment sits.

The legal hook is state-specific and worth naming precisely. Writing to the state's education department about this very benefit, the Board's own office pinned it to "rule 279 of the Building & Other Construction Workers (Regulation of Employment & Condition Service) Rules 2001" (Office of the Tripura Building and Other Construction Workers Welfare Board). Tripura's published copy of those Rules is a scanned image with no searchable text behind it, so the rule number rather than a quotation of its wording is what travels with a file when a claim is questioned.

The population this can reach is small and countable. The Board reported 42,981 construction workers registered with it in total as of its September 2024 presentation, worked by eight district labour offices with 17 sub-divisional labour inspectorates under them (Labour Directorate, Government of Tripura). Nothing in the Directorate's description of the benefit, and nothing in the scheme record, sets a household income ceiling: what is tested is the parent's registration and the child's course, not what the family earns.

Tripura fixes no calendar closing date for this benefit. What the state does fix is a rhythm and a limit: the assistance is released once in a year (Labour Directorate, Government of Tripura), the scheme record ties the filing window to the academic year rather than to a portal date, and the Citizen's Charter allows 120 days for sanctioning financial assistance to a beneficiary (Citizen's Charter, Labour Directorate, Government of Tripura). A file lodged late in a session is therefore still inside the rules, but the money for that session may not arrive inside it.

Eligibility criteria

The test that decides most cases sits entirely on the parent's side, and the scheme record puts it as a length of unbroken registration rather than as an event. Membership of Nirman Shramik Kalyan Prakalpa 2.0 runs from age 18 to 59, opens only after 90 days of service as a building or other construction worker, and carries a subscription of Rs 20 a month that the registered worker is expected to keep depositing (Labour Directorate, Government of Tripura). Read the record's condition that the worker owe the Board nothing against that subscription and the requirement stops being abstract: a lapsed Rs 20 is the ordinary way a Tripura family loses this claim, not any argument about the child's course.

The registration clock also rules out a common assumption. Because the qualifying period is six months of continuous registration and the 90 days of construction service come before that, a household cannot join the Board in the week an admission is confirmed and claim in the same session. Enrolment is a separate service with its own designated officer and its own queue, and it has to close before an education file can begin.

Tripura draws its course-side bars in the scheme record, and they render below in the Board's own words. The bars worth separating out are the ones that sit above the course entirely. A parent outside the 18 to 59 band, or short of the 90 days of construction service, is not a beneficiary of Nirman Shramik Kalyan Prakalpa 2.0 at all, and no slab on the ladder is reachable without that membership (Labour Directorate, Government of Tripura).

That distinction has a practical edge. The state treats enrolment of a beneficiary and financial assistance to a beneficiary as two separate services, each with its own designated officer and its own stipulated time (Citizen's Charter, Labour Directorate, Government of Tripura, 17 May 2021). A family part-way through registration is not partly eligible for the education money; it is outside the scheme until the first file closes.

Because the money is released once in a year, every academic year is a fresh claim rather than a continuation of last year's sanction (Labour Directorate, Government of Tripura). Two things therefore have to be redone annually: the head of the institution has to certify the year's form, and the parent's subscription has to be current when it is filed. Neither step has a shortcut around it. The Board issues nothing that carries a sanction from one session into the next, so a household whose claim went through last year starts the same paperwork again this year.

Two Tripura government publications describe the money, and they meet at the same ceiling. The Labour Directorate states the annual range as Rs 1,800 to Rs 20,000 by class from Class 1 onwards, and the Board's own scheme record puts its highest post-matric group at Rs 20,000 a year (Labour Directorate, Government of Tripura). The floor of Rs 1,800 is the primary-school rate, so a family with one child in Class 2 and another in a professional degree is drawing from opposite ends of one ladder in the same year.

Where the student lives changes nothing here. Neither publication attaches a hostel rate, a book grant or a travel component to this benefit, so a child who has moved districts for a polytechnic seat draws the same figure as a classmate who walks to it from home.

