Cash Award (A.B.O.C.W.W.B)(CA(ABOCWWB))

No application window is published for this award. The Board lists it as available immediately after registration rather than in an annual round, and the result it rewards is described as the examination "of that particular year", so the practical timing is the weeks after the Board of Secondary Education, Assam or the Assam Higher Secondary Education Council declares results, while the district's six places are still open.

Two dates do bind the parent, and one circular carries both. The Nirman Sakhi portal became operational on 9th January 2025, with every existing registered worker required to onboard on it before applying for benefits, and submission of the new BOCW identity card generated there became mandatory for availing any benefit with effect from 15th May 2025 (Board circular on BOCW ID submission.pdf)). The SOP also sets an internal service norm of 15 days for an application to be disposed from an individual officer's console, which is the yardstick to quote when a file has stalled (SOP for ABOCWWB operations).

Eligibility is decided on the parent first and the student second. The parent must be a construction worker registered with this Board, in Assam, with an active membership, and the student must be a permanent resident of Assam who has scored at least 55% in HSLC, AHM or H.S.

The parent's half of that test is the harder one, and Nirman Sakhi enforces it long before a marksheet is ever uploaded. Its registration screen admits a construction worker aged 18 to 55 with at least 90 days of construction work behind them in the last 12 months, and it will not proceed without an Aadhaar number carrying a live linked mobile for the eKYC step and an eShram UAN already issued; a worker who came in from another state clears it only if the present address or work location is inside Assam (Nirman Sakhi registration criteria). The rolls are then held open by a small standing payment, Rs 25.00 once at registration and Rs 20.00 a month afterwards, which the Board lets a worker settle quarterly, half-yearly or yearly rather than in twelve separate trips (SOP for ABOCWWB operations).

One point runs in the family's favour. Several of the Board's benefits carry a waiting period after registration, maternity assistance after three years and marriage assistance after five. The Cash Award does not. Its availability is listed as immediate after registration, so a worker who registered this year and paid up can claim on this year's result (Assam BOCW Welfare Board).

Nothing sits under this scheme's own exclusion heading, so the bars have to be gathered from the Board's registration and claim rules, and there are four. A worker who registers is expected not to be a beneficiary of another welfare scheme (Nirman Sakhi FAQ). A membership that has lapsed, or a contribution book that is not current, breaks the claim before the marks are ever looked at, because the Board asks for the latest updated monthly contribution copy and a renewed identity card as claim documents. A result below 55% falls outside every band. And the exam list is closed: HSLC, Assam High Madrassa and Higher Secondary in Arts, Science or Commerce are named, so a diploma or a degree result does not qualify here.

There is nothing to renew. The Cash Award attaches to one board examination in one year, is paid once, and does not carry into the next class. What has to be renewed is the parent's membership of the Board, and Nirman Sakhi puts that behind a gate of its own: the Board's FAQ states that an existing member must complete onboarding first and can apply for renewal only once the onboarding application has been approved (Nirman Sakhi FAQ). The renewal form then re-tests the worker rather than the student. It asks that the worker has not completed 60 years of age, is not a member of any other welfare fund, has worked at least 90 days in construction in the immediately preceding 12 months, and carries no default in subscription fees, an arrear being clearable only by paying it with the applicable penalty (Nirman Sakhi). A lapsed registration takes the household out of every benefit, this one included.

The amount turns entirely on the marks band, not on the exam and not on the course the student goes on to.

Note the shape of it. The distance between the top band and the bottom band is narrow, so a student who only just clears the floor takes home most of what a distinction takes home. The Board words it as an incentive for pursuing higher education, and payment is routed through DBT to the applicant's bank account, which is why an active account with a matching IFSC and an updated statement sits on the document list.

The myScheme entry and the Board's own claim column do not ask for the same papers, and it is the Board's column that a district office works from. Beyond the filled application form, the Board wants a reading certificate from the principal or headmaster of the institution, the admission slip for the current academic year, the previous year's passing marksheet or the current admit card if the marksheet has not arrived, the beneficiary identity card copy showing renewal, the latest updated monthly contribution copy, an active bank account copy with IFSC and an updated statement, and Aadhaar (Assam BOCW Welfare Board).

