This scheme buys a student one coaching seat, one time. It reimburses up to Rs 20,000, or the fee actually paid if that is smaller, for pre-examination coaching aimed at a single all India entrance such as the IIM, CEPT, NIFT and NLU tests, or at one of the tests a student sits before applying abroad, IELTS, TOEFL or GRE.

Which directorate pays matters here, because two of them run a coaching scheme under almost this name. This one is with the Director, Developing Castes Welfare at Gandhinagar, so the applicant it wants holds a developing castes certificate rather than a Scheduled Caste one. Its own proactive disclosure files the scheme as Student Assistance for Coaching Class For IIM/CEPT/NIFT/NLU/IELTS/TOFEL/GRE and traces it to a resolution numbered SSP/102013/NB-741/A.1 of 06/08/2014, with four later orders stacked behind it, the last a department wide income limit order of 02/11/2022 (Director, Developing Castes Welfare, RTI Chapter).

Two descriptions of the same scheme are in circulation and they do not match. The department's scheme page presents it as help for standard 12 science stream students heading to IIM, CEPT, NIFT and NLU (Director, Developing Castes Welfare), while the guideline the portal publishes for the current year opens the same assistance to any stream and adds the foreign study tests (Coaching assistance guideline, e-Samaj Kalyan). Which one binds is not left to judgement: the year's advertisement instructs applicants to study the guideline on the website in full before filing, and it is that document the district office works from (Coaching assistance advertisement, e-Samaj Kalyan).

There is no standing window, and it moves by a season from year to year rather than by a week. For 2026-27 the directorate put out the year's coaching advertisement on 27/05/2026 and then posted a second notice on 05/09/2026 reopening the portal for a short further spell (e-Samaj Kalyan). The two earlier cycles sat months away from that. The 2023-24 window opened in the middle of December and closed in the middle of January, with the paper deadline at the end of that month (Coaching assistance advertisement and student instructions, e-Samaj Kalyan); the 2024-25 one ran from November into December, with its own extension notice following in the same month (Coaching assistance advertisement, e-Samaj Kalyan; e-Samaj Kalyan).

The habit that works is to watch the portal's notice list rather than a remembered month, because a reopening is announced there and nowhere else.

Who can apply

Eligibility criteria

The category test is narrower than it first reads. SEBC students of either sex are covered, but from the economically backward class only girls are, which the scheme record does not say in those words (Coaching assistance guideline, e-Samaj Kalyan).

Which marksheet is read depends on which exam the coaching is for. For the CEPT, NIFT and NLU entrances, all of which lead to a bachelor's course, the qualifying marks are the SSC ones. For IELTS, TOEFL and GRE the HSC result is read instead, in any stream. The IIM strand asks for both an HSC threshold and a position in the degree, either study in the third year of a graduate course or a completed degree above a stated mark. One clarification saves arguments at the counter: percentile is not read, only percentage, so a board that prints both is taken at its percentage figure.

The older shape of the scheme is still on the department's own page, and it is a good deal harder to clear. That page asks for 70% or more in standard 10th from SEBC applicants and 80% or more from EBC girls, caps the EBC family's annual income below Rs. 4.50 lakh, and sets no income limit for SEBC applicants at all (Director, Developing Castes Welfare). The guideline in force replaces that two tier arrangement with a single qualifying mark per strand and one family income ceiling that everybody is measured against, and the directorate's own resolution list shows a later income limit order sitting on top of the scheme (Director, Developing Castes Welfare, RTI Chapter).

Exclusions

myScheme prints no exclusion list here. The guideline supplies four hard bars in its place, and most of them catch a student who has already cleared caste, marks and income. Coaching taken online does not qualify at all, whatever the institution. A student already drawing the benefit of a similar government scheme is out. A hard copy that reaches the district office after the stated window is rejected on that ground alone, and a class run on a purely temporary footing is not a recognised institution (Coaching assistance guideline, e-Samaj Kalyan).

