About EIEC

The Establishment of Integrated Educational Complexes scheme benefits schools, not students: Goa's Directorate of Education leases plots on a shared campus to government-aided schools that want to leave cramped buildings in Panaji, Margao or Mapusa, and to government institutions short of premises. No student or parent can apply for money under it, because it pays none; the help is land. Of the three complexes the guideline plans, at Bambolim, Mapusa and Margao, only the Bambolim campus, known as Cujira, has schools on it in the Directorate's 2024-2025 list of recognised institutions.

The scheme answers a planning problem, not a household one. The Directorate of Education's guideline says many urban schools work out of congested areas or flats with no room for a playground or an auditorium, and it proposes campuses with common facilities at Bambolim, Mapusa and Margao, starting with Bambolim. The help is recorded as assistance in kind, and the applicant is always an institution.

What Exists at Each Site

At Bambolim the campus exists, and official papers call it the Cujira complex. The Directorate's List of Recognised Educational Institutions in Goa 2024-2025 gives an "Integrated Educational Complex, Cujira" or "Cujira Education Complex" address to Mushtifund Higher Secondary School, Dr. K.B. Hedgewar Higher Secondary School and Vasantrao S. Dempo Higher Secondary School, and a Cujira address to Mushtifund High School, The Rosary High School, Dr. K.B. Hedgewar High School and a Hedgewar primary school, every one of them listed as aided.

Budget papers file the campus under a head called Curca School Complex Infrastructure, which the Explanatory Memorandum for 2025-26 ties to the Integrated School Complex at Cujira, Bambolim.

Margao's complex, at Davorlim, has money set aside but no school recorded on it yet. The 2024-25 and 2025-26 memoranda each carry Rs 1,000 lakh under Integrated School Complex Infrastructure for developmental work at an Integrated Education Complex at Davorlim, Margao. The Budget Speech for 2026-27, whose text is in Konkani, says that, building on the Cujira school complex's success, the government will this year begin work on a "Mathgram Vidya Sankul" at Davorlim, Margao. None of these papers records a plot handed to any school there, and the Directorate's 2024-2025 list gives no school a Davorlim complex address.

Mapusa has no complex named in the 2024-25 or 2025-26 capital heads, and the 2026-27 speech does not mention one. That speech instead proposes an integrated educational complex with a new higher secondary school at Sankhali, a town the guideline never listed (Budget Speech 2026-27, Explanatory Memorandum 2024-25, Explanatory Memorandum 2025-26).

There is no application window and no closing date: the guideline fixes no time limit for disposing of an application at any level. The dates that matter are the government's own milestones on the sites:

Who can apply

Eligibility criteria

Eligibility tests where an institution stands and what state its building is in, never a person's income, caste or marks. The guideline opens the scheme to aided institutions in Panaji, Margao or Mapusa that sit close to a complex site and want to move out of congested, under-equipped premises, and to existing government institutions near a proposed site that have no premises or too little.

A few consequences follow from that wording:

• Two tests of place apply together. An aided school must be in Panaji, Margao or Mapusa and also sit within the guideline's distance of a complex site; being in one of those towns is not enough on its own.
• Moving is voluntary. The guideline covers aided institutions "if they so desire to shift"; nobody is ordered out.
• The management files it. The papers asked for are the managing society's registration and its Department-approved Managing Committee, so the request comes from the school's management; parents have no part in it.

Who cannot apply

Exclusions

The guideline has no exclusion clause. Its wording simply leaves out individual students and parents, private unaided schools, and aided schools located outside Panaji, Margao and Mapusa.

Renewal conditions

Nothing renews: the benefit is one allotment of land on a lease of fixed length, and the guideline is silent on extending that lease or on what becomes of a school's building when it ends.

What you get

Award & benefits

The award is a plot for the school's own building. The guideline sizes each plot by the strength of the institution's students, leases it out, records the type of assistance as kind, and has the institution undertake to build on it; it does not say who pays for that building. No cash, fee waiver or stipend reaches any student.

The state's own spending shows up as capital heads for the complexes. Goa's annual Explanatory Memoranda, laid before the Legislative Assembly, show the Budget Estimates set aside under the two capital heads for the complexes in these years:

A Budget Estimate is the sum set aside at the start of a year, not a record of what was spent, so the table shows intent: a playground, roads, parking and sewage treatment for the Cujira campus in 2015-16, and a separate line named for Davorlim in 2024-25 and 2025-26.

• Allotment of (approx.) 3000 to 6000 square meters of land for every school/institution for separate building(s) depending on the strength of the students. The same is leased out for 33 years.

What to prepare

Documents required

The file is paperwork about the institution and the society that runs it, not about any pupil: proof that the society is registered and the school permitted and recognised, a note on what the school has achieved since it opened, and the signed undertaking on land use and building (guideline). Income, caste and marks certificates have no role here.

Step by step

How to apply

An application is a written request to the Director of Education asking for allotment of land, with the society's documents attached. The guideline prescribes no printed form and names no portal, and the myScheme record gives the mode as offline with no application link. Because a request only makes sense against a site, a management weighing a move is best served by first asking the Directorate which complex, if any, is open to allotment.

Tracking an Application

The scheme sits outside the scholarship portals. Goa's Chief Minister Scholarship Portal has a Track Application feature, but its list of eligible schemes does not include this one, so a school follows up with the Directorate directly by letter, email or phone, quoting the date its request was submitted. The guideline sets no time limit for a decision. If a file stalls, the society can seek its status under the Right to Information Act, 2005; the Directorate's website links its Proactive Disclosure Manual under that Act.

How winners are picked

Selection process

A committee of the Director of Education, the Senior Deputy Director of Education and the Joint Director of Accounts scrutinises every proposal, according to the guideline. It publishes no scoring rule, no order of preference between competing schools and no method for deciding which plot goes to whom; the only sizing rule is that plot area follows student strength.

Fine print

Terms & conditions

The binding conditions sit in the undertaking the institution signs: the land is to be used only for the purpose it was granted, and the building is to be put up within three years (guideline). Lease rent, renewal, the fate of a building at the end of the lease and any penalty for missing the three-year deadline are not public.
