About CASPRESCS

Gujarat's Coaching Assistance Scheme for Preparation of Recruitment Exams for Scheduled Caste Students, coded SCW-11, gives back up to Rs 20,000 of what a Scheduled Caste graduate pays a private class to prepare for GPSC, UPSC, bank, LIC or subordinate services recruitment exams. It is a refund, not a free seat. The district office has to approve you before you join the class, and the money reaches your bank account only after you finish the course and file a second claim.

SCW-11 belongs to the Director, Scheduled Caste Welfare, under Gujarat's Social Justice and Empowerment Department, and the office that handles your file is the Deputy Director, Office of Scheduled Caste Welfare, in your district. The directorate dates the scheme to 2017-18 (SCW-11 scheme page, Director, Scheduled Caste Welfare).

It did not start as a cash scheme. The resolution of 11 April 2017 approved it as a plan to open coaching centres for SC students preparing for recruitment exams (resolution of 11 April 2017). The resolution of 3 December 2019, which amended three of the directorate's coaching schemes in one order, added a per-trainee payment to this one: Rs 20,000 a year or the actual fee, whichever is less, for each SC trainee coaching at a selected institute, sent by Direct Benefit Transfer (DBT) to the trainee's bank account (resolution of 3 December 2019; SCW-11 scheme page).

The directorate publishes budget and output figures for three years, and in each of them spending stayed well below the provision:

Neither the directorate's page nor the e-Samaj Kalyan page names an opening or closing date for SCW-11; the portal speaks only of applications that arrive within the prescribed period (e-Samaj Kalyan scheme page). What is fixed is the order of events:

Eligibility criteria

The scheme is written for a Scheduled Caste graduate in Gujarat who is about to pay a private coaching class for a recruitment exam and will hold no job, run no business and take no full-time course elsewhere while the coaching lasts. Three details sit outside the list printed below.

Family income. The scheme's page on the e-Samaj Kalyan portal caps annual family income at Rs 6.00 lakh (e-Samaj Kalyan scheme page), a limit the department fixed in its resolution of 22 November 2021 (resolution on trainee eligibility, 22 November 2021). The directorate's own scheme page and the myScheme record do not print this ceiling, so the income certificate in the document list is the only trace of it there.

Age on the day you join. The limits of 35 years for men and 40 years for women are counted at the time you join the training, not on the day you apply (resolution on trainee eligibility; SCW-11 scheme page).

Your degree sets your merit group. The prescribed form asks whether your graduation was in medicine or engineering or in any other subject (SCW-11 application form), because the two kinds of graduate are ranked on separate lists.

The coaching class is assessed as well as you. Before paying any fee, ask the institute for its registration under one of the three Acts the directorate names, its GST number or PAN, and whether it records attendance on a biometric machine, since a class that fails these tests cannot carry your claim (SCW-11 scheme page). The myScheme list printed below names only two of those Acts; the Companies Act, 1956 is the one it leaves out.

Exclusions

myScheme publishes no exclusion list for SCW-11, but the resolutions and the portal close the door in four situations:

• Joining before approval. The portal requires the district Deputy Director's prior permission before you enter the class, and says the benefit is not payable otherwise (e-Samaj Kalyan scheme page).
• Working or studying elsewhere during the course. A trainee found in full-time study, a job or a business during the training has the whole amount recovered by the Director (resolution on scheme conditions, 22 November 2021).
• Applying outside the window. Only applications that reach the portal within the prescribed period go onto the state-level list (e-Samaj Kalyan scheme page).
• An institute that fails the norms. The resolutions pay only trainees at a selected institute that meets the department's registration, experience and attendance rules (resolution of 3 December 2019; resolution on scheme conditions).

Renewal conditions

SCW-11 cannot be renewed: an applicant receives it only once (SCW-11 scheme page). The second online application you file after the course is the claim for that single award, not a renewal.

What you get

Award & benefits

The award is the coaching fee you actually paid, capped at Rs 20,000, credited by DBT to your own bank account (SCW-11 scheme page). A fee below the cap is repaid in full; a fee above it is repaid only up to the cap, and the balance stays with you.

