About CHSJGNE
Search for a JEE or NEET coaching scholarship in Gujarat and most of what comes back is a private coaching company's own entrance test. This scheme is not one of those. It is a state reimbursement, run by the Gujarat Unreserved Education and Economical Development Corporation under the Social Justice and Empowerment Department, that pays back part of what a non-reserved-category student has already spent on coaching for the medical and engineering entrance exams (Gujarat Unreserved Education and Economical Development Corporation).
Who it covers is stated twice by the same corporation, and not identically. Its standard of assistance opens on science-stream students of Class 12 preparing for the exams that follow Class 12, then extends the payment to students taking that coaching in Class 11 and Class 12 at an institution running three years or more, and puts the qualifying-marks test on the Class 10 result alone (Gujarat Unreserved Education and Economical Development Corporation). Its published answers for the scheme are flatter than that: the assistance goes to Class 12 science students (GUEEDC online application system). A Class 11 student reading the two together should settle the point with the corporation before counting on the money.
Read together, the conditions fall into three kinds. One is already behind the student and cannot be revisited, which is the Class 10 result. One is still a choice, and it is the coaching class, whose age is the condition most likely to sink an otherwise clean application. The third is neither, because it is settled after the form is filed, by whether a signed paper set reaches the right district office.

Important dates
Neither the corporation's scheme page nor the national scheme listing carries an opening or a closing date. The window is announced rather than fixed: the corporation opens its online application system for a scheme and closes it again (Gujarat Unreserved Education and Economical Development Corporation), and the department posts its scheme notifications, date extensions and merit lists on the eSamajKalyan portal's notification list (Social Justice and Empowerment Department). Check both before assuming a year's window is still open.
Who can apply
Eligibility criteria
Most of the conditions sit on the student, and one sits on the coaching class. The student has to belong to the non-reserved category, be in the science stream, and be coaching for JEE, GUJCET or NEET. The coaching institution has to have been operating for three years or more, which no amount of the student's own effort can supply after the fact (Gujarat Unreserved Education and Economical Development Corporation).
Two tests that the scheme summary never spells out come out of the corporation's own answers. The Class 10 threshold is read as a percentage and not as a percentile rank, which matters for any board that publishes both. And the applicant is expected to evidence ten years of study in Gujarat, for which a domicile certificate or a school leaving certificate is accepted (GUEEDC online application system).
The family-income ceiling is where the state's own pages disagree. The corporation's scheme page sets one annual limit, and the Gujarat State Commission for Unreserved Classes publishes the same scheme with a higher one (Gujarat State Commission for Unreserved Classes). If your family income falls between the two, that gap decides whether you have a claim at all, so put the question to the corporation before you rule yourself out.

Who cannot apply
Exclusions
No exclusion list is printed for this scheme; the corporation's charter does that work instead. Its stated object is the development of the unreserved class in Gujarat, expressly outside the communities belonging to the scheduled tribes, the scheduled castes, the socially and economically backward classes and their dependents (Gujarat Unreserved Education and Economical Development Corporation). A student from one of those categories is not so much refused here as sent to a parallel scheme run by a different directorate of the same department.
The second bar is written into the coaching class rather than the student. A class that cannot evidence three years of operation, or that cannot issue a fee receipt carrying its GST number or its registration number, puts the claim outside the scheme however well the student qualifies (GUEEDC online application system).

Renewal conditions
No renewal procedure is published. The corporation states the assistance as an annual figure per student, and its standard of assistance reaches coaching taken in both Class 11 and Class 12, but it sets out no renewal form, no carry-forward rule and nothing that makes a second year follow from the first (Gujarat Unreserved Education and Economical Development Corporation).

The assistance is capped twice. Once at the corporation's annual per-student figure, and again at the fee actually paid, whichever of those two is lower, so a cheaper coaching class does not release the difference as cash. Both the corporation and the state commission describe the payment as direct assistance made through DBT, which puts it in the student's own bank account rather than the institute's (Gujarat Unreserved Education and Economical Development Corporation, Gujarat State Commission for Unreserved Classes).
Gujarat runs coaching assistance for several categories at once, with ceilings close enough that the wrong form gets filled. The three below are the versions the Social Justice and Empowerment Department notified for Aadhaar-based delivery, every one of them run by the Director of Scheduled Caste Welfare and not by this corporation.