Documents required

Two lists exist for this one transaction and they do not match. Alongside the Board's own, which renders below, the Citizen's Charter sets out what financial assistance to a beneficiary under Nirman Shramik Kalyan Prakalpa needs: an application form, ration card, voter I-card, Aadhaar card and bank details (Citizen's Charter, Labour Directorate, Government of Tripura). The two were written for different purposes and neither cancels the other, so a district labour office will in practice want whatever appears on either.

Of everything on either list, the certificate from the head of institution is what actually holds Tripura files up. The scheme's guideline requires the head of the school or college to issue a certificate that the student is studying there during the relevant year, and the Board's office wrote to the Director of Higher and School Education asking that institutions be instructed to certify the duly filled-in application form itself, so that eligible beneficiaries are not held back (Office of the Tripura Building and Other Construction Workers Welfare Board). A head of institution who signs a loose bonafide letter instead of signing the form is the documented reason files stall here.

How to apply

Where the form goes depends on which official source you read, and the honest position today is that Tripura is running two systems at once with a third arriving.

The Citizen's Charter lists financial assistance to a beneficiary under Nirman Shramik Kalyan Prakalpa as an offline service and states plainly that applications for Labour Directorate services are to be submitted in the district labour office concerned (Citizen's Charter, Labour Directorate, Government of Tripura). The scheme record points the other way, at an online filing made through a Common Service Centre.

That online route is the one to check before paying anyone to use it. The CSC-facing portal does carry a dedicated "Educational Assistance for Education of the Children" link next to beneficiary registration, but following it lands on an operator login that returns a notice saying the VLE login has been temporarily suspended due to an internal issue (Tripura Building and Other Construction Workers Welfare Board). A village-level entrepreneur at a service centre cannot file this form while that notice stands.

The newer platform is the Board's own, at bocw.tripura.gov.in, which carries Online Services, Schemes and Benefits, BOCW Card and Track Application in its menu (Tripura Building and Other Construction Workers Welfare Board), with a matching NSKP app published on Google Play by the Board for registration and access to its welfare schemes (NSKP, TBOCWWB, Google Play). Neither displaces the district labour office, which is the only route Tripura has committed to in a signed service document.

The Three Doors a Filed Claim Can Be Chased Through

The first door is the CSC portal's beneficiary registration status check, and it redirects to the same suspended operator login as the application form, so it answers nobody at present (Tripura Building and Other Construction Workers Welfare Board). The second is the Track Application item on the Board's newer portal (Tripura Building and Other Construction Workers Welfare Board).

The third door needs no login at all. The Directorate publishes a contact directory naming the labour officer at each district labour office and the labour inspector for each sub-division, with a mobile number and an email address against each (Directorate of Labour, Government of Tripura); the inspector for the block where the file was lodged is the person who can say where it has reached. What a parent should measure that answer against is the Directorate's own dashboard, which reports applications received, processed and approved for Labour Directorate services alongside the average time taken to grant approval (Directorate of Labour, Government of Tripura).

Nothing Tripura publishes sets a marks bar, a rank order or a quota split for this money. The state commits instead to an officer and a clock.

Those two rows explain a sequencing problem families run into: a household that is not yet enrolled is looking at the first clock before the second one even starts. They also explain why the officer a parent meets is not the officer who signs. The scheme record's own answers put the field verification of an application with the labour inspector and its approval with the labour officer, while the Charter names the sanctioning level for the assistance service as a Secretary or a Deputy or Joint Labour Commissioner. Both statements come from the state; they describe different points on the same file, and the district office remains where a parent takes a question at either stage.

Terms & conditions

The Board's conditions on courses, attendance and the number of children a family may claim for are published with the scheme record and stand exactly as written there. Two things about the surrounding framework are worth saying plainly. The stipulated times in the Citizen's Charter are service standards the Labour Directorate has set for itself, not a promise that money lands on a given date. And the requirement that the registered worker owe the Board nothing is a live test rather than a formality, because membership of Nirman Shramik Kalyan Prakalpa 2.0 carries that Rs 20 monthly subscription for as long as the registration is meant to be running (Labour Directorate, Government of Tripura).
