Overview

About CHSJGNE

Search for a JEE or NEET coaching scholarship in Gujarat and most of what comes back is a private coaching company's own entrance test. This scheme is not one of those. It is a state reimbursement, run by the Gujarat Unreserved Education and Economical Development Corporation under the Social Justice and Empowerment Department, that pays back part of what a non-reserved-category student has already spent on coaching for the medical and engineering entrance exams (Gujarat Unreserved Education and Economical Development Corporation).

Who it covers was stated twice by the same corporation, and not identically. Its standard of assistance opens on science-stream students of Class 12 preparing for the exams that follow Class 12, then extends the payment to students taking that coaching in Class 11 and Class 12 at an institution running three years or more, and puts the qualifying-marks test on the Class 10 result alone (Gujarat Unreserved Education and Economical Development Corporation). Its published answers for the scheme are flatter than that: the assistance goes to Class 12 science students (GUEEDC online application system). The scheme's page on e-Samaj Kalyan, the portal that has taken its applications since May 2025, closes the question: "વિધાર્થીને આ યોજનાનો લાભ ધોરણ-૧૨ માં એક જ વાર મળવાપાત્ર થશે", the benefit is paid once, in Class 12 (Coaching Sahay Scheme, e-Samaj Kalyan). A Class 11 student has nothing to claim yet.

Read together, the conditions fall into three kinds. One is already behind the student and cannot be revisited, which is the Class 10 result. One is still a choice, and it is the coaching class, whose age is the condition most likely to sink an otherwise clean application. The third is neither, because it is settled after the form is filed, by whether a signed paper set reaches the right district office.

Important dates

Neither the corporation's scheme page nor the national scheme listing carries an opening or a closing date. A single GUEEDC notice concerns it, posted on 01/05/2025, and it announced a portal rather than a deadline (Social Justice and Empowerment Department). Two further limits run from the student's own dates rather than a calendar: the hard copy within thirty days of the coaching starting, and fifteen days to correct a returned form.

Read the list's senders before its dates. The 2026-27 NEET, JEE and GUJCET guideline posted there on 27/05/2026 comes from the Director of Developing Castes Welfare, for that directorate's own coaching scheme, and so does the reopening notice of 05/09/2026 for its three coaching schemes; neither is a GUEEDC notice (Social Justice and Empowerment Department).

Who can apply

Eligibility criteria

Most of the conditions sit on the student, and one sits on the coaching class. The student has to belong to the non-reserved category, be in the science stream, and be coaching for JEE, GUJCET or NEET. The coaching institution has to have been operating for three years or more, which no amount of the student's own effort can supply after the fact (Gujarat Unreserved Education and Economical Development Corporation).

Two tests that the scheme summary never spells out come out of the corporation's own answers. The Class 10 threshold is read as a percentage and not as a percentile rank, which matters for any board that publishes both. And the applicant is expected to evidence ten years of study in Gujarat, for which a domicile certificate or a school leaving certificate is accepted (GUEEDC online application system).

The family-income ceiling is Rs 6 lakh a year. Resolution SJED/ASO/e-file/172022/0052/G of the Social Justice and Empowerment Department, dated 2 November 2022, lists "JEE, GUJCET, NEET પરીક્ષા માટે કોચીંગ સહાય" third in its table of GUEEDC schemes whose income limit it raised to that sum (Resolution of 2 November 2022, scanned copy; SJE resolution page). The scheme's e-Samaj Kalyan page prints "રૂ. 6.00 લાખ" (Coaching Sahay Scheme, e-Samaj Kalyan), and the Gujarat State Commission for Unreserved Classes shows the same limit. The lower ceiling still printed on the corporation's own scheme page is the one the resolution replaced.

Who cannot apply

Exclusions

No exclusion list is printed for this scheme; the corporation's charter does that work instead. Its stated object is the development of the unreserved class in Gujarat, expressly outside the communities belonging to the scheduled tribes, the scheduled castes, the socially and economically backward classes and their dependents (Gujarat Unreserved Education and Economical Development Corporation). A student from one of those categories is not so much refused here as sent to a parallel scheme run by a different directorate of the same department.