The year's advertisement adds another in plain words: an application whose documents are incomplete is refused, rather than held open until the missing paper turns up (Coaching assistance advertisement, e-Samaj Kalyan).

Renewal conditions

There is nothing to renew and no second year to apply for. The guideline allows the benefit once, for one exam out of the list the scheme names, so there is no carry forward, no second claim against a different exam later, and no top up where the first class cost less than the ceiling.

What is actually paid is that figure or the fee the class charged, whichever of the two is smaller, and the guideline routes it by direct benefit transfer into the trainee's own bank account (Coaching assistance guideline, e-Samaj Kalyan). A cheaper class therefore means a smaller credit rather than a surplus, and the coaching institution is never a party to the money.

Documents required

Beyond the certificates in the scheme record, the guideline asks for evidence that the class itself is real and dated. The trainee uploads an admission letter carrying the date of admission, produces the institution's GST or PAN proof, and scans every supporting paper from the original before uploading it (Coaching assistance guideline, e-Samaj Kalyan). The same set is then filed again on paper at the district office.

One field on the form is easy to fill wrongly. The trainee has to declare the batch and the hours it runs, and the department's instruction sheet shows what it wants there: a clock slot, written the way it prints the example, not a description of the course (Coaching assistance advertisement and student instructions, e-Samaj Kalyan).

How to apply

Applications run only on e-Samaj Kalyan, and only within the year for which the coaching is claimed. The portal takes a registration, then a profile, then the scheme application (e-Samaj Kalyan). Filing online is half the job: within a set number of days the trainee must hand a hard copy of the application and the uploaded documents to the district office of the district where the coaching class sits, which is not necessarily the district the student lives in.

Following the File After It Leaves Your Hands

Two things happen to a coaching application after it is submitted, and only one of them is visible from a browser. The portal's status lookup needs no login: it takes the application number and the applicant's date of birth in DD/MM/YYYY form and reports the stage the file has reached (e-Samaj Kalyan application status). What it cannot tell you is whether the paper set arrived, and because that set goes to the coaching class's district rather than your own, the hard copy is the half that goes astray. Ring that office to confirm receipt instead of reading an online stage as proof of it.

A file marked Send Back is a repair notice rather than a refusal. The guideline gives the trainee a fixed period to cure the defect and submit online again, and any document freshly uploaded in the repair has to be carried to the same district office as well (Coaching assistance guideline, e-Samaj Kalyan).

How winners are picked

Selection process

Meeting the conditions does not by itself release money. Applications received in time are ranked into a merit list drawn up against the year's budget provision and target, and assistance is paid down that list in priority order (Coaching assistance advertisement, e-Samaj Kalyan). The power to approve or reject rests with the District Deputy Director or District Social Welfare Officer for developing castes in that district, not with the directorate at Gandhinagar.

How tight the ranking gets follows from the size of the line. Against a per student award of Rs 20,000, the provision the department last published for this scheme was Rs 50.00 lakh for 2018-19, with the grant allotted and expenditure incurred columns left blank (Director, Developing Castes Welfare).

Fine print

Terms & conditions

Most of the conditions bind the coaching institution, and a student who picks the wrong class loses the claim through no fault of their own paperwork. The institution has to be registered under the Trust Act, the Shop and Establishment Act or the Companies Act, to have been running competitive exam training at the same address for three years or more, and to produce three years of income tax returns showing that income as educational. It must hold a GST or PAN number, keep an attendance register, run CCTV and preserve the recording for a year after the class ends, and disclose any past blacklisting when it registers.

The course itself has to be long enough, and it has to outlast the paperwork. The guideline sets a minimum length for the training and refuses classes started on a temporary basis, and the year's advertisement adds that the coaching must still be running for a stated period after the hard copy reaches the district office (Coaching assistance advertisement, e-Samaj Kalyan). A course that finishes the week you file is a problem. The guideline closes with the reminder that every point in it is guidance and that applications are finally allowed or refused on the government resolution (Coaching assistance guideline, e-Samaj Kalyan).
