About BSE-G

A B.Sc. student and the M.Sc. student sitting one floor above her in the same department are not worth the same to this scheme. Its course-wise annexure prices a degree year at Rs 15,000 and the master's year that follows it at Rs 10,000, so the money runs backwards against the qualification (Bharati Scheme for Education guidelines). The graduation row also carries a condition the rows above it drop: the college has to be inside Andhra Pradesh.

The Bharati Scheme for Education is one scheme stretched across the whole span of schooling and higher education, 1st Standard at one end and Post Graduation at the other, and the Andhra Pradesh Brahmin Welfare Corporation splits it into course-wise rows in a single annexure. Graduation is one of those rows, and its bracket is drawn by course length rather than by subject: any regular course of 3 years duration after 10+2, with B.A., B.Com and B.Sc. named as examples and B.Ed. written in explicitly, per the corporation's guidelines document. Duration is what moves a student between slabs, since the row immediately below takes any professional course of 4 years or more after 10+2.

A state undertaking, the corporation works from inside the Endowments Commissionerate campus at Gollapudi. Its guidelines claim reach over every Brahmin student in what the document counts as the state's 13 districts, a count the map has since overtaken. The district filter on the corporation's own rejection list now carries names created afterwards, Konaseema, NTR, Palnadu and Alluri Sitharama Raju among them, so a degree applicant selecting a district today is choosing from a longer menu than the annexure was written for.

How big the graduation band is inside that total is not something the corporation publishes. Its abstract of beneficiaries reports Bharati as one line: Rs 11,807.11 lakh released across 88,669 sanctions between 2015-16 and 2018-19, the annual count moving from 10,973 students to 30,967. That line pools 1st Standard with graduation and post-graduation, so no published figure tells a degree applicant how many sanctions at the graduation rate were made in any year, or what share of filed degree applications cleared.

Important dates

No window for a current graduation round has been announced, and the scheme record leaves the open and close fields blank. The last round the corporation announced in full for degree students is 2015-16, and the whole of it sits on its notifications archive: a first invitation dated 26-06-2015 to students who had passed the Intermediate examination in May 2015 and taken admission in a degree college in A.P., a second dated 16-07-2015 covering students already in the 2nd or 3rd year of a degree, and a closing notice dated 22-09-2015 shutting the online submissions for the after-SSC, under graduation and post graduation bands together. That closing notice prints its last date as 31-09-2015, a day the calendar does not contain, and the corporation never issued a correction.

Read that sequence as history, not as a schedule. It is more than a decade old, it predates the guidelines document now on the site, and the corporation has bound itself to no calendar for a future round. What is worth carrying forward from it is structural rather than seasonal: fresh first-year applicants and continuing second and third-year students were called in separate notifications weeks apart, so a student already partway through a degree should not assume the first announcement of a season is the one addressed to them.

Nothing newer has been announced on that page. Its most recent entry is a vehicle tender dated 03-12-2022, not a scholarship round, per the notifications archive, and the portal's scheme listing prints its academic-year heading over an empty panel, with nothing listed beneath. The year selectors on the status and list pages are the practical check on which years were actually processed: the archived capture of the rejection list offers academic years up to 2022-23, and the live page adds one more.

Eligibility criteria

The conditions sit in two places, and reading only one of them is the common mistake. The general norms on the first page of the guidelines bind every band: Brahmin community for the student and the parents, parents resident in Andhra Pradesh, enrolment in the Praja Sadhikara Survey, annual family income of parents or guardian not more than Rs.3,00,000/-, a regular course, and no backlogs from any previous year of study. The graduation row then adds its own conditions on top of those, and the one that defines this band is about where the college stands.

Where the graduation row insists the applicant be enrolled inside Andhra Pradesh, at a college the annexure calls recognised and reputed, the professional row immediately below it opens up to a college anywhere in India, and the post-graduation row names no state whatsoever in its conditions. A Brahmin family living in Kakinada whose daughter reads B.Com in Bengaluru is inside the general norms and outside this row.

The backlog rule bites harder here than in the bands below. A 3-year degree is normally six sets of results, and the wording is strict: only an applicant carrying no backlog at all from an earlier semester or year qualifies. One uncleared paper from first year is enough to end the file, and no clause anywhere in the document lets the committee condone it.

The Praja Sadhikara Survey requirement is a household record rather than a certificate the student obtains for the application, and it is checked rather than uploaded. Whatever is typed at registration gets matched, per the guidelines, against Civil Supplies data, Mee Seva records and the Praja Sadhikara Survey. A household that never entered that survey therefore hits a wall no scanned certificate can clear. The phrase "recognised and reputed college" is left undefined throughout the guidelines, with no list of approved colleges, no accreditation floor and no distinction between a government degree college and a private affiliated one.

Who cannot apply

Exclusions

Nothing headed as exclusions appears for this band, in the scheme record or in the guidelines themselves. The bar that does the work of one is the last general norm: money already drawn from any other government scheme for the same purpose disqualifies the applicant. A single exception rides in the same sentence. An applicant supported by the Archaka Welfare Trust keeps eligibility here, and takes the Bharati amount on top of what the trust pays.

No published criterion ranks one eligible degree applicant ahead of another. The annexure's two school rows promise priority to orphans, to differently abled applicants and to students raised by one parent; nothing of the sort is written into the graduation row, and the guidelines put no merit rank, quota or tie-break in its place.

