About CSPNJGESEBCEBC

Coaching Sahay for NEET, JEE and GUJCET preparation is Gujarat's contribution towards one coaching class fee for a Class 12 science student. It reaches two groups, and the long official name hides the split: students from the Socially and Educationally Backward Classes (SEBC), boys and girls alike, and girls from the Economically Backward Class (EBC). The scheme's page on the e-Samaj Kalyan portal spells it out as SEBC trainees "(વિદ્યાર્થી અને વિદ્યાર્થીની બંને)", student and female student both, and "આર્થિક રીતે પછાત વર્ગની વિદ્યાર્થીનીને", the EBC female student (e-Samaj Kalyan scheme page).

The Director, Developing Castes Welfare runs it for the Social Justice and Empowerment Department, and the application is filed online on the e-Samaj Kalyan portal (scheme guideline, 2026 advertisement). The directorate's RTI disclosure lists the scheme as "Student Assistance for Coaching Class For NEET/JEE/GUJCET", with a first order dated 06/08/2014; its present terms rest on order SSP/102013/NB-341/A.1 of 02/11/2022 and on a separate income-limit order, SJED/ASO/e-file/172022/0052/G, issued the same day (RTI chapter 5).

It pays back a fee you have already paid to a class you are already attending. It is not a free coaching seat, and the directorate does not assign the class: the trainee picks an institute that meets the scheme's norms (e-Samaj Kalyan scheme page).

The window has no fixed month. Each year the directorate posts an advertisement on e-Samaj Kalyan, every one of them still listed on the portal's news page, and read together they show the application period moving steadily earlier across the last five cycles:

The advertisement posted on 31/12/2022 states that this was the first time the directorate invited these coaching applications online through e-Samaj Kalyan (first online advertisement, e-Samaj Kalyan news and notifications).

The September reopening ran "તા.૦૩/૦૯/૨૦૨૬થી તા.૧૫/૯/૨૦૨૬ સુધી", from the third to the fifteenth of September 2026, and covered all three of the directorate's coaching aid lines together (e-Samaj Kalyan news and notifications). In late September 2026 that notice of 05/09/2026 was still the most recent one for these schemes on the portal's news list. The hard copy rule also changed: the 2023-24, 2024-25 and 2025-26 advertisements each fixed one last date for every district, while the advertisement posted on 27/05/2026 counts twenty days from each student's own filing (2025-26 advertisement, 2026 advertisement, e-Samaj Kalyan news and notifications).

Eligibility criteria

The marks test is set on Class 10 (SSC). The portal page asks for "ધોરણ-૧૦માં ૭૦% કે તેથી વધુ ગુણ", seventy per cent or more in Class 10, and the guideline reads that bar against the total marks of all subjects taken together, adding that a percentile is not considered (e-Samaj Kalyan scheme page, scheme guideline).

Three more conditions sit alongside the marks. You must be studying in Class 12 in the science stream, you must be "મૂળ ગુજરાતના વતની", a native of Gujarat, and your family's yearly income must be "રૂ.૬.૦૦ લાખ કે તેથી ઓછી", Rs 6.00 lakh or less (e-Samaj Kalyan scheme page). The guideline applies that one income ceiling to both groups; it does not set a separate limit for SEBC and EBC applicants (scheme guideline).

The class you attend is part of your eligibility, too. The guideline asks for a course of "ઓછામાં ઓછો ૯૦ દિવસ", at least ninety days, run by an institute that holds a GST or PAN number, and it wants the exact batch period and daily batch time entered on the portal when you apply (scheme guideline).

Who cannot apply

Exclusions

The published record lists no exclusions, but the guideline and the portal page rule out several situations in practice (scheme guideline, e-Samaj Kalyan scheme page):

• Online coaching. Students trained through the online medium are not eligible.
• A temporary class. A class started on a purely temporary footing is not accepted, and neither is an institute that has not worked from one city, town or village for at least three years.
• EBC boys. The EBC side of the scheme is written for girl students only.
• A job during the course. A trainee may not work elsewhere while training; if that is proved, the Director recovers the full amount paid.
• A late or thin file. A hard copy that reaches the district office after the deadline is rejected, and so is an application with incomplete documents.

The last point comes from the directorate's advertisement for the cycle that opened in May 2026, which also warns that a file not completed within the set time will not be considered (2026 advertisement).