One further document has become compulsory since the Board moved to its new system. With effect from 15th May 2025, a copy of the new BOCW identity card generated through the Nirman Sakhi portal must accompany any benefit claim, with only funeral, death and family pension claims exempted (Board circular on BOCW ID submission.pdf)). A worker registered under the old system who has not completed onboarding on Nirman Sakhi cannot produce that card, and the claim stops there.

Start with the parent's account, not the student's marksheet. The old ABOCWWB portal has been discontinued and Nirman Sakhi is now the Board's only portal, so an existing member has to complete onboarding registration there using the old identity card, the subscription fee receipt, an Aadhaar-linked bank passbook and the eShram number (Nirman Sakhi onboarding criteria).

The claim itself is in transition, and this is the part the scheme listings do not say. The Board's FAQ states that new registration, onboarding and renewal are live on Nirman Sakhi while benefit claim and disbursement modules are still being developed for a later phase, and the portal's Apply For Claim panel currently answers with an Under Maintenance notice pointing back to the benefits list (Nirman Sakhi FAQ, Nirman Sakhi). The Board's benefits table says the same thing in its own column: the E-services cell reads Launching Soon against all 13 benefits, Cash Award among them (Assam BOCW Welfare Board). Until that module opens, the working route is the printed Application form for Cash Award published by the Commissionerate of Labour, filed with the district labour office that holds the worker's registration (Commissionerate of Labour, Assam). Common Service Centres assist with registration and renewal free of charge, and workers can approach the district labour office directly for help with an application.

To track anything, keep the reference number. The Nirman Sakhi home page carries a Track Application box, and the example format printed inside it, ABOCW/123/2024/REG/00000008, is a registration reference, which is the class of application the portal is actually moving today (Nirman Sakhi). The SOP records that a tracking reference is generated on submission, that SMS updates go out at each step, and that a worker who filed through a Common Service Centre may ask that operator for the status by telephone, quoting the tracking ID (SOP for ABOCWWB operations). The Board publishes no way of ranking the six. There is no cut-off above the 55% floor and no merit rule set beside it (Assam BOCW Welfare Board), so what decides the order is queue position, and about the portal side of that queue the Board has put a rule in writing. In August 2025 the Labour Commissioner wrote to every Assistant Labour Commissioner, Labour Officer and Labour Inspector acting as a Registering Officer, having found that some field offices were taking Nirman Sakhi applications in a random manner, and directed that every application be processed strictly in the chronological order of its receipt in the portal, first come first serve, with no deviation except in cases of duly approved priority; the same letter told those offices to clear the onboarding and new applications left pending despite reminders (Board circular on processing order). Registration, onboarding and renewal are the modules that are live, so that is the queue the directive orders at present, and it is the queue a family has to reach the front of before a Cash Award claim can be filed at all.

After that the file moves through a fixed chain. The Registering Officer verifies it, places it before a scrutiny committee, uploads the committee's minutes and forwards the case to the head office, where it is processed through PFMS, the bank account is auto-verified, and the approving authority releases the payment (SOP for ABOCWWB operations). A wrong or dormant bank account fails at the PFMS step rather than at the district, which is why it is worth checking before filing.

Every benefit the Board sanctions is conditional on cess funds being available, and the Cash Award is written that way in the Board's own benefits table, so the district quota is a ceiling rather than a promise. Payment is by DBT into the student's or the beneficiary's verified account, which makes the bank details part of the eligibility rather than an afterthought.

One term protects the family directly. The SOP records that CSC services for registration and renewal are free to the worker, that no fee or gratuity is to be paid to the village level entrepreneur for them, and that a VLE may charge only for printing an identity card at a rate the Board notifies and displays at the centre. Anything asked beyond that is worth raising with the district labour office.
