Computer Training Scheme(CTS)

No fixed date carries from one O Level and CCC cycle to the next. The directions for applicants point instead to the timetable on the portal for the last date of online application, which is where each cycle's schedule is released (directions for students).

In practice that means watching a notice board rather than a date. The portal's notification list carries the institute timelines for the current year, the directions for students and the government orders, and its registration panel reads Registration is Closed whenever no cycle is running (O Level and CCC Computer Training Scheme portal). Selection of both institutions and trainees has run online since 2018-19, so the window opens on that site rather than through a district advertisement (government order on the online scheme).

Qualifying and being selected are two separate steps here. Each district is given a target and the department fills it from the eligible applicants, holding the rest on a waiting list, so a candidate in a district with a small target can hold every certificate the form asks for and still finish the cycle unplaced (myScheme record).

Two conditions in the current directions are easy to miss. The applicant has to be between 18 and 35 years old, and must not already be drawing a scholarship from any other training institution (directions for students). The income test looks at the household, so a working sibling's earnings sit inside the parental or guardian income the certificate reports.

The scheme is built to reach a candidate once. Somebody who has already taken O Level training from the department cannot come back for CCC, and once either course has been used, selection is closed to that person (directions for students).

Overlap with other government help is the second bar. An applicant holding a seat here is expected not to be drawing benefits from another government scheme of the scholarship or fee-reimbursement kind (myScheme record). Disqualification also happens after selection rather than before it: a trainee who stays away for 15 days or more without a proper reason is replaced by a candidate from the waiting list and keeps no claim on the seat (directions for students).

A computer certificate course is not an annual award, so no renewal form exists for it. The department funds one course per trainee, and the entitlement is spent the moment a candidate takes a seat under either course (myScheme record).

One sequence is allowed, in one direction only. A trainee who has already taken CCC stays eligible for O Level (directions for students), and the scheme record places that second course in the financial year after the CCC training is cleared (myScheme record). An O Level trainee has no claim on CCC afterwards, and once either benefit has been drawn the department does not select the same person again.

The benefit is a paid-for training seat rather than a cash transfer. Registration and training are free to the selected candidate, the department settles the training fee with the institute according to its norms, and nothing is payable to the institute for enrolment or tuition at any stage. The one payment a trainee makes is the examination fee, paid online to NIELIT for the NIELIT examination itself (directions for students).

For O Level the department settles with the institute in three instalments rather than one payment, and every instalment is tied to a milestone the trainee has to reach. The first 25 percent follows verification after a month of training, and only against candidates the institute has registered with NIELIT who recorded at least 75 percent attendance in that opening month. A further 50 percent is released once three months of training have run, counted against total working days and again only for trainees above 75 percent attendance. The remaining 25 percent goes out when the institute certifies that its trainees sat two papers of the O Level examination (government order on the online scheme). An institute therefore has a direct financial reason to chase absentees, which is why attendance is enforced as hard as it is.

CCC settles in one go. Once the training ends, the institute raises a financial demand with the District Backward Classes Welfare Officer, who verifies it and forwards it to the Director, and the Director makes the e-payment straight into the institute's account (government order on the online scheme).

Scanned copies go up with the online form, and the same papers travel again as signed hard copies to the district office. The current directions ask for the High School and Intermediate mark sheets, the caste certificate, the income certificate and a Family ID, alongside anything else the form calls for (directions for students). District offices list the same set with a residence certificate and a photocopy of the Aadhaar card among the enclosures (District Hamirpur, Backward Welfare Department).

The Family ID and the High School mark sheet are the two a returning applicant is most likely to miss, because the document list the scheme record still carries names only the income certificate, the caste certificate, the Intermediate mark sheet and a photograph (myScheme record). Responsibility for the accuracy of every entry in the online form sits with the applicant, so a name spelled differently across the caste and income certificates is worth fixing before the application is locked (directions for students).

Applying is a two-stage job, and the online half alone finishes nothing. Registration starts on the department's portal with a name and a mobile number, an OTP verifies the number, and the username and password arrive on that phone. After logging in with the captcha, the applicant fills the columns, uploads the documents, saves, then locks the application (Backward Welfare Department).

The second half is on paper. The locked application has to be printed, signed and submitted with all the enclosures at the office of the District Backward Classes Welfare Officer of the applicant's own district, inside the time limit set for that cycle (directions for students). A form saved online and never carried to the district office is not a live application.

Tracking runs through the same login. The portal at obccomputertraining.upsdc.gov.in keeps a Student Login beside the registration link, and the credentials issued at registration are what reopen the submitted application later; between cycles the panel reads Registration is Closed and the student login closes with it (O Level and CCC Computer Training Scheme portal). There is no payment status for a trainee to watch, because the training fee is e-paid into the institute's account rather than the candidate's, so a query about money belongs with the institute and the District Backward Classes Welfare Officer. Attendance during training is read off an Aadhaar-based facial authentication system rather than a signed register (directions for students).

Two committees decide different things. Training institutions are selected under the chairmanship of the Director, while the trainees themselves are chosen by a committee constituted under the chairmanship of the District Magistrate (Backward Welfare Department).

The trainee list itself is ordered on the marks scored in the class 12 examination (directions for students), read against the district-wise target. Selected candidates are then allotted to institutes from among those empanelled in the district, following the preferences entered online and the target fixed for each institute (myScheme record). Institutes do not hold their place automatically either: a state-level committee evaluates them every year, and one whose training and examination results are not found satisfactory can be dropped from the next financial year's selection (government order on the online scheme).

Attendance is the condition that ends most seats. A trainee has to record 75 percent attendance through Aadhaar-based facial authentication across the training, and an absence of 15 days or more without a proper reason or intimation hands the seat to somebody on the waiting list (directions for students).

Walking away costs more than the seat. A trainee who leaves training before it finishes without a suitable cause has to pay a registration fee to the government and is barred from the scheme in future (myScheme record). Nothing is payable to the institute for registration or training at any point, and the NIELIT examination fee stays the trainee's own online payment to NIELIT (directions for students).

The District Backward Classes Welfare Officer of the applicant's own district is the working contact. The signed application, the document check and the institute's payment demand all pass through that office, which makes it the right place for a question about a stalled application or an unpaid institute (Backward Welfare Department).

Above the district offices sits the Directorate of Backward Classes Welfare at Indira Bhavan, Ashok Marg, Hazratganj, Lucknow, which publishes its phone number and email on the department's scheme page (Backward Welfare Department).
