About CASCSPEINNC

Gujarat's Director, Scheduled Caste Welfare repays up to Rs 20,000 of a coaching fee for a Scheduled Caste student preparing for the IIM, NIFT, National Law University or CEPT entrance tests, and no family income limit applies. The money arrives only after the course ends and, as a rule, only if the district office approved the class before it began. The directorate's expenditure statements for February 2025, February 2026 and August 2026 show nothing spent on the scheme, which carries the code BCK-355, and a physical achievement of 0 against targets of 125, 20 and 10.

The directorate lists the scheme as "Coaching Assistance to SC students for Pre Exams for admission in IIM, NIFT, NLU, CEPT (BCK-355)", with the District Deputy Director (SCW) office of each district as the implementing office (Director, Scheduled Caste Welfare, BCK-355 scheme page). It dates from the resolution of 08/08/2014, whose covering letter asked districts to implement it from 2014-15 (resolution of 08/08/2014; resolution list on the scheme page). On e-Samaj Kalyan, the portal where the application is actually filed, the same scheme is titled "Student Assistance for Coaching Class For IIM/CEPT/NIFT/NLU" (e-Samaj Kalyan scheme listing).

It serves two quite different students. One is in Class 12, in any stream, aiming at NIFT, a National Law University or CEPT straight after school. The other is a third-year undergraduate or a graduate aiming at an IIM. Both are paying a private coaching institute from their own pocket, and the scheme gives back part of that fee once the course is over.

The rules sit in seven government resolutions issued between 2014 and 2021: the first created the scheme and the other six amended it. The scheme page and the portal summarise them, but conditions such as the monthly attendance report and the district-wise targets appear only in the resolutions themselves.

The date that decides a claim under this scheme is the day your class starts: the district office's permission has to be in hand before it, and the claim can be filed only after the course ends (e-Samaj Kalyan scheme listing). Read in September 2026, the portal's notice board carries no application notice from the SC directorate for this scheme. The coaching notice posted there on 05/09/2026 came from the Director, Developing Castes Welfare, reopening its three coaching schemes, one of them the developing-caste version of this IIM, CEPT, NIFT and NLU aid; it sets no date for the Scheduled Caste scheme (e-Samaj Kalyan notice board; Developing Castes Welfare reopening notice).

Who can apply

Eligibility criteria

The Class 12 route has been open to every stream since the resolution of 29/01/2018; the 2016 version had limited it to science students (resolution of 29/01/2018; resolution list on the scheme page). A commerce or arts student with 70% in Class 10 who is preparing for a law or design entrance therefore stands on the same footing as a science student. For the IIM route, the 70% bar is read first on Class 12 marks and, for anyone who has already finished the degree, on graduation marks too.

There is no income ceiling, yet the application form still asks for the occupation and annual income of the parent or guardian (BCK-355 scheme page; application form for the IIM, NIFT, NLU and CEPT coaching scheme). Keep that figure ready even though it does not decide the outcome.

The institute is tested too: it needs more than three years of experience, a GST number or PAN, biometric fingerprint attendance, and registration under one of three Acts; the directorate's page names the Companies Act, 1956 alongside the Mumbai Public Trust Act, 1950 and the Shop and Establishment Act, 1948 (BCK-355 scheme page). The form asks for the date the institute was set up and the dates your course starts and ends, so collect those from the institute before you file.

Study-abroad tests are the grey area. The resolution of 10/03/2021 rewrote the scheme's first condition to take in students preparing for IELTS, TOEFL, GRE, GMAT and similar tests needed to study abroad (resolution of 10/03/2021; resolution list on the scheme page), and an Aadhaar notification of September 2022 still named those four tests in the scheme's title (Gujarat Government Gazette, Aadhaar notifications, October 2022). The later notification of July 2024 describes BCK-355 with the IIM, NIFT, NLU and CEPT routes only (Gujarat Government Gazette, Aadhaar notification, July 2024), and so do the directorate's page and the e-Samaj Kalyan listing through which every application runs. No resolution in the directorate's list withdraws the study-abroad tests, but the portal follows the narrower description, so get the district office's confirmation in writing before paying for an IELTS, GRE or GMAT course.

Who cannot apply

Exclusions

• Starting the class before the District Deputy Director (SCW) grants prior permission: the e-Samaj Kalyan listing makes the benefit unpayable in that case (e-Samaj Kalyan scheme listing). The one relief, from the resolution of 27/12/2021, covers a student who had already started coaching in that academic year at an institute meeting every norm (resolution of 27/12/2021; resolution list).
• An institute that misses the experience, GST or PAN, biometric or registration test, whatever the student's own marks.
• Marks under 70% at the stage your route reads: Class 10 for NIFT, NLU and CEPT, Class 12 and any finished degree for the IIM route.
• A caste other than Scheduled Caste: after login, e-Samaj Kalyan lists the schemes linked to the caste on the applicant's profile (e-Samaj Kalyan citizen help manual).

