About CMACS

Nothing under this scheme is reimbursed to a student who has already paid. The Social Justice and Empowerment Department empanels the coaching institutes first, publishes a merit list against each exam, allots a selected candidate to one of those institutes, and then releases the tuition money to the institute rather than to the student. The hostel money is the only part that reaches the student's own account, and that split is what the state's own entry for the scheme records (CM Anuprati Coaching Scheme, Jankalyan Portal record 915).

The scheme is a purchase of coaching seats, not a scholarship paid after a result. Rajasthan dates it to a start on 5 June 2021, files what it hands over as financial assistance given in cash and kind, and writes the mode of disbursement as coaching money to the institute and hostel money to the student (Jankalyan Portal record 915).

Scale followed. The Rajasthan Economic Review for 2023-24 reports that 20,353 students recorded their presence in the coaching institutes listed under the scheme during that year, and confirms that the scheme runs for candidates whose annual family income is less than Rs 8 lakh (Economic Review 2023-24, Other Social Services chapter). That review also names specially abled persons among the eligible groups, alongside the caste and minority categories the scheme record lists.

The department does not run it alone. When the department circulates the annual advertisement, copies go to the Commissioner of the Tribal Area Development Department at Udaipur, the Directorate of Specially Abled Persons, the Director of Minority Affairs and the Additional Director for Devnarayan schemes, so a candidate's category decides which wing of the state processes the file (Social Justice and Empowerment Department notice, 2024-25 cycle).

CM Anuprati Coaching has no annual month of its own. The department opens each cycle with a signed vigyapti that it requires to be published in a national English daily across all its editions and in a state daily circulating across Rajasthan, and it uploads the same notice to its website before opening the portal (Social Justice and Empowerment Department notice). The two most recent cycles ran on very different calendars.

Extensions are the norm rather than the exception here. The department's library carries dated orders extending the application date, the institute registration date and the joining date across several sessions, so a closed window is worth rechecking before you give up on a cycle (departmental document library).

Who can apply

Eligibility criteria

Two of the eligibility tests are decided by a database, not by a document you carry to a counter. Against the domicile condition the state record notes data verification through a web service, and against income it notes verification through Janadhar, which means the certificate that counts is the one already attached to the family's Jan Aadhaar record (Jankalyan Portal record 915).

The income route has an alternative that families in government service often miss: a candidate also qualifies if the parents are State Government employees drawing salary up to Level-11 of the Pay Matrix, which is a service condition rather than an income figure (myScheme, CM Anuprati Coaching Scheme).

The academic test is not one bar. It changes with the exam you apply for, and for several streams it is a Class 10 percentage rather than a Class 12 one, which is why a Class 11 student can enter the engineering and medical track while a graduate applies on the civil services track. The department fixes that percentage exam by exam rather than once for the scheme, and its benefit table is where the exact figure for each track is written.

Exclusions

The disqualifications for CM Anuprati Coaching are nowhere set out as one readable list. They sit in the department's revised detailed guidelines and standard operating procedure numbered 21178 and dated 15 November 2024, read with departmental circular 20930 of 13 November 2024, both of which the department says are available on its website (Social Justice and Empowerment Department notice, 2024-25 cycle). The one bar the record itself states is that a candidate who has already taken the benefit of this scheme cannot take it again (myScheme).

Renewal conditions

There is no renewal application to file. What runs instead is the period fixed against the exam a candidate was selected for, which the benefit table sets at four months on the REET and Patwari tracks and two years on the engineering and medical one (myScheme, CM Anuprati Coaching Scheme), and the state record adds that the sanctioned amount goes out in two instalments rather than as a single transfer (Jankalyan Portal record 915). Because the once only bar attaches to the scheme and not to a particular examination, finishing one sanctioned course does not open a second one.

What you get

Award & benefits

The money splits in two directions, and the direction matters more than the figure. The coaching amount is released to the coaching institute and the hostel amount is released to the student, which is the mode of disbursement written into the state's own record of the scheme (Jankalyan Portal record 915). So a selected candidate never pays the tuition and never gets reimbursed for it.

The state also puts a ceiling on the institute. In the undertaking every empanelled institute files on a 100 rupee stamp paper, which the department requires to be attested by a notary public, it declares that beyond the instalments fixed by the department it will not take any other amount from the beneficiaries at any time, and that it will provide qualified full time faculty, study material, revision sessions, extra classes and test series for the duration of the course (format of the self-declaration by coaching institutes). A demand for a registration charge or a material fee from a selected student is a breach of that undertaking, not a normal cost.

