About CSISMP

A Scheduled Caste or Scheduled Tribe candidate in Madhya Pradesh who clears the UPSC preliminary examination can claim Rs 40,000 from the state, and no portal sends it on its own. The Scheduled Caste Welfare Department has run the incentive since 2003-04, and it is built as six separate slabs across two examinations rather than one payment at the end (CM Helpline scheme record). Each slab is claimed on its own, in the year its result appears, on paper.

The scheme pays for a result already declared, which is the opposite of how most state education money works. Nothing here funds coaching, books or a hostel seat during preparation. The trigger is the moment the Union Public Service Commission or the Madhya Pradesh Public Service Commission publishes a list with the candidate's roll number on it, at any of the three levels those commissions run.

Madhya Pradesh operates the same incentive along two departmental lines, and a candidate falls into one of them by category rather than by choice. Khargone district publishes both: the Scheduled Caste version sits with the SC Development Department, and the Scheduled Tribe version with Tribal Welfare, each dated to the year 2003-04 and described as revised from time to time (Khargone district, SC scheme).

That two-line structure is why the amounts a candidate reads on one government page sometimes do not match another. The slabs are identical across both lines; the income test is not.

Important dates

The record leaves both the opening date and the closing date blank, and no district table sets a season for filing. What governs the calendar is the commissions' own: an MPPSC or UPSC result date is what makes a claim fileable, and the claim follows the result rather than preceding the exam.

Two dates do exist and both are useful. Khargone dates each line to the year 2003-04 and adds that it has been revised from time to time (Khargone district, ST scheme), which makes the slabs above a current figure rather than a permanent one. The state's own record then carries an update stamp of 19-05-2026 (CM Helpline scheme record), the most recent confirmation that they still stand. Filing quickly after a result is the safer habit, given the one-year limit the department's backward classes line applies to comparable claims.

Eligibility criteria

Four things have to be true at once: the candidate belongs to the Scheduled Caste or Scheduled Tribe list, is a native of Madhya Pradesh, has actually cleared a stage of the UPSC or MPPSC examination, and the parents' annual income sits under the ceiling. The first three are settled by certificates. The fourth is where applicants get caught.

Khargone district's Scheduled Caste table sets the parental income limit at Rs 6,00,000 a year for both the state service examination and the UPSC route (Khargone district, SC scheme), which is the figure the scheme's own record carries. The Tribal Welfare table for the Scheduled Tribe line sets it at Rs 8,00,000 a year for the same two examinations (Khargone district, ST scheme). Betul district, which carries both lines under one entry, publishes a third pair of figures: it accepts applications where the parents' income is 5.00 lakh or 8.00 lakh, without saying which figure attaches to which category (Betul district). A fourth state page, the Sports and Youth Welfare Department's youth portal, still describes total income from all sources as capped at Rs 1.20 lakh, which reads as an older ceiling that was never refreshed (MeraYuva, Government of Madhya Pradesh). Take the income certificate to the sanctioning office and have the number confirmed there before assuming a claim is dead.

None of the state's published descriptions add an age bar, a course condition or a requirement that the candidate be enrolled anywhere. The qualifying event is a result, not a semester.

Neither the state record nor either district table carries a disqualification list, and the state record's appeal field is filled in as nil. One boundary is worth checking at the counter anyway, because the neighbouring line for backward classes carries it in writing: that scheme's rules cap each level at one payment and refuse any application filed more than a year after the qualifying result was declared (Backward Classes Welfare Department rules). Whether the SC and ST offices apply the same one-year discipline is not stated in their published text, so a candidate sitting on a two-year-old mark sheet should ask rather than assume.

Renewal conditions

A renewal step would need something running to renew, and this incentive never runs. Each cleared stage is its own claim on its own form, so an aspirant who takes the preliminary slab in one cycle and the mains slab in the next has filed twice rather than extended anything, and a stage that is not cleared simply produces no claim.

Each stage carries its own fixed sum, and the UPSC ladder pays more at every rung than the state one.

One inconsistency is worth knowing before a candidate counts on the last row. Khargone's Scheduled Caste table shows the state service interview slab as nil, while its Scheduled Tribe table shows Rs 25,000 for the same stage, and the state record shows Rs 25,000 without splitting by category. Sanctioned money is paid straight into the candidate's own bank account, so there is no cheque to collect and no institution in the middle.

Documents required

The state record asks for photocopies of the domicile certificate, the caste certificate, the income certificate and the passing certificate of the college the candidate studied at. Two of those are easy to miss against the myScheme list rendered below, which names a previous class mark sheet but not an income certificate at all. The youth portal adds the item that actually proves the claim: documentary proof of success in the examination, alongside the caste, income and domicile certificates (MeraYuva, Government of Madhya Pradesh).

A Samagra ID and an Aadhaar-seeded bank account matter for a different reason. The department pays through its own beneficiary system, MPTAASC, which asks every beneficiary to register a profile once so departmental transfers reach the right account (MPTAASC, Tribal Affairs and SC Welfare Departments).

How to apply

The claim is filed on paper, in the district. The scheme's designated officer is the Assistant Commissioner or District Organiser, and the youth portal names the District Collector, the Assistant Commissioner or the District Coordinator of the Tribal Welfare Department as the office that receives the form (MeraYuva, Government of Madhya Pradesh). Filing costs nothing: the state record enters the application fee as zero, and the only address it gives for the scheme is that officer's desk.

Tracking a claim therefore looks nothing like tracking an NSP scholarship. There is no application number to type into a status page for this scheme, so three routes stand in for one:

• The sanctioning office itself. The file with the caste, income and domicile certificates sits with the Assistant Commissioner or District Organiser who received it, and that office holds the sanction stage.
• The department's helpdesk. MPTAASC publishes 1800-2333-951 with helpdesk.tribal@mp.gov.in for the Tribal Affairs side and 1800-2331-626 with helpdesk.scd@mp.gov.in for Scheduled Caste Welfare (MPTAASC).
• The bank account. Because the incentive is credited directly to the candidate's account, the passbook entry is the confirmation that the sanction went through, and its absence after a reasonable wait is what a complaint on the CM Helpline portal should describe (CM Helpline, Government of Madhya Pradesh).

Selection process

The selection has already happened elsewhere. The state record fills its beneficiary-selection field with two tests and nothing else, success at the commission's various levels and parental income inside the ceiling, which leaves no merit list, no departmental test and no interview standing between a declared result and a sanction. What the district office does is verify: the category certificate, the domicile, the income certificate and the proof of the result, and the transfer follows the sanction. No cap on the number of claims a district may clear in a year is published anywhere, so an eligible file is not queuing behind other applicants for a share of a fixed pool.

The conditions attached to the money are short. The candidate must hold Madhya Pradesh domicile and a valid SC or ST certificate, the parental income must be within the ceiling that applies to that line, the claim is made offline to the designated district officer, and payment is made by direct transfer to the candidate's account. The state describes the scheme as state-sponsored and beneficiary-oriented, and Khargone notes it has been revised from time to time, so the slabs and ceilings are administrative figures that a district office can be asked to confirm against its current circular.
