This is the education limb of a welfare board, not a student scholarship scheme, and the difference decides everything downstream. Gujarat's board publishes exactly three governing instruments and nothing else: the welfare cess Act of 1996, the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act of the same year, and the rules made under it (Acts and rules, Gujarat BOCWWB). The middle one decides this scheme, because that is where the beneficiary register comes from. A family reaches the benefit because a mason, carpenter, welder, plumber or electrician in it holds a live registration with the board, each of those trades sitting on the list of construction activities the board publishes as registrable (registration conditions, Gujarat BOCWWB), and the assistance is released once a year to any two children of that worker (Education / Ph.D. Scheme, Gujarat BOCWWB).

The two names travel together because the board's English scheme page treats them as one entry, Education/Ph.D. Scheme, pointing at a single PDF (Schemes, Gujarat BOCWWB). The portal where applications are actually filed splits them: Shikshan Sahay is the first row of the board's scheme list and P.H.D. Important dates

The board publishes no calendar date for this scheme, and looking for one is the wrong question. The deadline is relative to the student's own session: the registered worker has to apply in the prescribed format within a time limit of 6 months from the date on which the academic session commenced (Education / Ph.D. Scheme, Gujarat BOCWWB). A June admission and a November admission therefore have different last dates in the same year.

The scheme's own terms are still being revised, so check the wording before a large claim. A further resolution amending the education assistance scheme, dated 05/06/2026, sits at the top of the board's published resolutions list (government resolutions, Gujarat BOCWWB).

Who can apply

Eligibility criteria

Two tests run in the same year, one on the parent and one on the child, and the parent's is the one that fails quietly.

The parent has to be on the register. Section 12 of the Act sets the floor at not less than ninety days of construction work in the preceding twelve months, for a worker who has completed eighteen years of age and not sixty (Building and Other Construction Workers Act, 1996). Gujarat words the same test as more than ninety days, self-certified, and adds two clarifications that matter to a household deciding whether to bother. Registration itself carries no income limit for a worker doing physical labour, and it is closed to anyone in an administrative, clerical, supervisory or office role, and to independent contractors (registration conditions, Gujarat BOCWWB).

The child's test is the enrolment, and the benefit table draws its own boundary: Class 1 through to the graduate and postgraduate courses it names, with an age ceiling of 30 years that is lifted entirely where the son or daughter has a disability (Education / Ph.D. Scheme, Gujarat BOCWWB).

There is a third test the scheme document does not carry, added later by the department. A government resolution approved in October 2024 replaced the first condition of the original scheme order with an income test for every course other than Class 1 to 12, and required the annual income certificate to be obtained from the Mamlatdar or the Taluka Development Officer (resolution on the education assistance scheme, Labour, Skill Development and Employment Department).

Who cannot apply

Exclusions

The board prints nothing headed exclusions. Four disqualifiers are folded into the scheme's conditions instead, and not one of them is about marks: board assistance is not admissible where the child was admitted through the Right to Education route, is studying in an Open University, is studying externally, or is already receiving similar assistance from another department (Education / Ph.D. Scheme, Gujarat BOCWWB).

The last of those is not left to trust. The application sheet carries a signed declaration that the applicant has not applied for or received this kind of assistance from any other government office, an undertaking to repay the full amount immediately if that turns out to be false, and an acknowledgement that obtaining a financial benefit on false particulars is an offence (education assistance application form, Sanman portal).

Renewal conditions

Nothing here renews itself. Assistance is limited to the first attempt in an academic year, and a student who fails and repeats the same standard is not eligible for a second payment against that standard, so each year of study is a fresh claim rather than a continuation (Education / Ph.D. Scheme, Gujarat BOCWWB).

What genuinely has a renewal cycle is the parent's card, and it runs on a three-year clock rather than an academic one. A worker who holds the board's identity card must produce a ninety-day work certificate in the period falling due three years after the registration date, submitted with a renewal application at the office where the registration was originally made, so that the card is renewed and scheme benefits stay available (registration and renewal conditions, Gujarat BOCWWB). A card that has quietly gone past that point stops the child's claim before anyone reads the school papers.

The amount is fixed by the level the child has reached, per child, per year.

Two add-ons ride on the same claim rather than needing a separate scheme. The board's schedule closes with a hostel assistance line capped at Rs 12,000 and a book assistance line capped at Rs 10,000 (Education / Ph.D. Scheme, Gujarat BOCWWB). Both are ceilings, not flat payments: the portal's own note on the scheme builds the hostel figure month by month for a child boarding outside the taluka of residence who did not get a government or subsidised hostel place, and sets book assistance by course for a first-year entrant (Shikshan Sahay scheme note, Sanman portal). The application sheet keeps them apart, a scheme benefit, a hostel benefit and a book benefit, each with a claimed and a final column, and totals them at the foot (education assistance application form, Sanman portal). The total goes into the registered worker's bank account by direct benefit transfer, which is why the form asks for the worker's passbook and not the student's.

What to prepare

Documents required

Read the published list once for its adjectives, because that is where claims are sent back. The bonafide certificate for the child's ongoing course has to be the original from the school, college or institute, not a photocopy, and the book bill has to be the original purchase bill if book assistance is being claimed (Education / Ph.D. Scheme, Gujarat BOCWWB).

Two more are worth staging before you start, because both take a day at a counter. Where the beneficiary's name and surname appear differently across documents, a gazette notification or an affidavit reconciling them is required, and assistance of Rs 5000 or more needs an affidavit or a letter of consent as per the government notification (Education / Ph.D. Scheme, Gujarat BOCWWB). How to apply

There are two counters and they meet in the same place. Online, the route runs through the board's e-Nirman portal in four steps, register, log in and update the profile, apply for the scheme, submit (e-Nirman portal, Gujarat BOCWWB). Offline, the claim is filed at the district office of the construction board, and the education assistance application form can be downloaded from the board's scheme list (BOCW scheme list, Sanman portal).

The one instruction people miss sits in the conditions: where the same worker is claiming for two children, a separate form has to be filled for each child, online or offline (Education / Ph.D. Scheme, Gujarat BOCWWB). One form covering both children is not how the board counts them.

Tracking the claim after it is filed

The board runs a citizen-side status page that needs nothing more than the application number and the beneficiary's date of birth (view citizen application status, e-Nirman portal). Keep the application number from the acknowledgement, because that page will not find the file by name or by card number.

How winners are picked

Selection process

The scheme document prints no marks bar, no ranking rule and no quota. What it prints instead is a route through the board's own desks, which is the only useful map when a claim has gone quiet. A physical form is put online by the District Project Manager, approved by the District Nirikshak, sent up to the State Project Manager, then approved by the Government Labour Officer at head office and after that by the Member Secretary. Only then does the Account Officer raise the payment order and release the money by direct benefit transfer into the worker's account (Education / Ph.D. Scheme, Gujarat BOCWWB).

Beyond the first-attempt rule and the six month window, one condition does real damage and is easy to shrug off: the applicant must fill in every detail of the form completely and accurately, failing which the application will not be treated as valid (Education / Ph.D. Scheme, Gujarat BOCWWB). Combined with the six month clock, an incomplete form is not usually a correction, it is a lost year.