You pay the institute first. The claim is made after the course and has to carry the institute's fee receipt, so the scheme works as reimbursement rather than an advance (e-Samaj Kalyan scheme page).

The English version of the directorate's page also prints meal, pocket money, stationery and honorarium lines under its assistance heading (SCW-11 scheme page, English). The Gujarati version of the same page carries none of them (SCW-11 scheme page, Gujarati), nor does the e-Samaj Kalyan page, and the 2019 resolution provides only the fee assistance (resolution of 3 December 2019). The capped fee refund is the only benefit the scheme's resolutions set out.

• Under this scheme, ₹20,000/- or the actual fee to be paid, whichever is less.
• The assistance amount is directly credited to the student's bank account through DBT (Direct Benefit Transfer).

The portal splits these papers between the approval stage and the claim stage, a split the myScheme list does not make:

The printed application form marks proof of residence as optional and every other listed document as compulsory, and it asks for the bank passbook page up front, where the portal leaves it to the claim (SCW-11 application form).

Step by step

How to apply

Everything runs on the e-Samaj Kalyan portal, in this order:

1. Open an e-Samaj Kalyan account, pick this coaching scheme from those listed for your caste, attach the first-stage documents and save; note the application number the portal shows, since the status page asks for it (e-Samaj Kalyan citizen help manual).
2. Wait for the district Deputy Director's prior approval before you join the class (e-Samaj Kalyan scheme page).
3. Attend the course. The institute sends your day-by-day attendance each month to the Deputy Director and to you (resolution on scheme conditions).
4. After the course, apply online again with the completion certificate and fee receipt, and deposit the attendance printout at the district office. Payment follows by DBT (e-Samaj Kalyan scheme page).
5. Keep telling the Deputy Director which exams you sit, and send a success story if you clear one (resolution on scheme conditions).

Tracking a Coaching Assistance Application on e-Samaj Kalyan

The status check that matters most on SCW-11 comes before you pay the class: joining ahead of the district Deputy Director's prior approval forfeits the benefit (e-Samaj Kalyan scheme page), so look up the first application with its number and your date of birth on the portal's status page (application status page), and do not enrol until the approval has come through. The claim filed after the course is a separate application, tracked the same way, and a file sent back for correction reopens from your login (citizen help manual).

How winners are picked

Selection process

Applications that reach the portal in time go onto a state-level list, and eligible trainees are paid within the year's provision and target (e-Samaj Kalyan scheme page). The budget is split into district targets in proportion to population, and children covered by the Mukhyamantri Bal Seva Yojana go first (resolution on scheme conditions).

The ranking comes from the resolution of 27 December 2021, listed on the directorate's scheme page (SCW-11 scheme page). Applications are sorted into two groups, graduates in medicine or engineering and graduates in every other subject, and each group gets its own merit list on the graduation percentage. Within the budget, trainees are then paid from the two groups in a 1:1 ratio (resolution on merit groups), so a medicine or engineering graduate is ranked only against other medicine and engineering graduates, never against the list for other subjects. None of the resolutions provides for a test or an interview.

Beyond the table, the 2019 resolution makes the institute send the attendance record for the whole course to the Director's office, and the first of the two November 2021 resolutions binds institute and trainee alike to any further instruction the Deputy Director issues under the rules (resolution of 3 December 2019; resolution on scheme conditions).

Aadhaar is now a statutory condition as well. Gujarat's notification of July 2024 under section 7 of the Aadhaar Act lists a Rs 20,000 coaching assistance for SC students preparing for recruitment exams, titled Training Scheme for Public Service Recruitment Exams for Scheduled Caste Students, among the benefits for which an applicant must authenticate with Aadhaar or show proof of holding an Aadhaar number (Gujarat Government Gazette, Aadhaar notification, July 2024). That notification files it under the code BCK-35, which the directorate's own list uses for a pre-matric scholarship in Classes 9 and 10 (Director, Scheduled Caste Welfare, schemes list), so quote SCW-11 and the scheme's full name when you deal with the district office.
