About CMSSG

Gujarat's Chief Minister Scholarship Scheme reads, at first glance, like a general merit award for any student who cleared Class 10 or Class 12 well. It is not. The Education Department has run it since the academic year 2014-15 for students from the most economically weaker sections of the state, and the form filters on seven named categories before marks matter at all. A student outside those categories is told, in the portal's own instructions, not to apply.

The scheme is a state programme of the Education Department, Government of Gujarat, in effect since the academic year 2014-15, with a maximum of 2,500 scholarships awarded annually and a ceiling that ranges from Rs 10,000 to Rs 5,00,000 depending on the course (Education Department, Government of Gujarat). Those figures are ceilings, not payouts. What actually lands is half the year's tuition fee or the ceiling for that course, whichever is lower, so the headline Rs 5,00,000 is reached only by a seat whose annual tuition is at least twice it (CMSS student instructions).

Everything runs on the scheme's own portal at scholarships.gujarat.gov.in, which opens three doors each cycle, marked Fresh Application, Renewal Application and Delayed Application, alongside a notice board that carries the year's instructions, formats and merit lists (Hon. Chief Minister Scholarship Scheme portal). Day to day the scheme is administered from the office of the Knowledge Consortium of Gujarat, which carries it as one of its student support initiatives.

Important dates

There is no fixed calendar that holds from year to year. What the scheme publishes instead is an instructions box on the front page of the portal carrying the current cycle's dates: one last date for online applications, covering fresh, renewal and delayed alike, and a second, later date for getting documents verified at a help centre (Hon. Chief Minister Scholarship Scheme portal). Both dates for the 2025-26 cycle fell in August 2026, the help centre one a little over a week behind the online one, and that window has closed.

A third date sits in the same box and is the one students miss. Every document has to reflect the applicant's position as on the cut-off date named there, which the portal sets at the end of March before the cycle's applications, not as on the day the form is filled, so an income or category certificate obtained after that date is not counted for that cycle. The student instructions ask applicants to look at the website every week instead of relying on a date remembered from last year (CMSS student instructions).

Who can apply

Eligibility criteria

Two tests have to hold at once, and only one of them is about the student's record. The first is category. The instructions name seven categories of students who may apply: girls from talukas with female literacy rates below 50%, children of soldiers martyred or permanently disabled on duty in war, terrorism or Naxalite violence, children of labourers, children of a parent with 40% or more disability along with students who carry that disability themselves, children of widows, orphaned children who have lost both parents, and children of divorced or abandoned women (CMSS student instructions; the Education Department, Government of Gujarat summary of the scheme runs the two women's categories together into one line).

The second is the household ceiling, a family annual income of Rs 4.50 lakh (Education Department, Government of Gujarat), and the instructions apply it twice: once to the fresh applicant and again to the same student at every renewal, so a family that crosses it in year three loses the award mid course rather than keeping it as a vested benefit (CMSS student instructions).

Category is proved at the moment of applying, not later. A certificate from the competent authority for that category has to be uploaded with the online form, and for the labourer category the portal accepts only an e-Nirman card, on the sample format it publishes. The income certificate is the one issued by the Mamlatdar, the Taluka Development Officer or the Talati-cum-Mantri, and it stays valid for three financial years from the date it was issued.

Who cannot apply

Exclusions

The scheme names nobody it shuts out. Exclusion is built into the entry gate instead: students who do not fall in one of the seven categories are asked, in the instructions themselves, not to apply at all.

The exits that follow are procedural, and there are three of them. An online application that is never carried to a help centre for document verification is cancelled automatically. An applicant who is asked for a missing document and does not upload it after three chances on the registered mobile number is taken to have decided not to produce it, and the commissionerate rejects the file. And uploading the wrong document more than three times cancels the application outright, which is why the instructions steer a student stuck in a repeat-upload loop to a help centre or the scheme office in person rather than back to the upload screen (CMSS student instructions).

Renewal conditions

Renewal is a fresh application every year rather than a switch that stays on. A student who drew assistance in the previous year applies through the Renewal Application door, and the portal counts renewals instead of course years, which is why the labels do not line up with the year a student is actually studying in.

Three conditions decide a renewal, and passing is only the first of them. The student has to have cleared the examination of the year in which the scholarship was received with at least half the marks, has to hold an attendance certificate from the head of the institution showing at least three quarters attendance for that academic year on the format published on the portal, and has to still be inside the family income ceiling. The renewal file also carries what the fresh one did not: the receipts for the fees actually paid in the year being claimed, and, under a semester system, both semesters' marksheets rather than one (CMSS student instructions).

Where a result is stuck because the university has not held or declared the examination, or an ATKT retest or a rechecking is pending, the portal provides a self declaration annexure to upload in the meantime, on the condition that the application itself is filed before the last date and the marksheet is uploaded and verified at a help centre within 7 days of reaching the student. Nothing raised after the last date is looked at.