The second bar is written into the coaching class rather than the student. Under the corporation's older answers, three years of operation and a receipt printed with a GST or registration number were enough (GUEEDC online application system). The e-Samaj Kalyan page sets four tests on the institute instead: legal registration of some kind (a trust, a Gumasta shop licence, a company or a cooperative), three years or more teaching for these three entrance examinations, income tax returns for the last three years in which that coaching income shows, and a GST registration it can prove (Coaching Sahay Scheme, e-Samaj Kalyan). A class that fails any of them puts the claim outside the scheme however well the student qualifies.

Renewal conditions

There is nothing to renew. The e-Samaj Kalyan page allows the assistance once, in Class 12 (Coaching Sahay Scheme, e-Samaj Kalyan). The corporation's older scheme page, which speaks of an annual figure and of coaching in both Class 11 and Class 12, reads as if two years could be funded, but it sets out no renewal form either (Gujarat Unreserved Education and Economical Development Corporation), and the rule the portal applies is a single payment.

The assistance is capped twice: at Rs 20,000 per student, and at the fee actually payable, whichever of those two is lower, so a cheaper coaching class does not release the difference as cash (Coaching Sahay Scheme, e-Samaj Kalyan). The corporation, the state commission and the portal all describe the payment as direct assistance made through DBT, which puts it in the student's own bank account rather than the institute's (Gujarat Unreserved Education and Economical Development Corporation, Gujarat State Commission for Unreserved Classes).

Gujarat runs coaching assistance for several categories at once, with ceilings close enough that the wrong form gets filled. The three below are the versions the Social Justice and Empowerment Department notified for Aadhaar-based delivery, every one of them run by the Director of Scheduled Caste Welfare and not by this corporation.

What to prepare

Documents required

One item on the state's document list is not the student's to produce: proof that the coaching class has been running for three years or more, carried by its registration number. Ask the institute for it before you pay a fee you intend to claim back, because a class that cannot produce that proof makes the rest of the file worthless.

The fee receipt has a shape requirement of its own. What the corporation asks for is a receipt from the class you are actually attending, bearing that class's GST number or its registration number, which rules out the plain handwritten slip a small class may hand over by default (GUEEDC online application system).

The non-reserved-category certificate is a separate state document with its own government resolution behind it, issued by revenue and welfare officers rather than by a school, so it is worth starting early (Gujarat Unreserved Education and Economical Development Corporation). Everything else goes up as a scan of the original on the document tab, the third of the e-Samaj Kalyan form's four (e-Samaj Kalyan citizen help manual), and the portal's rules for this scheme add the school's bonafide certificate showing that the student is in the science stream (Coaching Sahay Scheme, e-Samaj Kalyan).

Step by step

How to apply

The first decision is which portal, and the corporation's two official answers point different ways. Its scheme page still sends Apply Now to its own online application system at gueedconline.gujarat.gov.in (Gujarat Unreserved Education and Economical Development Corporation). The later word is a notice GUEEDC posted on the e-Samaj Kalyan notification list on 01/05/2025, which put "(૩) કોચિંગ (JEE, NEET, GUJCET) સહાય" live on e-Samaj Kalyan for student applications from that date (Social Justice and Empowerment Department); the portal now carries the scheme among GUEEDC's services as Coaching Sahay Scheme (Coaching Sahay Scheme, e-Samaj Kalyan). File there. The older system has also stopped opening cleanly, because its security certificate lapsed in late September 2026.

On e-Samaj Kalyan the student registers once, confirms the details shown back, and receives a user ID by SMS; the first login asks for a fuller profile before any scheme opens. The application then runs across four tabs, personal details, the scheme's own details, document uploads and the terms, and saving the last tab returns the application number with an option to print (e-Samaj Kalyan citizen help manual).

That number is not yet a claim the district will read. The paper leg has a deadline counted from the coaching, not from the form: the printed application and self-attested copies of every upload must reach the district office covering the place of coaching within "દિન-૩૦", thirty days of the class starting (Coaching Sahay Scheme, e-Samaj Kalyan). The corporation's older answers add that the set can go by courier, by post or over the counter, and that an online application whose paper set never arrives is not entertained at all (GUEEDC online application system).

