About Fappsra

Financial Assistance to Pre-Primary School in Remote Areas is a Goa government grant paid to whoever opens a pre-primary class in a tribal locality that has none: an NGO, an existing primary or high school, or a trained teacher. No money goes to a child or a parent. The Directorate of Tribal Welfare pays the running costs of the class itself (rent, a teacher, a helper, teaching material and snacks) and transfers the sanctioned amount electronically to the approved applicant's bank account (2013 notification in the Official Gazette).

The notification was signed on 5 September 2013 and printed in the Official Gazette on 19 September 2013 under the title "Pre-Primary Schools for Scheduled Tribes Children in Remote Areas". Its introduction gives the reason: children of Scheduled Tribe (ST) families in remote tribal areas were not getting quality pre-primary education because those areas had no pre-primary schools (2013 notification in the Official Gazette). Two amendments have since extended its term, the latest to 17 September 2028 (October 2023 amendment, Official Gazette).

Take-up is small and sits in two talukas. Answering Unstarred Legislative Assembly Question No. 039 on 16 January 2026, the Tribal Welfare Department reported beneficiaries under this scheme only in Quepem and Canacona, and none in the state's other ten talukas (LAQ No. 039 answer).

Annexure II prints those fund figures with no unit, so they are left unconverted here rather than read as rupees. The Directorate's annual report for 2019-20, whose finance table is stated in Rs lakh, shows Rs 10.00 lakh budgeted for this scheme that year and Rs 6.83 lakh actually spent (Directorate of Tribal Welfare annual report 2019-20).

No application window or closing date is published for this scheme: the notification, the 2022-23 booklet and the current form all leave a deadline out. The dates on record belong to the scheme's own life.

Both amendments rewrote clause 10 alone, and each says that all other clauses of the scheme remain unchanged (May 2020 amendment; October 2023 amendment). The Directorate's 2025 Citizen Charter also still carries the scheme.

Who can apply

Eligibility criteria

Most of the test is about the place and the class rather than the applicant. There must be no pre-primary school already running in the locality, and the current application form pins that down by asking whether one exists within a 2 km radius or anywhere in the Village Panchayat area (Directorate's application form for pre-primary schools). A class of 20 needs at least 10 ST children to earn its teacher and helper posts (2013 notification in the Official Gazette). A Gram Sabha or Village Panchayat resolution backing the class goes with every application.

On who may apply, the 2013 notification is not fully consistent with itself. Its benefit clause speaks of existing private schools interested in setting up pre-primary schools in tribal-dominated areas, or an NGO with three years of running such schools. Its list of eligible agencies instead names existing primary schools from the locality (government primary schools included), high schools from the locality, NGOs with three years of managing pre-primary schools, and trained teachers with experience of teaching pre-primary pupils (2013 notification in the Official Gazette). The form in use today follows that second list, offering four applicant categories: NGO, existing primary school, existing high school or trained teacher.

The ST count is checked child by child. The student proforma attached to the form asks for each child's Scheduled Tribe certificate number, date and issuing authority, their community and their Aadhaar number (application form).

Who cannot apply

Exclusions

myScheme publishes no exclusion list for this scheme. The conditions in the notification and the form still rule out several kinds of proposal:

• A locality where a pre-primary school is already running within 2 km or inside the same panchayat area (application form).
• A class where fewer than 10 of the 20 pupils are ST children, since that is the threshold for the first teacher and helper posts (2013 notification in the Official Gazette).
• An NGO with less than three years of experience managing pre-primary schools.
• A parent or pupil applying for their own benefit, because the scheme has no individual payment to give.

Renewal conditions

The notification describes no yearly re-application by a sanctioned class. The grant is built as a running commitment instead: rent, snacks and staff pay are monthly heads, and the money for teaching aids and toys is Rs 25,000 in the first year followed by Rs 15,000 a year for the next four (2013 notification in the Official Gazette). The notification does not say what a class receives for teaching aids after those five years.

Two things do change from year to year. The trained teacher's pay can rise by 10% a year, but the notification says the rise "may be given" and only after satisfactory performance in the preceding year, so it is not automatic (2013 notification in the Official Gazette). And an untrained teacher, appointed only because no trained one was available in the locality, has 3 years to obtain the qualification.

The rent figure is a ceiling, not a fixed payment. The notification allows rent "upto Rs. 2,000/- p.m." as recurring expenditure "depending upon the quality of the facility", so a basic room may be paid less (2013 notification in the Official Gazette). The department's 2022-23 information booklet shortens this to a flat "Rent is Rs.2,000/- p.m." (Information Booklet for Scheduled Tribes Communities 2022-23), but the gazetted notification is the scheme itself.

Snacks are the head that grows with enrolment. At Rs 300 per child per month, a full class of 20 draws three times the rent ceiling in snack money alone (2013 notification in the Official Gazette). The objective clause promises mid-day meals, yet no benefit head carries a separate meal amount; the snack allowance is the only food line in the grant.