One figure is genuinely missing. Neither the state record nor the myScheme entry puts a rupee amount against the hostel component, and the revised detailed guidelines and standard operating procedure of 15 Nov 2024, where a rate would sit, are published as a scanned order carrying no readable text (departmental document library). Amounts for it circulate widely on coaching sites; none of them traces back to a departmental document, so the rate that applies to a session is worth asking the department for rather than assuming.

What to prepare

Documents required

The department's prerequisite note for this scheme is stricter than a document checklist. It says the domicile and caste certificates must be updated on Jan Aadhaar itself, and it warns candidates to update every document in Jan Aadhaar, e-Vault or DigiLocker before applying, and to check that the bank account is active so the payment does not fail (prerequisites for applying, Social Justice and Empowerment Department). The department thought that important enough to ask newspapers to carry it as a press note ahead of the application window (press note on updating Jan Aadhaar and DigiLocker).

Income proof is not one form either. The department publishes separate income certificate formats for salaried and for non-salaried applicants under this scheme, so a candidate whose parent works in a government department or a private firm files the employer certified version (departmental document library).

Step by step

How to apply

The application is filed from your own SSO account, not on a scheme website. The department's notice routes candidates through the SSO Portal to the departmental SJMS SMS application and tells them to click the CM Anuprati Coaching icon there, and the portal is opened only for the dates the notice fixes (Social Justice and Empowerment Department notice). Registration and sign in for that portal run through the state single sign on service (CM Anuprati Coaching and Ambedkar DBT Voucher portal).

The order of the two windows explains a common frustration. Institutes apply to be listed first, and only after they are empanelled are candidate applications invited: for the 2024-25 session the department set 15 December 2024 as the last date for institutes to submit their online proposals, and student applications opened afterwards (press note on updating Jan Aadhaar and DigiLocker). An empty institute list in the form usually means the first window has not closed yet.

Following the File After You Submit It

Nothing about this scheme is tracked through an acknowledgement slip alone. The department publishes the merit position itself, exam by exam, as downloadable lists in its document library, and it filed a separate order on CM Anuprati application status in the same library, under number 14360570 (departmental document library). After allotment the working record moves to the institute's login: when the department reopened the joining window for the 2025-26 session, it made the option visible on the SSO ID of the coaching institute concerned rather than on the student's own dashboard (press note, joining last date 2025-26).

How winners are picked

Selection process

Merit is not computed across the whole applicant pool. The department publishes a provisional list for one exam at a time and, inside that exam, a separate block for each category, with nothing against a candidate but the application number, the name, the father's name and a merit rank. The 2024-25 provisional list for engineering and medical entrance exams runs in blocks for SC, ST, OBC, SBC, EWS, Minority and Disabled candidates in that order (provisional merit list, engineering and medical entrance exams).

That structure repeats across the streams the scheme covers. For the 2025-26 session the department published separate final lists for UPSC civil services, RPSC RAS and subordinate services, RPSC sub inspector, constable, REET, RSSB Patwari, RRB, banking, SSC and CDS, CLAT, CAFC for chartered accountancy, CMAFC, CSEET and the engineering and medical entrance track, each of them preceded by a provisional list for the same exam in December 2025 (departmental document library). A name on a provisional list is not yet an allotment; the final list for that exam is.

Selection also comes in rounds rather than in one publication. For the 2025 cycle the department issued a first merit list, then a second merit list and then a third merit list, exam by exam, which is how seats left unclaimed after joining move down the ranks (departmental document library). The institute is allotted with the list, and the candidate joins at a listed coaching centre of that allotted institute (press note, joining last date 2025-26).

Fine print

Terms & conditions

The conditions that protect a student are written into what the institute signs, and they are worth knowing before you walk into a centre. In that same declaration, the institute states that it has not been blacklisted or debarred by any government department in the last five years, that it will admit students only according to the department's list of selected candidates, and that it accepts any strict action the department takes if the information it uploaded turns out to be wrong (format of the self-declaration by coaching institutes). Empanelment itself is evidence based: registration certificate, three years of activity reports, three years of audited accounts certified by a chartered accountant, a full time faculty list with subjects and qualifications, building ownership or rent papers with a floor plan and classroom capacity, and PAN with three years of income tax returns.

All of that is the institute's own declaration, notarised but self made, rather than anything the department certifies. What the department publishes under its own name is a list of institutes it has blacklisted, and that list is drawn from its scholarship portal rather than from the coaching panel, so it will not settle whether the institute a candidate was allotted is in good standing (List of Blacklisted Institutes, Social Justice and Empowerment Department).