One condition that looked like an exclusion no longer applies. The resolution of 22/11/2021 barred trainees from full-time study, a job or a business elsewhere during the course, on pain of recovering the whole amount, and the resolution of 27/12/2021 withdrew that condition a month later (resolution of 22/11/2021; resolution list).

Renewal conditions

The resolution of 03/12/2019 describes the Rs 20,000 as an annual amount per trainee, but no resolution or portal page sets out a second year of coaching, a second claim for a different exam, or any condition for repeating the benefit (resolution of 03/12/2019; BCK-355 scheme page). Ask the district office before counting on a second payment.

The award is Rs 20,000 or the actual coaching fee, whichever is less (BCK-355 scheme page). The resolutions provide nothing beyond it, no stipend and no book or travel element (resolution list).

The figure has changed character since 2014. The first resolution treated Rs 20,000 as a spending limit per trainee on coaching bought through institutes empanelled on their results, in PPP mode (resolution of 08/08/2014). The resolution of 03/12/2019 cancelled both the empanelment and that limit and turned the money into a direct benefit transfer of the lower amount into each trainee's own bank account (resolution of 03/12/2019; resolution list). Today you choose and pay the institute, and its fee receipt travels with the claim filed after the course (e-Samaj Kalyan scheme listing), so budget for the full fee up front.

• Under this scheme, ₹20,000/- or the actual coaching fee to be paid, whichever is less.

What to prepare

Documents required

The form printed for this scheme lists eight uploads and marks five of them compulsory; the claim after the course adds three more papers:

Upload the marksheets even though the form calls them optional. The 70% condition is the whole academic test, and the portal listing asks for every marksheet from Class 10 onward from which a percentage can be worked out (e-Samaj Kalyan scheme listing; BCK-355 scheme page). The listing also ties the bank passbook page to the claim, while the form wants it at the first stage, so have it ready both times. Both institute certificates follow formats the portal provides, so the institute has to issue two of them, one before the course and one after.

Step by step

How to apply

The application runs twice through e-Samaj Kalyan, once for permission and once for payment:

1. Register on e-Samaj Kalyan with your name as printed on Aadhaar, date of birth, Aadhaar number, caste and mobile number; the user ID and password arrive by SMS (e-Samaj Kalyan citizen help manual).
2. Log in, open "Student Assistance for Coaching Class For IIM/CEPT/NIFT/NLU" from the schemes shown for your caste, fill the four tabs (profile, scheme details, uploads, terms), save, and write down the application number the portal displays.
3. Take the first class only once the District Deputy Director (SCW) has granted prior permission, which the listing also calls primary approval (e-Samaj Kalyan scheme listing).
4. At the end of the course, open a second application for the claim: the two claim-stage uploads from Documents Required go online, the biometric attendance print goes to the district office, and payment follows by DBT once the claim is found eligible.

The Gujarati version of the directorate's page still says school principals submit proposals on Digital Gujarat, a line that does not fit this scheme (BCK-355 scheme page in Gujarati). The English page and the portal listing both put the application with the student on e-Samaj Kalyan, and the form itself is hosted there (BCK-355 scheme page).

Checking the Permission and the Claim on e-Samaj Kalyan

An application under this scheme produces two application numbers, one for the permission request and one for the claim, because the listing makes the claim a fresh online application (e-Samaj Kalyan scheme listing). Either can be looked up on the View Application Status page with the number and your date of birth in DD/MM/YYYY form, without logging in (e-Samaj Kalyan application status). If the district office returns a file, a correction button appears against it in your Application List, and the corrected file can be submitted again (e-Samaj Kalyan citizen help manual).

How winners are picked

Selection process

Neither the resolutions nor the portal listing sets an entrance test or a merit list for BCK-355. After the deadline the state compiles the applications that reached the portal in time, and eligible students are paid with the year's budget provision and target in mind (e-Samaj Kalyan scheme listing). The resolution of 22/11/2021, which governs this scheme together with the directorate's NEET and JEE coaching and its recruitment-exam coaching, divides the target among districts by population and puts children under the Mukhyamantri Bal Seva Yojana first (resolution of 22/11/2021; resolution list).

The BCK-355 line in the directorate's monthly expenditure statements shows the size of that target:

Each original provision equals the target multiplied by the full Rs 20,000 award, so the target counts students (expenditure statement, August 2026; BCK-355 scheme page). The statements give no reason for the zeros, so they do not show whether few students applied or claims were left unpaid, and the August 2026 figures stop part-way through the financial year.

Terms & conditions

Attendance runs through the whole scheme. The institute must send each month's day-by-day attendance to the district Deputy Director and to the student, and the claim depends on the biometric record in hard copy (resolution of 22/11/2021; e-Samaj Kalyan scheme listing).

After the course, you are expected to tell the district Deputy Director from time to time which exams you sat and, if you clear one, to send in your success story. You must also follow any instruction the Deputy Director issues under the rules (resolution of 22/11/2021).

The resolution of 03/12/2019 asks for beneficiaries to be linked to their Aadhaar numbers and makes the directorate responsible for confirming that trainees finish the training (resolution of 03/12/2019).
