Dr. A.P.J. Abdul Kalam Meritorious Students Incentive Scheme (Class 12th Passed)(DAPJAKMSIS)

No opening date and no closing date are published for this incentive on the national scheme record (myScheme), and the Directorate's entry sets none either. What fixes the timing instead is the academic year, because the portal's scholarship reports are filed session by session and a claim belongs to the session in which the Class 12 exam was passed. So the thing to settle with the school once the result is out is that the profile has gone in under that session rather than the next one.

Four things have to be true at once, and three of them are settled long before the result: permanent residence in Madhya Pradesh, Class 12 taken from a government higher secondary school in the state, the highest marks in the district, and parents earning under a lakh a year from all sources. The Directorate's own entry adds a procedural detail the national summary leaves out, which is that the guardian's annual income arrives as a self-attested certificate and sits in the file next to the income certificate itself (Resource Book 2020, AIGGPA).

Two questions a district topper will ask are simply not answered anywhere in the published material. Neither the Directorate's entry nor the national record says how many students in a district can be paid, and neither says what happens when two students finish level at the top. No rule for either has been published, so the answer has to be asked of the offices the entry names as verifying the claim, the school authorities and the district office of public instruction (Resource Book 2020, AIGGPA).

The exclusions field on the national scheme record is empty, so the eligibility test is doing all the work of shutting people out (myScheme). Read against real applicants, it closes four doors. A Class 12 student from a private, aided or CBSE-affiliated school in Madhya Pradesh is outside it, because the scheme names government higher secondary schools specifically. A student who took Class 12 in a government school in another state is outside it too, since permanent residence in Madhya Pradesh is a separate condition from where the exam was written. Second place in the district is not a smaller award, it is no award. And a household above the income line loses the claim however good the marks are.

This is a single payment made against one board result, so there is no second year to apply for and no continuing condition to keep satisfying. The Directorate's entry describes no tenure, no instalments and no renewal step for the Kalam incentive, and the money is not tied to what the student does after Class 12 (Resource Book 2020, AIGGPA).

The payment is Rs 5,000 in cash, and unusually for a Madhya Pradesh school scheme it is the identical figure for boys and for girls (Resource Book 2020, AIGGPA). That flat figure is worth noticing, because the scheme printed immediately before it in the same chapter pays girls more than boys while putting the same headline amount against boys.

The money reaches the student's own bank account rather than the school's (myScheme), which is why the passbook sits on the document list and why the account recorded against the student has to be the one they actually use.

The checklist is short, and one line on it deserves a second look. The Directorate's entry asks for a below poverty line ration card among the necessary documents, while the eligibility test it prints alongside asks only for parents' income under a lakh a year (Resource Book 2020, AIGGPA). The national record softens that to a plain ration card (myScheme). The two are not the same document, and a topper whose family holds an ordinary ration card should raise this with the school before the file is closed rather than after.

The Samagra ID is the item that carries the file once it leaves the school counter. Madhya Pradesh keys its benefit payments to that number, which is the one thing the state's own scheme payment screen asks for (Scheme Payment Tracking, MP Shiksha Portal), so a Samagra record that does not agree with the marksheet and the passbook holds up a claim that is otherwise complete. The domicile certificate, the Class 12 marksheet and the self-attested income certificate are the papers that establish the claim itself; the Aadhaar, the Samagra ID and the passbook are what let the payment move.

There is no application to fill in. A single application is submitted at the government school where the student studied, with the Shiksha Portal named as the system the school works on (Resource Book 2020, AIGGPA). The school then does the rest, because it is the teachers who enter the student's profile on that portal from the records and certificates handed over (myScheme). The national record lists the mode as offline and carries no application link at all, which is accurate from the student's side even though the file itself travels online.

The practical consequence is that the person to chase is the Principal, not a helpdesk. A student who has left the school after the result, which is nearly all of them, should go back with the documents rather than wait to be called.

Following the File on the Shiksha Portal

Two public tools on the portal let you see where the file has reached without a login. The scheme payment tracking screen asks for the Samagra ID and reports the payments recorded against it, which is the check to run once the award has been sanctioned (Scheme Payment Tracking, MP Shiksha Portal). Before that stage, the portal's school-wise scholarship status report takes the academic year, the school's DISE code and the class, and lists the students sitting at whichever stage is picked from its status menu (School Wise Scholarship Status of Students, MP Shiksha Portal).

The stages on that menu are worth knowing, because they name who is holding the file: application not registered, pending with the SSDPO, rejected by the SSDDO, pending with the SSDM, processed by the SSDM, and sanctioned by the SSDDO. Application not registered means the school has not entered the profile yet, and the school is where that gets fixed. A name showing under sanctioned with nothing credited is a question for the payment tracker and the bank record instead.

Nothing is scored a second time. The Class 12 result decides who is in, and the district is the boundary the comparison is drawn inside, so marks that top one district can finish second in a larger one. Verification is the whole of the process after that, and the Directorate's entry names the school authorities and the district office of public instruction as the verifying officers (Resource Book 2020, AIGGPA).

The compilation that carries the scheme's terms is the state's 2020 resource book, and it says openly that each scheme's salient features come from the department concerned rather than from an independent reading of the rules (Resource Book 2020, AIGGPA). That makes the School Education Department's current circular the binding text wherever a detail has moved since. The conditions that have not moved are the ones the scheme is built on: the payment is made once against one result, the income test applies to the parents rather than to the student, and the award is attached to a government higher secondary school in Madhya Pradesh.

The first and usually the last contact is the Principal of the government school where Class 12 was passed, because the school both receives the application and enters it. Above the school, verification sits with the district office of public instruction, and the scheme itself is owned at state level by the School Education Department through the Directorate of Public Instruction (Resource Book 2020, AIGGPA). A file that has stalled at a stage the portal names as pending with a district officer belongs to that office, not to the school.
