Rs 5,000 is what the Andhra Pradesh Brahmin Welfare Corporation sets against a pupil in the first five classes of school. The harder part of this band is not the sum but the plumbing: the money lands in a savings account that has to stand in the name of the applicant, and the applicant here is a primary school child. Most of what a family has to arrange follows from that one line.

For a child in the first five classes the corporation fixes the assistance at Rs 5,000 for the academic year, against a school inside Andhra Pradesh, in the annexure to the Bharati norms it published for the year beginning in 2019 (Bharati Scheme for Education guidelines, 2019). The corporation describes itself on the cover of those norms as a Government of Andhra Pradesh undertaking.

This is the shortest row in the annexure, and short in a way that matters to a parent. Every row above the two school bands asks for marks sheets and writes some condition about what the student has already cleared. The row for classes 1 to 5 does neither, so a family assembling this file produces no record at all of how the child has performed at school.

What this row does carry is a stated preference, one of only two rows in the annexure that carries it. The corporation writes that priority will be given to students in the category of orphan, differently abled (physically handicapped) and children of single parent. The clause is repeated word for word against the 6th to 10th class band and then vanishes: from Intermediate upward the annexure names no preferred category at all.

No opening date and no closing date are published for this band, and the corporation's own notification history offers no precedent for one. Every call for student applications on that page was addressed to a stage after SSC, covering admission to Intermediate, Polytechnic and ITI, degree and post graduate courses, chartered accountancy and study overseas, and the guidelines posted alongside those calls in 2015 are headed as the Bharati scheme for education after SSC (Notifications). No call addressed to school pupils appears anywhere on that list.

Nor has the corporation posted a newer rulebook; what it hosts is still the 2019-20 edition (the Bharati norms).

On 8 September 2026 the Schemes page carried a single academic year heading with an empty block beneath it (Schemes). Neither the status lookup nor the beneficiary lists will let a visitor pick a financial year later than the one beginning in 2023.

None of which means the body has lapsed. Two orders on its own downloads page, one from August 2025 and one from November 2025, put a chairperson and then a board in place (the corporation's order file). So the honest reading for a parent is a narrow one. The corporation exists, it has published nothing inviting this band, and it has published nothing closing it either.

Who can apply

Eligibility criteria

Only one of the conditions is about the child's own schooling, and it is the school: for this band it has to be in Andhra Pradesh. Everything else is a test on the household. Community has to hold for the parents as well, the residence in Andhra Pradesh is theirs or a guardian's, annual family income is capped at Rs 3,00,000, and the household has to appear in the Praja Sadhikara Survey (the 2019-20 Bharati norms).

The wording used for the school is looser here than higher up the ladder. Where the college rows demand a recognised and reputed institution, this row says only that the student is studying in Andhra Pradesh, and the general norms ask that the course being pursued is a regular one at a school. Nothing restricts the band to government or aided schools.

One small drafting detail is worth reading closely in this band. The general norms put the residence test on the parents, while the row itself writes parents or guardian, which is the reading a family without both parents has to rely on, and it sits in the same row that names orphans and children of a single parent as preferred.

The one bar written in plain terms is double benefit: a student who has taken money under any other government scheme for the same purpose is not eligible. A carve out sits in the same line, and it is the only one, so assistance from the Archaka Welfare Trust does not count against a claim here and a student drawing it may take Bharati as well (Bharati Scheme for Education guidelines, 2019).

Everything else that might disqualify a young applicant is absent from the document. No age limit appears in the row or in the norms above it, no type of school is shut out, no district is left out, and no attendance figure is set. The general norms do carry a condition about having passed all subjects up to the previous year of study, but the annexure rows that repeat that condition and ask for evidence of it start at Intermediate. In this band the corporation collects nothing it could test the condition against.

Five school years sit inside this band, and the guidelines make each of them a separate application rather than one award that continues. Registration is tied to a named academic year, the study certificate has to be issued for that year, and no clause in the document lets a sanction roll forward into the next one (Bharati Scheme for Education guidelines, 2019).

Leaving the band works the same way. A child finishing class 5 does not carry this row's figure into middle school. From the following year they come under the next row of the same annexure, which sets its own amount and its own upload list, and that is a new registration rather than a continuation of this one.

