About CHS-ASSAM

Most of the money in this scheme never touches the student's account. The Directorate of Tea Tribes and Adivasi Welfare pays 90% of the fee for a seat at a coaching institute it has empanelled, and the candidate pays the remaining 10% straight to that centre (detailed advertisement for 2024-25). Knowing that changes what you plan for: you are competing for a seat with a fixed price tag, not applying for a scholarship that arrives in instalments.

Coaching for Higher Studies sits inside the welfare machinery built for Assam's tea garden and Adivasi population, and it runs on two tracks that look nothing alike. The track students meet on the SIRISH portal buys graduate-level and entrance coaching from the institutes the Directorate empanels, for Civil Services, Staff Selection Commission, banking and other government job exams, engineering and medical entrance (detailed advertisement for 2024-25). The district track, written into the Directorate's own scheme record, has Deputy Commissioners set up coaching centres at district headquarters and sub-divisions for HSLC and HSSLC candidates of the community, in consultation with local MLAs and on a model estimate prepared with the Education department, while state-level coaching of at least 3 months for civil services aspirants is organised at Guwahati (scheme record, Directorate of Tea Tribes and Adivasi Welfare).

That second track explains where the grant goes. The Directorate releases funds by e-transfer to the Deputy Commissioners and to the institutions, not to applicants, and the whole exercise has to be closed inside the financial year, by 31st March (scheme record). Nothing in that flow is a payment to the applicant. The one sum that lands in a student's own bank account is the monthly stipend, set out under Award and Benefits.

This scheme is advertised on its own, not as part of the Directorate's annual multi-scheme round, so the pattern to watch is a standalone coaching advertisement.

What the 2023-24 papers show is how long the tail is. Applicants who had entered a CGPA were called to Rupnagar on 27th, 28th and 29th July, 2023 (verification notice, 25th July 2023); document verification for the shortlisted ran from 7th to 10th August, 2023, a separate date for each course (document verification notice, 2nd August 2023); a second round of calls followed on 5th, 6th and 7th October, 2023 (second verification notice, 29th September 2023); and that stream of the round was only settled by the selection notice of 8th December, 2023, more than six months after the advertisement (notice of selected candidates, 8th December 2023). The 2024-25 round followed the same shape, with applicants called to Rupnagar for document verification in October 2024 (document verification notice for 2024-25, detailed advertisement for 2024-25).

Since then, nothing. The Directorate's 2025-26 advertisements opened other schemes and not this one, the notice of 29th May, 2025 taking applications for the Pre-Matric and Simon Sing Horo scholarships (advertisement notice, 29th May 2025) and a separate advertisement of 24th July, 2025 for the civil services prelims assistance (advertisement, 24th July 2025). The 2026-27 advertisement of 24th August, 2026, which opened the portal from 25th August, 2026 to 5th October, 2026, names seven schemes and coaching is not among them (advertisement notice, 24th August 2026). So two annual cycles have passed without a coaching round. No notice closing the scheme has been published, and both the Directorate's site and SIRISH still carry it with its guideline, which makes it dormant rather than withdrawn: watch the notice board instead of assuming a window.

Who can apply

Eligibility criteria

Community and domicile come first: permanent residence in Assam plus membership of the Tea Tribes and Adivasi community, evidenced by a caste certificate whose certifying authority is the Deputy Commissioner or the SDO (C) of the district (scheme record). Beyond that the bar is academic and it is set course by course. For coaching aimed at graduate-level government job exams, the advertisement asks for the minimum percentage in graduation that those exams themselves demand of a candidate (detailed advertisement for 2024-25).

Two things trip applicants up here. Marks must be entered as a percentage, and an applicant holding a CGPA or a grade has to convert it to a percentage under the norms of their own university before filling the form (detailed advertisement for 2024-25). In 2023 the Directorate had to call a list of candidates to Rupnagar for physical verification of their graduation final marksheets precisely because they had entered a CGPA or left the percentage blank (verification notice, 25th July 2023).

One quota is written into the scheme itself: 30% of the numbers sanctioned for coaching are earmarked for girl students (scheme record).

On income, there is no ceiling to report. The coaching advertisement prints no income limit at all, and the scheme page asks only for an undertaking on family income in the Directorate's own format, which downloads from that page (SIRISH scheme page, detailed advertisement for 2024-25). A figure does exist for the Directorate's other schemes: the pre-matric, post-matric and financial assistance rounds advertised for 2026-27 fix that undertaking at annual family income not exceeding Rs 5.00 lakh, signed by the parent or guardian (advertisement notice, 24th August 2026). That limit belongs to those schemes. Nothing published for coaching adopts it, so treat it as a neighbouring rule and ask the Directorate what governs the coaching round you are applying in.

Who cannot apply

Exclusions

Only one bar sits in the scheme's own eligibility text; everything else that removes a candidate is procedural. Failure to appear for document verification, or an inability to produce the original documents before the Directorate, is treated as disqualification of the candidature (document verification notice, 2nd August 2023). A candidate who declares a CGPA equivalent to a percentage has to sign an undertaking that the conversion is correct and accepts liability under existing law if it is not (verification notice, 25th July 2023). The Directorate also refuses to consider applicants who apply repeatedly from different sub-divisions on its portal (advertisement notice, 24th August 2026).

