Gagan Bharari Shiksha Yojana for OBC (Dhangar) Students is an allowance, rated by the month, that the Government of Goa pays a Dhangar student on top of the central Post Matric Scholarship, and fewer Dhangar students file for it than for the scholarship it rides on. For the 2023-2024 year the CM Scholarship Portal logged 116 Post Matric Scholarship applications from OBC (Dhangar) students and 42 applications for this top-up, although qualifying for the first is the main test for the second (CM Scholarship Portal, statistics).

The scheme's formal name is "Financial Assistance to Dhangar Students under Gagan Bharari Shiksha Yojana". Its notification was signed at Panaji on 31 January 2013 by the Director and ex officio Joint Secretary (Social Welfare), and Series I No. 45 of the Official Gazette of Goa, dated 7 February 2013, printed it beside two other Dhangar schemes, a multipurpose community hall and Mundkarache Ghar. Its introduction makes a case rooted in where Dhangar families live: most students come from remote forested areas far from their colleges, so many rent rooms or stay as paying guests, and those who commute lose study time to long journeys.

The same Gazette text explains why the central money fell short. At the time, the Post Matric Scholarship's maintenance allowance ran from Rs 230 to Rs 550 a month for a day scholar and from Rs 380 to Rs 1,200 for a hosteller, which the notification calls inadequate for food and travel (Official Gazette of Goa, 7 February 2013). For students with disabilities it points to Goa's high cost of living and to costs such as a reader for a blind student, an escort for a severely disabled student or an attendant.

For 2026-27 the Directorate announced its window through a Department of Information and Publicity notice, which warns that no further extension will be entertained; the portal's home page still shows the 2025-2026 dates.

The notice gives 30 November 2026 as the students' last date on both the National Scholarship Portal and the state portal, so a Dhangar student's central Post Matric application and this top-up fall due on the same day (Department of Information and Publicity notice, 14 May 2026).

Clause 3 of the notification covers Dhangar students pursuing full-time post-matriculation courses through recognised institutions in India who have availed of, or are eligible for, the centrally sponsored Post Matric Scholarship in the current academic year (Official Gazette of Goa, 2013). "Eligible for" matters: on the notification's wording, you do not have to have received the central payment already.

The notification sets no income ceiling of its own, and the published figures disagree. Its introduction describes the Post Matric Scholarship of 2013 as covering any Dhangar student whose family income was less than 2 lakhs, irrespective of marks (Official Gazette of Goa, 2013). The Directorate's scheme page still says students with a family income of less than Rs 2.00 lakh are covered; that page carries no date of its own and cites only the 2016 notification for SC students.

The later document points higher. The Directorate's Citizen's Charter, printed in April 2025, gives the Dhangar row no income figure and repeats only the Post Matric Scholarship test, while its row for the Post Matric Scholarship for OBC, EBC and DNT students caps parental income at Rs 2.50 lakh a year (Directorate of Social Welfare Citizen's Charter).

A third figure sits in the portal's general FAQ, which says the central scheme and "State sponsored Gagan Bharari" have no dependency and that Gagan Bharari can be availed below Rs 5 lakh (CM Scholarship Portal, scheme details). The FAQ does not say which directorate's scheme it means. Rs 5 lakh is the limit the Directorate of Tribal Welfare gives for the ST scheme (Department of Information and Publicity notice, 10 January 2025), while clause 4 of the Dhangar notification makes Post Matric eligibility the test. If your family income is above Rs 2 lakh, ask the Directorate of Social Welfare which figure it will apply before you rely on any of them.

Exclusions

The notification publishes no exclusion list. The practical bar is indirect: clause 6 applies the Post Matric Scholarship's conditions "as prescribed from time to time", so a student outside clause 3 (a part-time course, or an institution that is not recognised) or one the central scholarship would refuse, for example on income, falls outside this top-up as well (Official Gazette of Goa, 2013).

The portal's FAQ adds one cross-scheme rule, again without naming a directorate: an application under the Diamond Jublee Scheme (the portal's spelling) shuts a student out of Gagan Bharari for that academic year (CM Scholarship Portal, scheme details).

Renewal conditions

The Directorate has not published a separate renewal rule for the Dhangar version. Because eligibility is tested against the Post Matric Scholarship "during the current academic year", the top-up follows that scholarship year by year and ends when that eligibility ends; ask your institute's nodal officer whether a returning student files a fresh or a renewal form on the portal.