The amount sanctioned is credited online into the savings account of the student, so nothing about it is set off against a fee bill, and the figure does not move with what the school charges (Bharati Scheme for Education guidelines, 2019).

That last line is the one to plan around, because half of it names a bank a parent can no longer walk into. Andhra Bank has had no separate existence since 1 April 2020, when it was folded into Union Bank of India in the round of public sector bank mergers the Department of Financial Services sets out (public sector bank amalgamations). Unlike the professional course and post graduate rows further down the annexure, this row's bracket offers no fallback to a nationalised bank, and no revised instruction naming a successor has been posted, so the account question is worth putting to the corporation before anything is opened in a child's name.

What to prepare

Documents required

Two files go up, and that is the entire upload: the study certificate issued by the school for the academic year, and the savings account passbook in the name of the applicant. Each is scanned as a PDF of no more than 1mb (Bharati Scheme for Education guidelines, 2019).

A second list is never uploaded at all. Registration asks instead for numbers the portal will match: Aadhaar for the student and for the parent whose address is in Andhra Pradesh, a white ration card or a Mee Seva income certificate number, and the number of the Mee Seva Integrated Certificate, which the corporation lists as covering caste, residence and date of birth together.

For a primary school claimant that ordering has a sharp edge. The Aadhaar and the Integrated Certificate have to already exist in the name of a child who may have been enrolled at school only recently, and the savings account has to be open before a passbook can be scanned. None of the three can be arranged during the sitting in which the form is filled.

How to apply

Filing happens in one place. Registration is online and on the corporation's own portal, in a format it prescribes. What a family types there is then put against Mee Seva, Praja Sadhikara Survey and Civil Supplies data (the annexure and the norms above it), and no national or state scholarship gateway carries this band at all.

The document names the student as the applicant from beginning to end and makes no provision for a parent to apply in their own name. In this band that produces the arrangement a family actually meets: the parent does the typing and supplies the Aadhaar, the income and the residence side of the record, while the account, the certificates and the application stand in the child's name.

Reaching the portal takes one extra step. The certificate securing the corporation's website lapsed and was never renewed, so a browser refuses the address until a visitor chooses to go on past the warning. That is also why the two unchanging documents behind this page, the Bharati norms and the contact details, are linked here through Internet Archive copies of the corporation's own files.

Tracking after submission is split across two screens. Know your status is the single file lookup. It asks first for the financial year the application belongs to, then for a date of birth, then for one handle out of three, a reference number, a mobile number or an Aadhaar number (the status lookup). In this band the pairing is worth settling before anyone starts guessing, since the date of birth is the child's while the mobile number will usually be a parent's.

Four public lists sit on the other screen, and they read the process from the office's side: files pending scrutiny, files pending uploads, rejected applicants, beneficiaries. Each narrows by year, by scheme, by district and by mandal (lists of applicants and beneficiaries). Pending uploads is the heading that repays a look here, because with only two documents in the upload set, a name under it points at the study certificate or at the passbook and nothing else.

No screen reports the payment. Because the credit goes to the account already named in the application, the child's passbook is where a family learns that a sanction has actually been paid.

Selection process

One committee carries the whole of it. The corporation's State Level Selection Committee is named for every stage the document describes after submission, from the shortlist through to the sanction, and no second body appears anywhere (the 2019-20 norms). No test, no interview and no merit list stands in front of a primary school file.

What reaches that committee has already been filtered by a database. Community, residence, income and household membership are read off departmental records rather than off anything the family uploads, so a child never added to the household's Praja Sadhikara Survey entry, or a name spelled one way at Mee Seva and another on the ration card, can sink a file before a human being reads it.

The priority clause is the only instrument the annexure gives that committee for choosing between complete applications, and it is written as a preference with no mechanism behind it.

Terms & conditions

Read against this band, the corporation's clawback clause has an odd shape. What can later be found untrue is the parents' community, residence or income, while the money the corporation may cancel, withdraw or recover sits in an account belonging to the child (Bharati Scheme for Education guidelines, 2019).

The passbook clause deserves a closer look here than anywhere else on the ladder. It asks for an account in the name of the applicant, so an account a parent holds, or one a parent merely operates on the child's behalf, does not answer it as written. The other condition to note is that the student has to be pursuing a regular course at a school for the academic year, and in this band the study certificate is the only thing in the whole file that can show it.
