The Directorate of Social Welfare in Panaji owns this award. Take-up is small enough to state exactly. For 2023-2024 the portal counts 23 applications under the SC limb, against 70 under the centrally sponsored Post Matric Scholarship the top-up is supposed to follow (category wise statistics of various schemes, Chief Minister Scholarship Portal). Important dates

The Directorate of Social Welfare fixed the 2026-27 window in a press note dated 14 May 2026, and wrote the closing dates to cover the National Scholarship Portal and the state portal together (scholarship schemes applications through online mode, Department of Information and Publicity, Government of Goa).

One date in that note is easy to misread. It gives June 6, 2026 as the opening, but does so inside the paragraph dealing with the centrally sponsored schemes on the National Scholarship Portal, and prints no separate opening date for the state portal at all (scholarship schemes applications through online mode, Department of Information and Publicity, Government of Goa). Only the two closing dates are written against both portals by name, and the note ends by saying that no further extension of date will be entertained.

As things stand in early September 2026, this window is open and a Scheduled Caste student in Goa can still file.

The portal's own dates panel has not caught up with that. It still shows the Directorate of Social Welfare opening on 1st July, 2025, closing to students on 15th November, 2025 and to institute-level verification on 25th November, 2025, while the site's notification strip still carries a Tribal Welfare extension to 31st March 2024 (Chief Minister Scholarship Portal, Government of Goa). The Directorate's notice is the one to follow.

The published test is one line long: an SC student must have availed of, or be eligible for, the centrally sponsored Post Matric Scholarship during the current academic year (Gagan Bharari Shiksha Yojana for SC Students, Chief Minister Scholarship Portal).

The same portal's FAQ pulls in the other direction. Asked whether applying for the centrally sponsored Post Matric scheme is mandatory before the state Gagan Bharari can be availed, it answers that the two schemes are separate with no dependency, and distinguishes them by income: Rs 2.5 lakh a year on the central scheme against below Rs 5 lakh on the state one (FAQs, Chief Minister Scholarship Portal). Take the eligibility clause as the operative rule and the FAQ as the income guide, and put the question to your Institute Nodal Officer before you submit, because the two readings point at different portals.

What the SC clause leaves out matters as much. It sets no minimum marks, no age bar and no list of approved courses, and it names no number of years a family must have lived in Goa. The Directorate's own form asks only for the state where the applicant is permanently settled, supported by a caste certificate and an income certificate (Gagan Bharari Shiksha Yojana application form for fresh scholarship, Directorate of Social Welfare).

Exclusions

The scheme page prints no exclusion list, and the myScheme record built from it leaves that field empty (Gagan Bharari Shiksha Yojana for SC Students, myScheme). What fills the gap is answered further down the portal, in its FAQ, and it disqualifies on the strength of another scheme rather than a class of student: a student who has applied for the Diamond Jublee Scheme in the current academic year cannot avail Gagan Bharari in that year (FAQs, Chief Minister Scholarship Portal).

A second bar sits inside the form rather than on the scheme page. The head of the institution signs an undertaking that if the applicant leaves, discontinues studies or accepts any other scholarship or stipend, the fact goes to the Directorate immediately and payment of the scholarship stops (Gagan Bharari Shiksha Yojana application form for fresh scholarship, Directorate of Social Welfare).

Renewal conditions

Renewal runs through the portal, not through a fresh paper file, and the form the Directorate publishes for the SC limb is headed for fresh applications only. Its ninth item asks whether the applicant held a scholarship under this scheme or any other in the previous year, and if so, which scheme, which course and which institution (Gagan Bharari Shiksha Yojana application form for fresh scholarship, Directorate of Social Welfare). The SC scheme page carries no separate renewal checklist of its own. The assistance clause splits into two lettered heads, a maintenance allowance and a disability allowance, each carrying its own rate and its own ten-month year. These are the rates on the Directorate's scheme page as read in September 2026; the page shows no revision date, so check them against the year's circular before you budget against them.

Ten months is the paid year, not twelve. Nothing in the clause names a course, an institution or a country, because what is being paid is an allowance attached to a student who already qualifies for the Post Matric Scholarship, not a fee grant attached to a programme. Nor is there a published quota: the assistance clause fixes a rate and says nothing at all about how many students may be paid in a year.

The scheme page's checklist is the short version. The Directorate's form adds an item that does not appear on it: a pre-receipt signed by the student and countersigned by the head of department, carrying a revenue stamp once the amount reaches Rs 5,000 (Gagan Bharari Shiksha Yojana application form for fresh scholarship, Directorate of Social Welfare).

Photocopies fail at verification. Selection process

Nothing about the award is competitive. The scheme page sets an eligibility test and a rate and publishes neither a marks benchmark nor a quota of places, which is what separates it from the Merit Based Award the same directorate runs for SC students on bands of board-exam marks (category wise list of eligible schemes, Chief Minister Scholarship Portal).

The order of hands is fixed instead. The declaration on the form is a repayment undertaking. The institution carries obligations of its own.