The rates are monthly, for ten months of the academic year, exactly as the 2013 notification set them.

The CM Scholarship Portal's scheme page prints the same Rs 750 and Rs 1,500 rates today (CM Scholarship Portal, scheme details). A day scholar with no disability therefore receives Rs 7,500 across the year, the figure given for this scheme in the annexure to Unstarred Assembly Question No. 160.

Monthly rates do not mean monthly payments. Against this scheme, an Annexure A the Social Welfare side placed before the Assembly reads "No monthly payment is envisaged in the scheme" (Assembly annexure A). Under clause 8 the Director of Social Welfare sanctions the amount, and it is transferred electronically to the student's bank account together with the Post Matric Scholarship amount, which ties the timing of this payment to the central one. The disability allowance is a separate benefit, clause 5(b), rather than a higher maintenance rate (Official Gazette of Goa, 2013).

What to prepare

Documents required

The checklist below is the scheme record's; the Directorate's own lists add three points worth acting on. Its Citizen's Charter asks for a Pre-Receipt and for an Aadhaar number seeded with the student's bank account, and its scheme page specifies a copy of a nationalised bank account (Directorate of Social Welfare Citizen's Charter; Directorate of Social Welfare scheme page).

Scan the originals. Xerox copies of mandatory documents are ruled out in the Directorate's 14 May 2026 notice, which leaves the authenticity check against originals to institute nodal officers and states that Aadhaar seeding is mandatory for releasing the scholarship amount (Department of Information and Publicity notice, 14 May 2026).

None of the published document lists names a disability certificate, even though the disability allowance exists. A student claiming it should ask the nodal officer or the Directorate what proof of disability they will accept before the deadline.

How to apply

A Dhangar student files twice, in two places. On the CM Scholarship Portal's category list, the Post Matric Scholarship Scheme for OBC carries the note "Apply on NSP Portal", while Gagan Bharari Shiksha Yojana for OBC(Dhangar) is one of four Directorate of Social Welfare state schemes under the OTHER BACKWARD CASTE(Dhangar) heading and is filed on the state portal itself (CM Scholarship Portal, scheme details). The portal is hosted by the National Informatics Centre, Goa, and the 2013 notification's paper route, a Post Matric form sent to the Director of Social Welfare through the head of the institution, survives as the institution's online verification step.

1. Register once on the CM Scholarship Portal with basic details.
2. Log in and open Gagan Bharari Shiksha Yojana for OBC(Dhangar) from the Directorate of Social Welfare's state schemes.
3. Fill the online form and upload the scanned documents.
4. Submit the application to your school or college, which verifies it online and sends it on to the Directorate.

Tracking the Application and the Payment

Because clause 8 pays this top-up together with the Post Matric amount, a delay on either file can hold the money. The portal's front page lets you look up a Gagan Bharari file without logging in, by academic year (2026-2027 is already listed), Aadhaar number and date of birth (CM Scholarship Portal). If the status shows the application verified but nothing has been credited, check the Aadhaar seeding on your bank account first; the portal's Downloads section carries a guide to linking Aadhaar with a bank account.

How winners are picked

Selection process

Nobody is ranked: the 2013 notification fixes a rate for each qualifying student and sets no quota. Scrutiny runs from the institution to the Directorate, and the Director of Social Welfare sanctions each payment. Questions of eligibility, or situations the scheme did not foresee, go to a Monitoring Committee chaired by the Secretary (Social Welfare), with the Joint Secretary (Finance) and the Directors of Higher Education, Technical Education and Social Welfare as members, and its decision is final (Official Gazette of Goa, 2013).

Terms & conditions

The notification binds this top-up to the Post Matric Scholarship's own conditions as they change, so a rule change in the central scheme can reach this one without a fresh Goa notification. Clause 10 promised an evaluation after two years and changes "if required"; the day-scholar and hosteller rates printed in 2013 are still the rates the Directorate publishes (Official Gazette of Goa, 2013).

The 2026-27 notice also records that some students who apply on the National Scholarship Portal apply under another scheme as well, and holds institute nodal officers responsible for catching it (Department of Information and Publicity notice, 14 May 2026). This top-up is meant to be drawn alongside the Post Matric Scholarship, so ask your nodal officer before adding any other scheme for the same year.