Staff pay is the largest recurring cost for a single class of 20: Rs 10,000 a month for a trained teacher or Rs 8,000 for an untrained one, plus a helper paid at the rate prescribed under the Minimum Wages Act (2013 notification in the Official Gazette). Once the number of ST pupils exceeds 20, a second teacher and helper are sanctioned to form a separate class. The 2022-23 booklet prints that rule without the letters "ST" (Information Booklet 2022-23), but the notification counts ST pupils only.

The rates have not moved on paper since 2013. Both amendments changed only clause 10, which sets the scheme's term, and the department's January 2026 answer to the Assembly still lists rent at Rs 2000 a month, snacks at Rs 300 per student and the trained teacher at Rs 10,000 a month (LAQ No. 039 answer, Annexure III).

• One additional Teacher will be sanctioned in cases where the number of ST students exceeds 20 to form a separate class.
• Remuneration of the Helper
• The rate prescribed under the minimum wages Act and as revised by the Government under the Minimum Wages Act from time to time.
• One additional Helper will be sanctioned in cases where the number of ST students exceeds 20 to form a separate class.
• The amount of benefit will be transferred electronically to the Bank Account of the beneficiaries.

What to prepare

Documents required

Two versions of the checklist are in circulation, and they differ. The department's 2022-23 booklet adds a copy of the Aadhaar card, and asks for the Certificate of Registration of the pre-primary school with the Education Department where the notification asks only for the application for registration (Information Booklet 2022-23). Carrying the registration certificate, or the pending application if the certificate has not been issued yet, covers both versions.

That registration application is a separate filing, addressed to the Director of Education at Porvorim, and the 2013 gazette prints its proforma beside the scheme. It asks whether the building meets the safety norms of the National Building Code of India, notes that each classroom shall be 45 sq m, asks for the playground area against a minimum of 200 sq m, and wants the class-wise fees and the number of fire extinguishers installed (2013 notification in the Official Gazette). Registration is the Education Department's decision, not Tribal Welfare's, so its current requirements are confirmed at Porvorim.

The Tribal Welfare form itself asks for more than the checklist suggests. For the premises, it wants the building's total area, the number of rooms, whether there is a playground and a compound wall, and the owner's name, address and age. It also asks whether the rooms of an existing school will be used, the ST population and villages the class will serve, the estimated running cost, and any other income the applicant has. The teacher and helper proforma records each person's qualification and experience (application form for pre-primary schools).

Step by step

How to apply

The application is on paper and goes straight to the Director of Tribal Welfare; myScheme lists the scheme as offline-only (myScheme record). In order:

1. Download the form titled "Application for availing Financial Assistance for Pre-Primary School" from the Pre Primary link on the Directorate's Application page.
2. Get the Gram Sabha or Village Panchayat resolution and the owner's NOC or lease for the premises.
3. Send the registration application for the pre-primary school to the Director of Education, Porvorim.
4. Fill in the student list and the teacher and helper list on the attached proformas.
5. Sign the declaration and submit the form with its enclosures to the Director of Tribal Welfare at Shram Shakti Bhavan, Patto, Panaji.

Tracking a Proposal After Submission

Neither the Directorate's Application page nor myScheme offers an online route or a status tracker for this scheme, so progress is followed with the office directly. The useful question to ask is whether the proposal has been scrutinised by the Director and placed before the State Level Committee, because that committee's approval is what leads to sanction (2013 notification in the Official Gazette). Once sanctioned, payment arrives by electronic transfer, so the applicant's bank account is where it shows up.

How winners are picked

Selection process

Selection is a scrutiny and approval chain, not a merit ranking. The Director of Tribal Welfare scrutinises each application received in the prescribed manner and places it before a State Level Committee; approved cases are then sanctioned by the Directorate (2013 notification in the Official Gazette).

That committee has five members: the Secretary (Tribal Welfare) as chairman; the Joint Secretary (Finance); the Director of Education; the Director of Tribal Welfare; and an eminent educationist or social worker nominated by the government. It also resolves every question of eligibility, of running the scheme, and of situations the scheme did not foresee, and its decision is final. The notification sets no quota or ranking between competing proposals.

In May 2017 the government appointed Dr. Uday Gaonkar, a resident of Tilamol in Quepem, as a member of the State Level Committee under this scheme (Official Gazette, Series II No. 8, 25 May 2017).

Terms & conditions

The teacher must meet the Education Department's qualification rules for primary or pre-primary teachers. An untrained teacher may be appointed only when no trained teacher is available in that locality, and only on the condition of qualifying within 3 years (2013 notification in the Official Gazette).

The helper's pay is not a fixed sum: it follows the rate prescribed under the Minimum Wages Act, as the government revises it from time to time. The applicant signs a declaration that everything in the form is true and correct to the best of their knowledge and belief.

The notification calls for the scheme's performance to be evaluated after two years of implementation, and lets it be modified to meet new requirements. In its January 2026 answer, the Directorate told the Assembly it has not conducted any impact assessment or social audit of its schemes (LAQ No. 039 answer).

myScheme's record files this scheme under a Social Welfare Department heading, but the notification, the application form and the budget line all belong to the Directorate of Tribal Welfare, so that is the office to write to. Apart from the Director of Education's seat on the selection committee, the Education Department's part is the school's registration and the teacher's qualification rules; it does not receive proposals under this scheme.