Renewal conditions

There is no renewal. Both the portal page and the guideline allow the benefit "ધોરણ-૧૨માં એક જ વાર", once only, in Class 12, and the guideline asks for the online application to be filed on e-Samaj Kalyan in that same year (e-Samaj Kalyan scheme page, scheme guideline).

Award & benefits

The ceiling is Rs 20,000, the figure the directorate's own scheme page prints (Developing Castes Welfare scheme page). The guideline adds the rule that decides your actual payment: the lower of that ceiling and the fee you really paid, credited by Direct Benefit Transfer (DBT) into the trainee's own bank account (scheme guideline).

In practice a class that charged less than the ceiling is reimbursed in full, and for a costlier class the scheme pays the ceiling and your family bears the rest. Because the benefit comes once in Class 12, a course that prepares you for NEET and GUJCET together still produces a single payment.

Step by step

How to apply

You apply online on e-Samaj Kalyan, then carry a paper file to a district office, and both halves count. The advertisement tells applicants to read the guideline posted on the portal in full before filing (2026 advertisement).

1. Register as a citizen on e-Samaj Kalyan and open the scheme titled "Student Assistance for Coaching Class For NEET/JEE/GUJCET" whose purpose line names SEBC trainees and EBC girls; a Scheduled Caste scheme carries the same English title (e-Samaj Kalyan scheme page).
2. Fill the form's four tabs: your profile details, the scheme details, the document uploads and the terms, then press Save Application. A window shows your application number; note it, because every later step uses it (citizen help manual).
3. Enter your batch period and the daily batch time exactly as the class runs them (scheme guideline).
4. Print the application, attach copies of everything you uploaded, and hand it to the District Deputy Director (Developing Castes) or District Social Welfare Officer (Developing Castes) of the district where your coaching class is, not where you live. The guideline gives you "૨૦ દિવસની અંદર", within twenty days of the online application, and a hard copy handed in after that is rejected (scheme guideline).
5. Keep attending. The advertisement expects the coaching to be running for "ઓછામાં ઓછા ૬૦ દિવસ", at least sixty days, counted from the day the hard copy reaches the district office (2026 advertisement).

Reading Your Status With the Application Number and Birth Date

After the hard copy is in, see what the district office has done with it on the portal's status page, using the application number from step 2 and your date of birth (application status page). Inside your login, the application list lets you view or reprint the form, and a returned application shows a button to correct it and submit again (citizen help manual).

A return is time-bound. If the district office finds a defect in the hard copy and sends the file back, the guideline allows "૧૫ દિવસની અંદર", fifteen days, to fix it and resubmit online, and any new document uploaded in the correction must also be handed to the district office (scheme guideline). The money itself arrives by DBT in the account whose passbook page or cancelled cheque you uploaded, and the portal page asks for that account in the applicant's own name (e-Samaj Kalyan scheme page).

How winners are picked

Selection process

The published rules set no test and no interview. Applications that arrive within the window are placed in a merit list drawn up with the budget provision and the year's target in view, and assistance is paid in priority order under the rules (2026 advertisement). The power to sanction or reject each file sits with the district office for the district where the class runs (scheme guideline). The guideline does not publish how the merit list is ordered.

The spending record gives a sense of scale. The directorate's expenditure statement for 2025-26, closed in March 2026, lists the scheme's SEBC line as BCK-354, with an outlay of Rs 6 crore, spending of Rs 8.5890 crore, and an achievement of 4,294 against a target of 3,000 (March 2026 expenditure statement). The scheme page, by contrast, still carries the 2018-19 figures, Rs 500.00 lakh provided and Rs 492.37 lakh spent (Developing Castes Welfare scheme page).

Fine print

Terms & conditions

Attendance is checked, not assumed. The guideline requires "ઓછામાં ઓછી ૭૦% હાજરી", attendance of at least seventy per cent in the coaching class, and the portal page asks for the institute's attendance certificate as proof (scheme guideline, e-Samaj Kalyan scheme page).

The institute carries obligations of its own. It must be registered under a law such as a trust act, the Shops and Establishment Act or the Companies Act, file its last three years' income tax returns showing income from education or coaching, keep an attendance register, run CCTV cameras and hold the footage for one year after the class ends, and declare at registration whether it has ever been blacklisted (scheme guideline). It is worth asking the institute for these papers before you pay the fee.

The guideline closes by calling its points guidance only: each application is sanctioned or refused against the government resolution itself (scheme guideline).
