About BSEPEC-CAI

BSEPEC-CAI is the code the Andhra Pradesh Brahmin Welfare Corporation's own portal gives to one line of the Bharati Scheme for Education: Professional Education Course, Chartered Accountancy Inter (IPCC). The corporation prices it at Rs. 20,000/- for the academic year, and describes Bharati itself as financial assistance for eligible poor Brahmin student applicants of Andhra Pradesh, a state its document still counts as 13 districts, per the Bharati Scheme for Education guidelines.

The entry test is what makes the cell worth reading closely, because it has two doors instead of one. A candidate qualifies either by having cleared CPT, the entrance examination ICAI ran under its older course structure, or by holding a degree, and whichever of the two it is, the clearance has to be no older than 2018. Nowhere else on the Bharati ladder does the corporation give an applicant a choice of qualifying event, according to the annexure.

Treat every figure here as the last rate the corporation put in writing rather than a rate confirmed for the session anyone is sitting now. The edition APBWC publishes is stamped for the academic year 2019-20.

No window has been announced for a current round, and myScheme's record shows neither an opening date nor a closing one. The only dates the guidelines fix are the sittings they were drafted against, the CA-Inter (IPCC) examination to be held in May 2019 or November 2019, per the annexure.

The archive says more about the scheme's present than a deadline would. Early in 2023 the corporation's scheme listing was carrying live registration cards for Chanakya and Garuda, with no Bharati card among them, as the archived listing shows. The same page now prints an academic-year heading over an empty container, so the surface a student would register on is not merely shut to Bharati but bare. The notification board has not spoken to a student since 2018, when it advertised civil services coaching; everything posted after that is corporation business, the most recent of it a tender for vehicles (notifications). Watching the listing is the only workable plan, because there is no season to plan around.

Eligibility criteria

The front page of the guidelines carries norms that every band of the ladder inherits, and there are more of them than the Chartered Accountancy cell repeats. Community is tested on the student and the parents together. The parents have to reside in Andhra Pradesh. The household has to be enrolled in the Praja Sadhikara Survey. Annual family income of the parents or guardian is capped at Rs.3,00,000/- by the scheme guidelines, which set the four out together on their first page.

Two further general norms are easy to miss precisely because the cell below never restates them: the applicant is to be pursuing a regular course in a school, college, institute or university for the academic year, and is to have passed every subject up to the previous year of study, which the guidelines gloss as carrying no backlogs. A CA Intermediate candidate who is also on a degree roll should read that second norm against the degree, since it is the only place where a backlog can exist.

Then come the cell's own conditions. Parental residence and the income ceiling are written into it a second time. The qualifying event, CPT or graduation, has to have been cleared not before 2018. Registration and fees for the CA-Inter (IPCC) examination to be held in May 2019 or November 2019 have to be paid. And a candidate who has already had APBWC money for that same examination is shut out of a second claim on it, per the annexure table.

One wording difference is worth naming before it costs somebody an application. The corporation writes the recency test as CPT or graduation cleared not before 2018, meaning 2018 or later; the myScheme record of the same cell drops the negative and reads "cleared CPT/Graduation before 2018", which points the rule the opposite way. Where the two disagree, the guidelines are the binding text and the myScheme summary is not.

Merit is absent from the cell altogether. It asks whether CPT or the degree was cleared and when, never how well, and it fixes no attempt ceiling and no upper age. Its residence condition names the parents, so a candidate coaching or working in another state is not put outside it on that ground.

Who cannot apply

Exclusions

myScheme leaves the exclusions field empty for this line, so every bar has to be lifted out of the guidelines. The general one turns away anybody who has availed an amount under another Government scheme for the same purpose, though one body is named as an exception inside that very bullet, so help from Archaka Welfare Trust does not cost a student the Bharati claim and is paid alongside it, per the guidelines.

The other bar belongs to the cell and is written against the examination rather than against the student. APBWC money taken once for CA-Inter (IPCC) cannot be taken for it again, so sitting the Intermediate a second time opens no second claim.

Renewal conditions

The assistance is granted against the academic year, and nothing in the guidelines carries it into a following one: no renewal form, no continuation certificate, no progress report. What waits ahead is a different cell rather than a renewed one. Clearing both groups of CA-Inter (IPCC) and paying the fee for the Final examination puts a candidate inside the Chartered Accountancy Final line, which the annexure prices at the same Rs. 20,000/- and gates on those groups having been cleared after 2014. The corporation treats the two as separate benefits, each claimed once on its own exam.

Rs. 20,000/- in cash, paid once, credited online to a savings account standing in the student's own name. On the myScheme record the benefit type reads cash, with the DBT marker left unset.