What to prepare
Documents required
One item on the state's document list is not the student's to produce: proof that the coaching class has been running for three years or more, carried by its registration number. Ask the institute for it before you pay a fee you intend to claim back, because a class that cannot produce that proof makes the rest of the file worthless.
The fee receipt has a shape requirement of its own. What the corporation asks for is a receipt from the class you are actually attending, bearing that class's GST number or its registration number, which rules out the plain handwritten slip a small class may hand over by default (GUEEDC online application system).
The non-reserved-category certificate is a separate state document with its own government resolution behind it, issued by revenue and welfare officers rather than by a school, so it is worth starting early (Gujarat Unreserved Education and Economical Development Corporation). Everything else is scanned and uploaded inside the application form itself, at a document step that opens only after the photograph and signature are saved (Gujarat Unreserved Education and Economical Development Corporation).

How to apply
The first decision is which portal, and the corporation's own scheme page settles it. Its Apply Now button for this scheme points at the corporation's online application system at gueedconline.gujarat.gov.in, while its three loan schemes are sent to the department's eSamajKalyan portal instead (Gujarat Unreserved Education and Economical Development Corporation). Starting on the wrong one is an easy way to lose a cycle.
Registration comes before the form. You supply an email address, a mobile number and a password of your own choosing, then log in with the mobile number, that password and a captcha, pick the scheme from the list, fill the form, and save your photograph and signature before the uploads open. The last screen replays what you entered for a check, and confirming it closes the online leg and returns a confirmation number (Gujarat Unreserved Education and Economical Development Corporation).
That confirmation is not yet an application the corporation will read. What it asks for next is the same form back on paper: printed, signed at the foot, and accompanied by attested copies of every certificate and marksheet already uploaded, addressed to the Deputy Director (Non-Reserved) or the District Social Welfare Officer of the district you study in, and delivered by courier, by post or over the counter. Leave that step out and the online application is not entertained at all (GUEEDC online application system).
Tracking Your Application and Payment
There is no status screen to watch. The corporation's application system opens on a login, a password reset and a payment window for its loan borrowers, and carries nothing that reports where a filed application has reached (Gujarat Unreserved Education and Economical Development Corporation). The confirmation number is therefore the reference you quote everywhere afterwards, which is why the corporation's guide tells applicants to note it somewhere safe (Gujarat Unreserved Education and Economical Development Corporation).
Which answer you get depends on who you ask. The corporation's administrative helpline on 079-23258684 takes anything about the scheme, the documents or the portal, from 10:30 AM to 2:00 PM and 3:00 PM to 6:00 PM on government working days, and carries no technical support on holidays (Gujarat Unreserved Education and Economical Development Corporation). Whether the posted paper set arrived is not something Gandhinagar keeps, so that half goes to the district, and the corporation publishes a district-wise list of its implementing officers with their numbers (Gujarat Unreserved Education and Economical Development Corporation).

How winners are picked
Selection process
Nothing the corporation publishes ranks one applicant above another. The scheme page sets out the standards of assistance, the marks condition and the income limit, and stops: no merit list, no ranking rule, no stated count of awards for a year (Gujarat Unreserved Education and Economical Development Corporation). What is left is a scrutiny of papers, and two of them carry it: the evidence that the coaching class has three years behind it, and a fee receipt bearing that class's GST or registration number (GUEEDC online application system). Clear those alongside the marks and income tests and there is no further contest to win.

Terms & conditions
Three conditions do most of the work in practice. The assistance never exceeds the fee actually paid, which makes the receipt the real ceiling, and the coaching institution has to have three years or more behind it (Gujarat Unreserved Education and Economical Development Corporation). The third is procedural rather than substantive, and it disqualifies more quietly than either: the signed printout with its attested copies has to reach the district office for the online form to count (GUEEDC online application system).
Past that, the scheme is what the state's resolutions make it. For anything that has to be looked at inside a filed application, the corporation points applicants at their own District Implementing Officer rather than at the head office (Gujarat Unreserved Education and Economical Development Corporation). Keep the head office for the questions only it can answer, such as whether this year's window is open and which income limit is being applied to it.