Renewal conditions

Nothing carries over from one round to the next, because what the scheme buys is a seat rather than an entitlement: the course-wise seats are re-advertised, the sanction has to be closed by 31st March, and a candidate who wants a second course competes again on marks (detailed advertisement for 2024-25, scheme record). Neither the advertisement nor the scheme record offers a route to extend a funded coaching seat past that closing date. What the portal does recognise is a returning applicant: someone who applied the previous year is asked for the current year's marksheet of the last examination passed instead of the whole upload set (SIRISH scheme page).

Award & benefits

The government share is 90% of the coaching fee for the course you are selected into, and the balance is paid by the candidate directly to the coaching centre. For 2024-25 the Directorate published that 10% share and the seat count together, course by course.

Selected candidates also draw a stipend of Rs 4,000 per month for the duration of the course (detailed advertisement for 2024-25).

Three institutes were empanelled for that round, and they are not spread evenly across the courses. Civil Services Achievers' Point held the civil services course on its own; Darpan and Yuvaan Educative LLP took the engineering and medical entrance courses between them; and the SSC, banking and other government job exam line ran through all three (detailed advertisement for 2024-25). The choice of centre is the candidate's: when the 2023-24 selections were notified, the Directorate published each institute's Guwahati address and asked selected candidates to approach the one they had opted for to complete admission (notice of selected candidates, 8th December 2023).

• Provision of coaching to students for preparing them for various competitive examinations like Civil Services, Medical, Engineering, Staff Selection Committee (Graduate level), and Banking (Probationary Officers), to enable them to compete with other candidates and succeed.

What to prepare

Documents required

The scheme page publishes two lists rather than one, and the shorter list is the one repeat applicants need. A fresh applicant uploads the full set; a returning applicant uploads the current year's marksheet of the last examination passed (SIRISH scheme page). The bank document is specific: the first page of an Aadhaar seeded scheduled bank passbook belonging to the applicant, and the family income undertaking has to follow the format the Directorate publishes on that page.

Verification day needs more than the uploads. Shortlisted candidates carry the originals of the graduation or Class 12 marksheet, the caste certificate and other relevant documents, plus a set of self attested copies and a copy of the application submitted on the portal (document verification notice, 2nd August 2023).

How to apply

Applications are taken only online, through the SIRISH portal, and the account comes before the form: registration runs on an Aadhaar number, the mobile linked to it and a password you set (how to register, SIRISH). One account serves every scheme the Directorate runs, so an ID opened for an earlier application is the one to log in with rather than a second registration (advertisement notice, 24th August 2026). The portal is served from three mirror links on its login page, any one of which will do (SIRISH portal login), and the screen by screen route through the form itself is set out in the Directorate's manual at how to apply, SIRISH.

Tracking Your Application

The logged-in dashboard does carry an Application Status entry, sitting on the applicant menu between Apply Online and View Profile, and the portal's published feature list promises an acknowledgement receipt on submission and intimation of the status of applications (user manual, SIRISH). For this scheme, though, the decisions themselves arrive as public notices rather than as a status line. The Directorate uploads the course-wise lists of provisionally shortlisted candidates to its official website and publishes the document verification schedule as a notice (document verification notice, 2nd August 2023), and the selection that follows is notified the same way (notice of selected candidates, 8th December 2023).

Absence from a first list is not always the end of it. In the 2023-24 round the Directorate issued a fresh call for shortlisted candidates who had not turned up, and, separately, called a second list of candidates who had not been shortlisted earlier for the medical entrance course on the recommendation of the State Level Screening Committee (second verification notice, 29th September 2023). How winners are picked

Selection process

Seats are limited and the rule is blunt: candidates with the highest marks in the qualifying examination for the respective course are the ones selected (detailed advertisement for 2024-25). The Directorate first draws a provisional course-wise shortlist from the percentage each candidate declared in graduation or Class 12, then calls those candidates to the Directorate office at Rupnagar, Guwahati, on separate dates for each course (document verification notice, 2nd August 2023).

Being called is not selection. The Directorate says so in the notice itself, adding that the course-wise final list of selected candidates is notified separately, and that no TA or DA is payable for attending verification (second verification notice, 29th September 2023).

The body that picks the names is the State Level Screening Committee, and its selection goes to the Minister for Tea Tribes and Adivasi Welfare for approval before the list is published. How small the final number can be is on the record: closing the second verification round of 2023-24, the Directorate notified a course-wise total of 5 selected candidates, 1 for banking and other government job exams and 4 for the medical entrance course (notice of selected candidates, 8th December 2023).

Money moves under conditions that sit with officials rather than students. Grants go by e-transfer to Deputy Commissioners and institutions, progress is monitored by the Deputy Commissioners at district and sub-divisional level and by the Directorate at state level, the accounts are audited by the AG (Audit), Assam, and the Directorate submits a utilisation certificate to the government (scheme record). What binds a selected candidate is the fee share: the 10% is payable to the coaching centre directly, and the admission itself is arranged with that centre rather than with the Directorate (detailed advertisement for 2024-25, notice of selected candidates, 8th December 2023).
