Bharati Scheme for Education - 6th Class to 10th Class(BSE - 6C10C)

There is no Bharati calendar to hand a class 6 to 10 family: the scheme record leaves the opening date and the closing date alike blank. The guidelines are written against a named academic year, 2019-20, rather than against a calendar deadline, and the corporation announced each cycle's window through its Notifications page instead (scheme guidelines).

That page is where the honest answer about the scheme's standing lives. At its last archived capture it had carried nothing addressed to students since a notification dated 23-05-2018, and its newest entry of any kind was a tender for four wheeler vehicles dated 03-12-2022 (corporation notifications). The corporation's own scheme listing, captured the same day, was headed 2022-23 and offered only the Chanakya and Garuda schemes, with no Bharati card on it (Brahmin Welfare Schemes). Those are archived copies of the corporation's own pages, cited that way because its live site is being served under an expired security certificate. A family should treat an application window as unannounced until the corporation posts one, and should confirm by phone before assembling certificates.

Part of the eligibility test is settled by a database rather than by a piece of paper. What the family types at registration is validated against Mee Seva, Praja Sadhikara Survey and Civil Supplies records, so a household that never completed its Praja Sadhikara enrolment fails on the data before an officer reads the application at all (scheme guidelines).

Two further conditions sit in the guidelines rather than in the eligibility list a family usually reads. The student has to be pursuing a regular course for that academic year, and has to have passed every subject of the previous year, which rules out a child carrying a pending backlog into class 9 or class 10.

On money, the ceiling is annual family income of Rs. 3,00,000 for the parents or guardian, measured on the household and not on the student (scheme guidelines). That is a looser bar than the Andhra Pradesh Social Welfare Department sets on its Scheduled Caste post-matric scholarships, which start at Intermediate and use a ceiling of Rs. 2.00 lakhs per annum (Social Welfare Department, education schemes), so a family can sit above the state's welfare line and still be inside Bharati's.

Neither the Bharati record nor the corporation's guidelines set out anything headed as an exclusion list. What they write instead are three ways an otherwise eligible application dies: an unpassed subject from a previous year, a course that is not a regular one, and any amount already taken from another government scheme for the same purpose (scheme guidelines). The one carve-out written into that last rule is for students supported by the Archaka Welfare Trust, who may hold both.

There is no renewal route in the corporation's own document. Assistance is sanctioned for one named academic year and the guidelines publish no continuation clause, so nothing there describes an award following a student from class 7 into class 8 (scheme guidelines).

The class 6 to 10 figure only makes sense next to the rest of the ladder, because the whole table sits in one annexure to one document.

The jump from Rs. 7,000 to Rs. 10,000 comes the year a student leaves school for Intermediate, and the ladder does not climb steadily after that: a professional degree and the CA papers both draw Rs. 20,000, while a two year post-graduate course falls back to Rs. 10,000, one rung under what Graduation draws.

The guidelines split the paperwork in two, and the split is worth knowing before a family starts scanning things. The Aadhaar details, the white ration card or Mee Seva income certificate number, and the Mee Seva Integrated Certificate number that carries caste, residence and date of birth in one document are numbers to have ready at registration, checked against departmental records rather than uploaded. The annexure's upload list for this band is only two files, the school study certificate for that academic year and the savings account passbook, each a PDF of at most 1mb (scheme guidelines). Marks sheets starting from SSC join the upload list only from the Intermediate band upward.

Registration is online, in the corporation's prescribed format, on its own portal rather than through a national scholarship gateway (scheme guidelines). The school's only part is issuing the study certificate for the academic year applied for.

Tracking runs off the same portal. Its Know your status service accepts a reference number, a mobile number or an Aadhaar number, then asks for the financial year of the application and the applicant's date of birth, and returns that one application's stage (Know your status). Because the lookup is keyed to a financial year, a student who has applied in more than one year has to check each year separately. Payment, when it is sanctioned, is credited online to the student's savings account, so that status page is also where a family finds out whether a missing credit is a sanction problem or a bank-details problem.

Shortlisting, finalisation of applications and the sanction itself are all done by the State Level Selection Committee of the corporation (scheme guidelines). No test, interview or merit score sits in front of that committee for the school bands. The one ranking instruction the annexure writes for the 6th to 10th class band is a preference: students who are orphans, differently abled or the children of a single parent are to be given priority. Beyond that preference and the eligibility conditions, the guidelines set out no order of merit.

The bank condition is the one that has aged badly. The guidelines require the savings account to be in Andhra Bank or the State Bank of India, and allow any nationalised bank only for Professional Education Course and Post Graduation students studying outside Andhra Pradesh, which is to say never for a class 6 to 10 applicant (scheme guidelines). Andhra Bank ceased to exist as a separate bank when it was amalgamated into Union Bank of India with effect from April 1, 2020 (Reserve Bank of India press release), so half of the named pair cannot be opened today and the surviving instruction points at SBI.

The corporation also keeps a clawback. It reserves the right to cancel, withdraw or recover the amount if any information an applicant supplied turns out to be untrue, which applies after the credit has landed and not only during scrutiny (scheme guidelines).

With the notification list as quiet as it is, a phone call will settle whether a cycle is running sooner than watching the portal will.