Renewal conditions

Nothing in the guidelines describes renewal, continuation or a multi-year sanction. The assistance is worded as being for the academic year, and every document the graduation row demands is dated to that academic year, including the study certificate from the college. On the published text, a 3-year degree is not one sanction spread over three years; it is a fresh file each year, for a corporation that has not announced a round in some time.

Rs. 15,000/- for the academic year, paid to the student rather than to the college, into a savings account held in the student's own name. The guidelines put payment in one line: the amount of financial assistance granted is credited through online transfer to the SB accounts of the students. Nothing is routed to the college, nothing is set against tuition, and no instalment schedule, attendance condition or minimum-marks condition attaches to the money once sanctioned.

Set against the rows a degree student is likely to be compared with, the amount and the strings attached to it move together:

The ladder is not monotonic, and the break is at the top. Graduation draws Rs. 15,000/-, post-graduation draws Rs. 10,000/-, so the same student moving from B.A. to M.A. drops a slab. The corporation gives no reason for the step down in the guidelines. B.Ed. is the other placement worth checking against the table: it is named inside the graduation bracket and nowhere in the professional row, so a B.Ed. student's entitlement is the Rs. 15,000/- line, not the Rs. 20,000/- one.

What to prepare

Documents required

The guidelines split what a graduation applicant needs into two piles, and only the second pile is scanned. Kept to hand before the screen opens: Aadhaar for student and parent showing an address in Andhra Pradesh, then two Mee Seva reference numbers, one off a white ration card or an income certificate, the other off the Integrated Certificate. The Integrated Certificate is the useful one, since caste, residence and date of birth all sit on that single instrument, so what aggregator pages break out as three certificates is one number at the Mee Seva counter.

The upload pile is where degree applicants lose time. Three scans go up, each in PDF and each capped at a maximum of 1mb: the college's study certificate for the year in question, every previous year's marks sheet running back to SSC, and the savings passbook. That marks-sheet trail starts at SSC and runs through Intermediate and every degree year already completed, so it grows with each year of the course while the other two uploads stay one document each. The two school rows are asked for no marks sheets at all.

The third upload is a savings passbook, and the graduation row leaves no room on it: the account has to be with Andhra Bank or SBI. Every row that lets a student study outside Andhra Pradesh, meaning professional education, both chartered accountancy bands and post-graduation, carries an escape clause into any nationalised bank for exactly that case. The graduation row, which pins the college to the state, was written without one.

That leaves a degree applicant staring at an instruction naming a bank that no longer trades. The amalgamation scheme that absorbed Andhra Bank into Union Bank of India carries a gazette date of March 4, 2020, with April 1, 2020 as the day it came into force. An old Andhra Bank passbook is now a document for an institution the banking system has retired, and no revised annexure has been issued to say what the corporation will take in its place.

How to apply

Applications run through the corporation's own portal rather than through a common scholarship platform. Eligible students register online in the prescribed format through the portal at andhrabrahmin.ap.gov.in, entering the Aadhaar, ration card or income certificate and integrated certificate numbers gathered beforehand, then upload the scans. Nothing typed is taken on trust, since the guidelines route the entry through the same Civil Supplies, Mee Seva and Praja Sadhikara Survey cross-check. Two different spellings of a surname, one on the integrated certificate and one on the ration card, surface there as a mismatch instead of passing unnoticed.

A degree applicant reaching andhrabrahmin.ap.gov.in today has to click past a full-page browser warning before the registration form appears. What sits behind that warning is intact, the guidelines PDF and the district lists included, and the address is the right one; an expired TLS certificate on the corporation's host is the whole of the problem.

Tracking a filed application is self-service and does not need a login. A status lookup on the portal opens on any one of three identifiers, the reference number issued at registration, the mobile number the file was filed under, or Aadhaar, then asks for the academic or financial year and the date of birth before returning that individual application's position. Four list pages sit beside it, each filtered by district and mandal, and between them they name the stages a file passes through: pending for scrutiny, pending for re-scan and upload, rejected applicants and beneficiaries. The re-scan page is the one a graduation applicant should look at first: a name parked on it has not been refused, it is being asked for a readable upload, and nothing moves until the student sends one.

How winners are picked

Selection process

The corporation's State Level Selection Committee does the shortlisting, closes the applications and issues the sanction, and that is the entire published rule. No cut-off percentage, no merit weighting, no district-wise allotment and no reservation of a number of awards per course appears anywhere in the guidelines for this band. On the published text the graduation row is a threshold test rather than a competition: the committee is checking whether the conditions are met, not ranking degree students against one another.

What the list pages never carry is a reason against a rejected name. A graduation applicant who finds their entry among the rejected has no published explanation to read and has to work backwards through the row's own conditions instead.

Terms & conditions

Any information an applicant supplies that turns out to be untrue leaves the corporation free to withdraw the benefit, cancel it or claw the money back, and the guidelines attach that clause to the payment section rather than to eligibility, so it survives the sanction. Recovery is written as an option after the money has reached the account, which matters for a condition like the income ceiling or the no-other-government-scheme rule, where the true position can surface later.

Everything above sits on a guidelines document drafted around one academic year, 2019-20. Every date, every course list and every rupee figure in the annexure carries that year, and the corporation has not published a superseding version. A graduation applicant should treat the amount and the conditions as the last published position rather than as a confirmed offer for a current year, and should read any fresh notification the corporation issues against this text rather than instead of it.
