Fee Waiver Scheme For SC/ST Students Pursuing Higher Education(FWSSCSTSPHE)

The notification prescribes no application window at all, and neither the scheme record nor the Directorate of Higher Education's scheme page adds one. The only date that governs it is the one on your own admission: the form goes in at the time of admission, and the sanction is made then (Fee Waiver Scheme notification, Official Gazette, Government of Goa).

That makes the admission calendar the real clock. For professional degree courses the schedule of the admission process is printed at the front of the Directorate of Technical Education prospectus for the year; for general degree courses it follows the college's own admission notices. Collect the caste and residence certificates well before either, because those are issued by offices working to their own timelines.

Four conditions, and not one of them is about money or marks. The applicant must have been born in Goa or have lived in Goa for at least the last 15 years; must have passed the qualifying examination from an institution located in Goa; must belong to the SC or ST community of Goa; and must be enrolled in the first year of a degree or postgraduate course (Fee Waiver Scheme notification, Official Gazette, Government of Goa).

The residence condition catches people because for most courses it sits above the residence test Goa uses to admit you in the first place. The Directorate of Technical Education's certificate list asks for a certificate of residence from the Mamlatdar indicating the last 10 years of continuous residence in Goa, and cuts that to 5 years where either a parent or a grandparent was born in the state (Prospectus for Professional Degree Courses, Directorate of Technical Education, Goa). A family that settled in Goa eleven years ago clears that bar and still misses this one.

Medicine and dentistry are the exception that proves it. For those courses the same prospectus already demands a Mamlatdar's certificate covering a minimum of the last 15 years of continuous residence (Prospectus for Professional Degree Courses, Directorate of Technical Education, Goa), so an MBBS or BDS entrant who has been admitted has, by definition, already cleared the waiver's residence test.

Read the clause for what it leaves out and one omission stands out: the notification fixes no income ceiling whatsoever. Goa's other fee reliefs do: the 50 per cent tuition concession in government institutions requires, for general, PwD, freedom fighter and ex-serviceman categories, that both parents' income from all sources stays under Rs 3,00,000 a year (Criteria for fee waivers and scholarships, Goa College of Engineering). This scheme asks only about caste, domicile and year of study.

Neither the notification nor the scheme record publishes an exclusion list, so the boundaries are the eligibility clauses read backwards. A student who passed the qualifying examination outside Goa is out, however long the family has lived in the state. A student joining a second or later year is outside the wording, which is written for first-year entrants.

Two further limits bite in practice. Every charge outside the four named heads stays with the student, so hostel, food and transport are not touched. And the declaration a student signs on the application form states that if the information is false, all benefits granted "shall be immediately withdrawn", which makes a wrong caste or residence entry a withdrawal risk rather than a rejection risk (Fee Waiver Scheme notification, Official Gazette, Government of Goa).

There is also a knock-on effect worth knowing before you sign: the Pradhan Mantri Uchchatar Shiksha Protsahan central sector scholarship excludes anyone availing a state fee waiver or reimbursement scheme, so taking this waiver closes that door for the same year (PM-USP CSSS guidelines, Ministry of Education).

The notification publishes no renewal procedure, no annual form and no continuation clause. It says only that students enrolled in the first year of their degree or postgraduate course are entitled to the benefits, and stops there.

That silence is unusual for Goa, and it is worth seeing against the schemes it sits beside. The 50 per cent tuition concession is written to run "for a minimum prescribed period of course of study" (Criteria for fee waivers and scholarships, Goa College of Engineering), and the AICTE tuition fee waiver seat is granted for the duration of the course and continues for the normal course duration once given (Prospectus for Professional Degree Courses, Directorate of Technical Education, Goa). Because this scheme says neither, the safe assumption is that you raise it again with the office at the start of every academic year, and ask for the sanction in writing rather than relying on last year's file.

The benefit is a subtraction from your bill, and the notification is precise about which lines it reaches.

The gap is deliberate rather than accidental. The orphans' scheme notified in the very same gazette issue, for Goa students who have lost both parents, waives the same four heads and then adds lodging, boarding, food and transport charges payable to the institution. The SC/ST waiver stops at the four (Fee Waiver Scheme notification, Official Gazette, Government of Goa).

Since no amount is notified, the honest way to size it is the fee card the state publishes for its own professional institutions. The Directorate of Technical Education prints these under the heading tuition, institutional and development fees, at full rate, which is the figure standing before any waiver or concession is applied.

The four waived heads come out of that bill, not out of everything the institution charges. The same prospectus lists an admission fee of Rs 1,800 for all courses and a locker charge of Rs 100 per term as separate lines, and neither is one of the four heads the notification names (Prospectus for Professional Degree Courses, Directorate of Technical Education, Goa). At a general degree college the arithmetic is smaller and the principle is identical.

The scheme record lists six documents, and the ones that stall applications are the two the student cannot produce on the spot, so start them before the admission round opens.

The caste certificate is the strict one, and the strictness is inherited from the admission side. An applicant claiming an SC or ST seat in Goa's professional degree admissions has to produce a valid non-migrant caste certificate in the prescribed proforma from the Deputy Collector of the area concerned, and certificates issued by a Village Panchayat or a Mamlatdar are not accepted (Prospectus for Professional Degree Courses, Directorate of Technical Education, Goa). The residence proof is the second. The scheme's own form asks for the number of years of residence in Goa with a residential certificate attached, and in Goa the paper that carries that period is the certificate of residence the Mamlatdar issues indicating continuous residence (Prospectus for Professional Degree Courses, Directorate of Technical Education, Goa).

Read the list closely and the birth certificate and the residential certificate sit together as one item rather than as two, which tracks the eligibility clause exactly: birth in Goa is one route through it and 15 years of residence is the other. The remaining papers are ones you already hold or collect at the counter, and the fee receipt is the one to guard. The application form asks for the total amount of fees paid with the receipt attached, so keep a copy rather than surrendering the only one at the cash counter.

There is no online route. The notification prescribes a single printed proforma, Annexure A to the scheme, submitted at the time of admission (Fee Waiver Scheme notification, Official Gazette, Government of Goa). Offline is what the scheme record itself carries as the mode, with its application URL field left empty.

The form itself is short. It asks for the applicant's name and address, the course and its duration, the total fees paid with the receipt attached, the parent or guardian's name and address, the number of years of residence in Goa with the residential certificate attached, and the SC or ST certificate. It closes with a declaration signed by the student and countersigned by the parent or guardian.

You hand it to the institution, not to a directorate. The college processes it and sanctions the waiver at admission; the Directorate of Higher Education or the Directorate of Technical Education stands behind the college depending on whether the course is general or technical. That routing is not only the gazette's design. The Directorate of Technical Education repeats it in its own prospectus, advising admitted SC and ST candidates to obtain details of the Fee Waiver Scheme notified by the Directorate of Higher Education and to avail it through the institution in which they are admitted (Prospectus for Professional Degree Courses, Directorate of Technical Education, Goa).

Because the sanction happens at the counter rather than in a payment cycle, there is no application number to track and no portal status to refresh. Your confirmation is the fee receipt. Ask the office for a receipt that itemises the heads rather than a single total, check that tuition, library, laboratory and development are shown as waived, and compare what remains against the institution's published fee structure. If the receipt shows a lump sum, ask in writing which heads were adjusted, and ask which of the two directorates your institution routes the scheme through, because that is the office your query goes to next.

There is no selection to survive. The notification sets no merit rank, no interview, no committee and no fixed number of awards, and the scheme record publishes none either.
