The annexure to the Bharati Scheme guidelines puts Rs 10,000 against a single row that holds Intermediate together with ITI, Polytechnic, D.Ed, TTC and D.Pharmacy, so a junior college student and a first-year fitter trainee are reading the same line (Bharati Scheme for Education guidelines, Andhra Pradesh Brahmin Welfare Corporation). That row is also where the scheme stops behaving like a school benefit: it is the first rung to ask for an academic record, and the rung where the preference the school rows give to orphans and to children of a single parent quietly disappears.

Bharati is not a single scholarship. It is a ladder of flat annual payments run by an Andhra Pradesh state undertaking established in December, 2014 to work on education, skill building and welfare for poor families in the Brahmin community (APBWC profile). The Intermediate or equivalent rung sits in the middle of that ladder, and it is where a student first has to prove results rather than only enrolment.

The annexure asks this band for marks sheets of every year since SSC, which the two school rows above it do not ask for at all. It also quietly drops something: where the school rows tell the corporation to give priority to students who are orphans, physically handicapped, or children of a single parent, the Intermediate row names no favoured category (scheme guidelines). Nothing in the guidelines replaces that with a merit rank either, so what is left is a flat eligibility test.

Scale is worth knowing before hopes are set. The corporation's abstract of beneficiaries records 88,669 sanctions under Bharati across all its course bands between 2015-16 and 2018-19, carrying Rs 11,807.11 lakh, with 30,967 of those falling in 2018-19 alone (APBWC abstract of beneficiaries). Bharati is by a wide margin the corporation's largest education programme by headcount, so the Intermediate band is a slice of something big rather than a narrow, closed award.

Standing today is the harder part of the answer, and it deserves plain language. The scheme document on the corporation's site is written for the academic year 2019-20 (scheme guidelines); the last notice inviting students in this band to apply is dated 16-07-2015 on its notifications page (APBWC notifications); and the scheme listing on its portal carries no registration card at all today, for this band or for any other. Treat the band as dormant until a fresh notice appears, and do not build a fee plan around it.

This band carries no published start or cut-off, and no window has been announced for it in years. What survives is the rhythm the corporation kept while the scheme was live.

That calendar is still the best guide available. Fresh entrants were called in late June, once SSC results were out and junior college admissions had settled; continuing Intermediate, polytechnic and ITI students were called in mid-July; the online window shut at the end of September. Anyone waiting for a revival should watch late June through September, and should watch the corporation's own notifications page, since that is where both calls were posted rather than on any aggregator.

The same page has shown no student application notice for this band since 2015, and its newest entry of any description is a vehicle supply tender dated 03-12-2022 (APBWC notifications). The corporation itself has not gone quiet, though: its published government orders record a chairperson, and then a fresh board of directors, appointed well after that tender, so the silence on student notifications is not the silence of a defunct body.

Who can apply

Eligibility criteria

Geography catches Intermediate applicants first, and it is tighter here than a few lines further down the annexure. This row wants study in a recognised and reputed college in Andhra Pradesh for the academic year, so a Brahmin family living in Andhra Pradesh whose child takes a polytechnic or ITI seat across the border in Telangana, Karnataka or Tamil Nadu falls outside it, while the professional course band a few rows lower accepts a college anywhere in India (scheme guidelines). Where the parents live and where the college stands are separate tests, and both have to point at Andhra Pradesh.

The academic condition reads as clearing all subjects of previous years wherever applicable. For someone entering first-year Intermediate or first-year ITI, the previous year is SSC, so this bites at the point of entry and not only when second year begins, which is why the annexure wants marks sheets from SSC onward rather than a current-year memo. A single backlog ends the claim, and the guidelines allow no compartmental or supplementary exception against it.

The income ceiling is Rs 3,00,000 a year on the parents or guardian, and Praja Sadhikara Survey enrolment is not paperwork to be attached but a state record the registration is matched against (scheme guidelines). Neither is taken on the applicant's word.

Placement inside the ladder is where students most often get themselves wrong. Every equivalent qualification named here sits in this row whatever its duration, so a diploma that runs as long as a degree still does not reach the graduation band, which the annexure keeps for a regular course of 3 years duration taken after 10+2 (scheme guidelines).

Who cannot apply

Exclusions

The scheme states a single bar, and it is about double funding: an applicant must not already have drawn money from another government scheme meant for the same purpose. Help from the Archaka Welfare Trust is the stated exception, and a student drawing it keeps the Bharati claim as well (scheme guidelines).

What the record leaves out is enforcement and consequence. The corporation keeps the power to cancel a sanction, withdraw it, or recover money already released where the information supplied proves false (scheme guidelines), so an undeclared second award is a clawback risk after the credit rather than a rejection before it. For an Intermediate student that translates into a practical duty: a fee reimbursement or maintenance grant already sanctioned for the same academic year is the same purpose, and it has to be declared.

The bar reaches no further than that. Nothing conditions this payment on a family surrendering a ration card, a pension, or any welfare benefit unconnected to education.

