About CEA

The Children Education Allowance is a state welfare scheme run by the Nagaland Building and Other Construction Workers' Welfare Board (NBOCWWB), which operates under the Department of Labour, Government of Nagaland. The Board was constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and its work is to deliver social security to registered construction workers and their families.

Under this scheme the Board provides cash assistance towards the schooling of children of its registered, active beneficiaries. It is one of a handful of welfare programmes the Board runs alongside tool grants, medical assistance, life insurance and a maternity benefit, and it is meant to ease the cost of keeping a worker's child in school.

The allowance is aimed at the children of construction workers who are registered with the NBOCWWB and have kept their membership active. Eligibility flows from the parent's registration with the Board rather than from the child alone, and the child must be enrolled in school within the classes the scheme covers.

Applications are uploaded to the Board's online portal during a set window each academic year, and the concerned District Officers verify the claims. The assistance has to be sought again each year, within the window the Board sets for that academic session.

Who can apply

Eligibility criteria

The worker should be engaged in building or construction work.
The worker should be registered with the Nagaland Building and Other Construction Workers' Welfare Board.
The worker’s child should be studying between Nursery and 10th Class.
A maximum of two children per family are eligible.