Tracking Your Application and Payment

e-Samaj Kalyan's public status page needs two entries, the application number and the date of birth (Social Justice and Empowerment Department), and the portal's manual asks applicants to write that number down for every later step (e-Samaj Kalyan citizen help manual). Fifteen days is the allowance for a file the district returns: the scheme page gives "દિન-૧૫" from the date of return to complete it and put it back online (Coaching Sahay Scheme, e-Samaj Kalyan).

Which answer you get depends on who you ask. The corporation's administrative helpline on 079-23258684 takes anything about the scheme, the documents or the portal, from 10:30 AM to 2:00 PM and 3:00 PM to 6:00 PM on government working days, and carries no technical support on holidays (Gujarat Unreserved Education and Economical Development Corporation; GUEEDC contact page). Whether the posted paper set arrived is not something Gandhinagar keeps, so that half goes to the district, and the corporation publishes a district-wise list of its implementing officers with their numbers (Gujarat Unreserved Education and Economical Development Corporation).

How winners are picked

Selection process

No merit list, ranking rule or yearly count of awards appears anywhere in GUEEDC's material for this scheme (Gujarat Unreserved Education and Economical Development Corporation). What is left is a scrutiny of papers, and two of them carry it: the evidence that the coaching class meets the institute standards, and a fee receipt bearing that class's GST or registration number (GUEEDC online application system; Coaching Sahay Scheme, e-Samaj Kalyan). One ordering rule sits above that scrutiny. Raising the income limit in 2022 did not raise the number of students the scheme funds, so the resolution tells officers to prefer lower-income families among those who apply and lets anyone left unpaid at a financial year's close be carried into the next (Resolution of 2 November 2022, scanned copy).

Terms & conditions

Four conditions do most of the work in practice. The assistance never exceeds the fee actually paid, which makes the receipt the real ceiling, and the coaching institution has to meet the portal's standards, three years in this field included (Gujarat Unreserved Education and Economical Development Corporation; Coaching Sahay Scheme, e-Samaj Kalyan). The student has to put in at least 180 days of coaching (Coaching Sahay Scheme, e-Samaj Kalyan). The fourth is procedural rather than substantive, and it disqualifies more quietly than the rest: the signed printout with its attested copies has to reach the district office for the online form to count (GUEEDC online application system).

Past that, the scheme is what the state's resolutions make it. The corporation's schemes were approved and later amended by resolutions of the Social Justice and Empowerment Department, including a resolution on issuing the non-reserved-class certificate itself, and the corporation publishes those resolutions on its own site (Gujarat Unreserved Education and Economical Development Corporation).

This scheme is published by two bodies that share a building in Gandhinagar. The corporation, which runs it, is in Block No. 2 of Karmyogi Bhavan in Sector 10-A and answers on 079-23258688 and 079-23258684 (Gujarat Unreserved Education and Economical Development Corporation). The Gujarat State Commission for Unreserved Classes, which publishes the scheme with its current Rs 6 lakh income ceiling, is in Block No. 1 of Karmayogi Bhavan in Sector 10 (Gujarat State Commission for Unreserved Classes).

For anything that has to be looked at inside a filed application, the corporation points applicants at their own District Implementing Officer rather than at the head office (Gujarat Unreserved Education and Economical Development Corporation). This scheme's officers sit in the second part of the corporation's list, the part whose heading names "(JEE,GUJCET,NEET) પરીક્ષા માટે કોચીંગ સહાય": in each district a Deputy Director or a District Social Welfare Officer of Developing Castes Welfare (Gujarat Unreserved Education and Economical Development Corporation). The directorate's English office list gives the post as District Deputy Director (Developing Castes Welfare) (Director, Developing Castes Welfare); the scheme's national listing turns the Gujarati abbreviation "(વિ.જા.)" into "Non-Reserved", which is a mistranslation. Gandhinagar is the place to ask whether a year's window has opened at all.