The two Chartered Accountancy cells share that amount and diverge on everything they test:

Hard numbers exist only for the ladder as a whole. The corporation's abstract of beneficiaries, drawn as on 20 MAR 2019, puts Bharati at 30,980 beneficiaries and Rs. 3,100.61 lakh in 2018-19, and at 88,682 beneficiaries and Rs. 11,922.21 lakh since 2015-16, according to the APBWC progress abstract. Nothing in it separates the Chartered Accountancy cells from the class 1 pupils, so those totals measure the size of the scheme and not the reach of this line.

What to prepare

Documents required

An ICAI candidate is already holding the two uploads that belong to this cell alone: proof of CPT clearance or the graduation certificate, and proof of registration and fees paid for the CA Inter (IPCC) course. The second of those comes out of the Institute's own records, so it amounts to a portal login and a fee receipt rather than a signature from anybody's principal; the first is either an ICAI result or the degree certificate a university issued.

Where the cell parts company with its Final counterpart is the school paperwork. Intermediate marks sheet as well as SSC here; SSC on its own there. The college-based bands ask instead for the marks sheets of every previous year starting from SSC, which makes the Chartered Accountancy pair the only places on the ladder where a short fixed list replaces that run, per the guidelines.

Two banks are named for it, Andhra Bank and SBI, and the passbook must be the student's own. A candidate studying outside the state may put the money into any nationalised bank instead. One of those two names has since gone: the Reserve Bank announced that all branches of Andhra Bank would function as branches of Union Bank of India from April 1, 2020, so what an old passbook says and what the account is today are two different things.

Before any of that, the registration screen expects three identity papers in hand. Both Aadhaar numbers matter, the student's and a parent's, and each is expected to show an address inside the state. Income is evidenced by a white ration card or by an income certificate number issued by Mee Seva. Caste, residence and date of birth travel together on the Mee Seva integrated certificate. Everything then goes up scanned, one PDF per document, none of them above 1 MB.

Step by step

How to apply

No national portal appears anywhere in the route, so registration happens on APBWC's own site and in the format it lays down there. Three databases decide the first round of it: what the applicant types is matched against Mee Seva, the Praja Sadhikara Survey and Civil Supplies department records, and that happens before a document is opened, per the guidelines. A CA candidate whose Aadhaar now carries a Bengaluru or Hyderabad address is the obvious casualty of that check, because it is the parents' household record the entries have to agree with.

The site itself is the first obstacle. Its TLS certificate has expired, so a browser stops with a security warning before the portal will load at all, and that will happen to every visitor rather than to a particular connection.

Two surfaces will say where a submitted file has got to, and neither needs a login. Individual lookups run through the Know your status screen. Three identifiers are interchangeable there, the reference number, the registered mobile and Aadhaar, and each has to be paired with the financial year and the date of birth on the form. Standing lists sit under the Downloads menu as the alternative, one for applications awaiting scrutiny, one for those awaiting uploads, one for rejections and one for beneficiaries. Year, scheme, district and mandal are the filters on each of them. Both year dropdowns stop at the academic year that ended in March 2024, which is the real limit on what either can tell an applicant today.

The district filter on those lists has already been rebuilt around the state's reorganisation. Alluri Sitaramaraju, Anakapalli, Annamayya, Bapatla, Eluru, Kakinada, Konaseema, Nandyal, NTR, Palnadu, Parvathipuram Manyam, Sri Satya Sai and Tirupati all sit in it beside the older names, while the scheme document still describes the state as it was. On that one point the portal is the more current of the two.

How winners are picked

Selection process

There is one decision-maker and no published rule with which to predict it. The guidelines hand shortlisting, finalisation and the sanction of financial assistance alike to the State Level Selection Committee (SLSC) of the A.P. Brahmin Welfare Corporation, then stop: no score, no merit list and no cut-off follows that sentence in the document. On its evidence, a file that satisfies the cell and survives the three-database check goes to the committee, and the committee decides.

Priority does not reach this cell either. Orphans, differently abled students and children of a single parent are named as priority categories in the two school cells alone, and nothing of the kind appears against Chartered Accountancy Inter.

The recovery power is the clause to read twice. APBWC has reserved the right to cancel or withdraw the benefit, and to recover an amount already paid, if any information the applicant provided is found to be untrue, and the guidelines place that directly under the payment paragraph. Because three databases are consulted before scrutiny, most mismatches on income, caste or residence surface as a rejection instead; the clause is there for the ones that surface later.

Two smaller conditions do real work. The savings account has to be the student's own and not a parent's, and the benefit is spent per examination, so the corporation's record of an earlier CA Inter sanction is by itself enough to close a fresh claim.

The corporation's own FAQ page is not a way round it. The page renders the two headings it has, one for general queries and one for the processing of the welfare schemes, with the question and answer slots beneath them left blank, so a letter, a call or an email is the only route to a person.