The rule that decides the money is not the headline range. Tuition fee assistance under the scheme is half the annual tuition fee or the maximum ceiling for the course, whichever of the two is lower (CMSS student instructions). The ceilings themselves run from Rs 10,000 at the higher education end to Rs 5,00,000 for a medical or dental seat, inside a cap of 2,500 scholarships for the year (Education Department, Government of Gujarat). A student on a modest fee therefore takes half of it and never sees the ceiling at all, which is also why the fee receipts sit in the document list rather than being optional paperwork.

Payment is by Direct Benefit Transfer, and that carries one hard precondition that has nothing to do with merit. The account has to be with a scheduled bank and the student's Aadhaar number has to be seeded to it. An unseeded account does not fail loudly at the application stage, it simply means a sanctioned amount never lands, and the instructions send students to the UIDAI bank mapper to confirm the link before they apply rather than after (CMSS student instructions).

What to prepare

Documents required

Formats are not left to guesswork here. The portal's notice board carries a document formats set for the current year and a second, separate set of formats written specifically for the seven categories, and both are published before the application window (Hon. Chief Minister Scholarship Scheme portal). Which of them a student needs depends entirely on the category selected on the form, and the instructions name the proof each one takes.

Around the category proof sit the income certificate from the revenue officer named above, the admission committee's letter for the diploma or degree seat, every receipt for the tuition fee paid, the head of institution's certificate in original, and the first page of the bank passbook. Scans go up as JPEG or JPG, and the size limits published with them allow up to 1 MB for a document in pdf and up to 512 KB for one in jpg or jpeg (CMSS student instructions).

The entry rules quietly void applications too. The name has to be written exactly as the original Class 10, Class 12 or diploma marksheet shows it. The seat number goes in without a space or a special character. The passing year and the percentage are taken from the marksheet, and where a marksheet carries no percentage the student calculates it by the university or board's own rule.

Step by step

How to apply

Registration comes before the form. A fresh applicant registers with the Class 10 or Class 12 seat number, or, for a diploma to degree applicant, the diploma enrolment number. The user id and password are generated on registration and sent by SMS to the mobile number entered there, which is also the number every later instruction goes to, so it has to be the student's own and it has to stay active for the length of the course. A Class 12 Arts or Commerce student selects the General stream option and a Science student selects Science Stream, and the course is matched to the correct department using the department wise course list on the notice board (CMSS student instructions).

The step that catches people out comes after submit. Verification of originals at a help centre is compulsory and has to happen within 7 days of the online application, the printout of the form and a set of self attested copies are left there, and the acknowledgement receipt handed back is the thing that matters: only an application verified at a help centre and holding that receipt goes forward to be judged on merit. The list of help centres sits on the same notice board (Hon. Chief Minister Scholarship Scheme portal).

Tracking runs through the Student Status link on the portal, which the home page describes as the way a student checks his or her application directly from the website (Hon. Chief Minister Scholarship Scheme portal); the login is the user id and password issued at registration. It is worth opening even when nothing is pending, because the department that owns the course can ask for extra papers about the result or the family income at any point, and a status reading Pending carries an upload option and a Remarks line naming exactly what the office wants. If status shows the application sanctioned and the account is still empty, the thing to check is the bank rather than the portal, because the transfer runs on DBT and stops at an account with no Aadhaar seeding. Selection process

Selection is merit inside a fixed number, not merit against a published threshold, and the exam that supplies the merit changes with the course.

Each group carries its own share of the 2,500 places (Education Department, Government of Gujarat), and the outcome for each is published on the portal as a provisional merit list and then a final one, which is where a student sees the result rather than in an individual letter. Approval is not centralised either: the portal publishes a list of the various departments that approve or reject applications, so the department that owns the course is the one deciding on it (Hon. Chief Minister Scholarship Scheme portal). No marks threshold is published beyond the eligibility test, which means the effective cut-off in any year is simply wherever a course group's merit list runs out of places.

What a student types at registration is treated as final. A registration made with a different number or with wrong information will not be altered later, and the application can be rejected for it, so the marksheet, the Aadhaar card, the ration card member ID and the bank passbook are meant to be in front of the student while the form is open (CMSS student instructions).

The three financial year validity of an income certificate is the condition that catches renewal students mid course. A certificate that was fine for the first year can expire during the second or third, and the renewal has to carry a new one rather than the old.

There is also a publicity condition worth knowing about before applying. At the end of each academic year the department shares the details of beneficiary students with the press for publication in daily newspapers, which is how the scheme puts its award list in public view (Education Department, Government of Gujarat).

Chief Minister Scholarship Scheme portal). The site itself is built and hosted by the National Informatics Centre, Gujarat State Centre.

There is a physical counter behind those two, and the instructions treat it as the place a stuck file gets unstuck: the Knowledge Consortium of Gujarat office opposite PRL, beside L.D. College of Engineering in Navrangpura, Ahmedabad, visited in person before the last date for accepting applications. That is where a renewal student whose registered mobile number has changed has to go, because the number cannot be edited online. Registration itself has a manual fallback that is easy to overlook: a student who cannot get past the registration screen is asked to email the admission letter, the Aadhaar card and the Class 10, Class 12 or diploma marksheet to the scheme's address (CMSS student instructions).