Renewal conditions

Assistance is granted for the academic year and the guidelines stop there. No continuation form exists, no second-year credit follows automatically, and a student who drew the Intermediate band in first year has to come back through the next notification and be tested again, with the no-backlog condition carrying the weight a renewal clause would otherwise carry (scheme guidelines).

Rs 10,000 for the academic year, reaching the applicant as an online credit to a savings account held in that applicant's own name, never the institution's (scheme guidelines). That routing matters: this is money for books, hostel expenses and travel, not a fee adjustment the college applies on the student's behalf. It arrives as a single credit for the year, with no monthly instalment, no book grant and no separate allowance attached to it.

Because the equivalents all pay alike, the useful question is not what the band pays but which band a qualification belongs to.

Look at the first and last rows together and the commonest mix-up explains itself. Intermediate and Post-Graduation carry the identical figure, so a junior college student searching the Bharati amount frequently lands on guidance written for M.Sc and MBA candidates. Same rupees, different conditions, different documents.

What to prepare

Documents required

The upload list grows at this rung and then stops growing: the school rows send a study certificate and a passbook, this row adds the marks sheets, and the graduation and degree-level professional rows ask for nothing beyond that same set, the CA papers running on a document list of their own. What is typed at registration stays separate from what is scanned afterwards. Identity, ration card or income certificate, and the Mee Seva integrated certificate go in as numbers; the study certificate, the marks sheets and the passbook go in as scanned PDF files of maximum 1mb size each (scheme guidelines).

The bank clause is where a present-day applicant meets a requirement nobody has revised. For this row the passbook has to belong to an Andhra Bank or SBI account, and the relaxation permitting any nationalised bank is written only for professional and post-graduate students studying beyond the state's borders (scheme guidelines). Andhra Bank has meanwhile ceased to exist under that name: the Amalgamation of Andhra Bank and Corporation Bank into Union Bank of India Scheme, 2020 was notified in the gazette on March 4, 2020 and took effect on April 1, 2020 (Union Bank of India, amalgamation). A passbook printed with the old name is a Union Bank of India account now, while the document on the corporation's site still names the bank as it stood, so a phone call before scanning saves an upload cycle.

The marks sheet rule is the other trap in this band. Every year since Class 10 counts, so a second-year ITI applicant attaches the SSC memo and the first-year result, not the newest sheet alone.

Step by step

How to apply

Everything happens online. A student registers in the prescribed format on the corporation's portal at andhrabrahmin.ap.gov.in, and the entries are then matched against state departmental records before any officer opens the file (scheme guidelines). No paper form, no district office counter and no route through the college exists for this band.

One practical warning before any of that. The corporation's portal is currently served on a security certificate that has expired, so a browser stops at a full-page security warning before the site will open. The pages behind the warning still load, and the fault is in the certificate rather than in the pages.

The portal answers two different questions about a filed application, in two different places, and most applicants check neither. The status lookup opens on a choice of identifiers, any one of which works on its own: the application reference, the registered mobile, or Aadhaar, paired with the financial year the application belongs to and the date of birth as filed (APBWC status lookup). Because it is keyed to a financial year, and the years on its list stop well short of the current one, it can answer only for an application already on the books.

Beside the lookup sit the corporation's standing rosters, narrowed down to a district and a mandal, and one of them matters more in this band than the rest: pending for uploads (APBWC beneficiary lists). This row sends a document the school rows never send, the marks sheets, each one inside the size cap. A name on that roster is not a rejection. It means the corporation is waiting on the student, and nothing moves until the missing file goes up.

How winners are picked

Selection process

A State Level Selection Committee inside the corporation holds the sanctioning power, shortlisting and finalising applications and releasing the money across every Bharati band (scheme guidelines).

Beyond that, nothing published narrows the field for this row. There is no marks cut-off, no district-wise quota and no ceiling on sanctions written against it, and unlike the class rows above it, no group the committee is told to prefer. On the documents as they stand, an application that survives community, residence, income, survey enrolment and the results test goes to the committee alongside every other complete file, and the committee's sanction is what converts eligibility into a credit.

Terms & conditions

The sanction covers one academic year and is described throughout as financial assistance rather than a fee or a loan, so nothing repayable, no bond and no service obligation follows from taking it (scheme guidelines). Set against that, the corporation retains its cancellation and recovery power over false information, which is the only penalty the document names.

The territorial wording has aged badly. The scheme is described as applying to Brahmin students of Andhra Pradesh across all 13 districts (scheme guidelines), a figure fixed before reorganisation produced the longer roll the corporation's own lookup already offers, running from Alluri Sitaramaraju to YSR Kadapa (APBWC beneficiary lists). What changed there were names and boundaries, not eligibility: a student in a district carved out after the guidelines were drafted is still an Andhra Pradesh student under the same test.

The passbook, not the form, is what a first-time applicant in this band should be phoning about. One question is which bank the corporation will take now that Andhra Bank has gone. The other belongs to anyone entering first-year Intermediate or first-year ITI straight out of SSC and still a minor, because the account has to stand in the student's own name and a parent's will not do.
