The Director of Scheduled Caste Welfare in Gandhinagar carries this prize on its scheme register as BCK-29, and the rate card on that register was rewritten in April 2025: a state-level first rank in Std 10 or Std 12 is now worth Rs 51,000, second Rs 41,000, third Rs 31,000 (Director, Scheduled Caste Welfare). The scheme record reproduced further down the page, and the department's own budget publication, still print the card that one replaced. The register settles the route as well: it publishes no application form and says the winners' list comes across from the state board.

This is a prize paid on a result, not a scholarship attached to a course, which is why it sits among the department's education schemes with a budget code rather than among its aid lines. Its Gujarati name on the same register is the Chhatrapati Shahuji Maharaj special incentive assistance, and the department's Scheduled Caste Sub Plan publication lists the identical scheme as the Chhatrapati Sayaji Award, so a search under one name will miss the other (Scheduled Caste Sub Plan).

What the scheme covers is narrow. Scheduled Caste students who finish in the first three ranks of the SSC or HSC board examination, at state level or at district level, receive a one-time cash prize, and the department applies no income test to the claim.

Two departmental resolutions govern the scheme, and the register lists both against it: the consolidated resolution of 21/10/2016, numbered SCW/10/2015/561857/G, and a resolution dated 07/04/2025, numbered SJED/ASO/e-file/172024/2304/G, which raised the prize amounts and attached a fresh set of conditions to them (Director, Scheduled Caste Welfare).

Important dates

The scheme runs no window, so there is nothing a student can be late for. What starts it is the declaration of the GSEB Std 10 and Std 12 results, after which the board's ranked list travels to the department, and the scheme record publishes neither an opening nor a closing date because there is no application to date. The one date that binds is the examination itself: only the March and April sitting qualifies.

Eligibility criteria

Caste and rank are the whole test; nothing is asked about the family's means. A claimant has to belong to a Scheduled Caste of Gujarat and has to stand among the first three ranks of the Std 10 or Std 12 board examination, at state level or at district level.

The 2025 resolution adds a timing rule the register does not carry. Only students of the board examination held at the end of the academic year, in March and April, are covered; a student who clears the mid-year examination held in October and November falls outside the scheme.

At Std 12 the ranks are counted stream by stream, and the number of streams changes with the level. The resolution requires separate top-three prizes at state level for the General, Science, Uttar Buniyadi and vocational streams, so four state lists exist. At district level Std 12 splits into two, Science and General. Std 10 runs a single list at each level.

The scheme record publishes no exclusion list. The 2025 resolution supplies the bars that decide real cases: a student placed in the state top three takes the state prize and is not eligible for the district prize on the same result, a student may take only one prize, and the October to November examination cohort is shut out.

Nothing about the prize carries past the sanction. The resolution sets no tenure, no instalments and no second-year test, because the board result that creates the claim also closes it. The one-prize sentence sits inside the clause that decides between the state list and the district list for the same examination; nothing in the resolution speaks to a claim made two years later on the Std 12 lists, which are drawn afresh from that year's board result.

The payment is a single cash prize, and which block applies depends on whether the student's name reached a state list or a district list.

The English page heads both blocks "Assistance State Level", which is a slip in translation rather than a rule: the Gujarati version of the same page heads the second block district level, and the 2025 resolution assigns those amounts to the district top three.

The scheme record reproduced below this section is the pre-revision card, and it disagrees with the register at both levels. The department's Scheduled Caste Sub Plan, published before the revision, carries the same older state figures: prizes of Rs 41,000, Rs 21,000 and Rs 11,000 for the first three in Std 10, and Rs 31,000, Rs 21,000 and Rs 11,000 in Std 12 (Scheduled Caste Sub Plan). Read the register and the resolution as the operative pair, and treat the older figures as a record of what the scheme used to pay.

That budget publication is also the only public read on how far the scheme reaches. It records Rs 15.55 lakhs disbursed to 271 beneficiaries in 2019-20, and Rs 20.00 lakhs provided against a target of 312 students for 2020-21. No later count has been published against the scheme.

What to prepare

Documents required

Nothing is uploaded, because nothing is filed. The papers exist to prove that the named ranker on the board's list is the student standing at the counter, so the caste certificate from the competent authority is the document that decides the claim: the merit list carries a rank and a name, but no caste status. The marksheet and the school identity card tie that name to a person. The record's closing line, any other documents as required, leaves the district office room to ask for more, which is a reason to telephone before travelling.

How to apply

The department publishes no form. Against the pre-defined application form field on the scheme register it prints a dash, and the note under the rate tables says the list of students is obtained from the Gujarat Secondary and Higher Secondary Board and the aid is paid on that basis (Director, Scheduled Caste Welfare). Offline is the only mode the record carries for BCK-29, with no portal address against it.

That is the position now rather than a permanent one. The 2025 resolution directs that a provision be made for the application and the sanction to run online, so a portal step is due on a line that has never had one. A student who ranks and hears nothing should therefore check both things: the file at the district office, and whether a form has since appeared against the scheme on the register.

Tracking the award and the payment

There is no application number to quote and no status screen for BCK-29, so tracking means asking whoever holds the file. The register names the implementing offices as the District Deputy Director (SCW) office and the Director, Scheduled Caste Welfare office; a district prize is worked in the first, a state prize in the second.

On the money, the resolution puts the Director in charge of releasing the assistance at fixed intervals by DBT and of reporting the scheme on the portal and the Chief Minister's dashboard. The scheme record still flags the scheme as not running on DBT, so ask the district office which route the payment for your year actually takes before assuming a bank credit.

How winners are picked

Selection process

Selection is done on the board's own arithmetic. The Gujarat Secondary and Higher Secondary Education Board supplies the ranked result, the department separates it by level and, at Std 12, by stream, and the sanction follows that list.

Ties are settled by widening the list rather than by breaking them. The 2025 resolution caps the prizes at three for SSC and at three per stream for HSC, then provides that where more than one student stands on a qualifying rank with equal marks the count stops at that rank and the number of prizes is raised to cover everyone on it.

One ceiling sits over the whole exercise. Assistance is paid only within the number of beneficiaries and the budget provision fixed for the year, and the Director is made responsible for planning so that neither is exceeded.

Most of what the 2025 resolution attaches is housekeeping aimed at the directorate rather than at the winner. Payment stays inside the sanctioned beneficiary count and the year's budget provision, unspent grant is surrendered at the close of the year, and the scheme is to be monitored, put through social audit and third party verification at intervals, and reported to the government. Any change to the scheme's norms or to the prize amounts needs fresh State Government orders, which is the route the revision itself had to take and the reason the older card stayed in force as long as it did. Every other condition of the scheme continues unchanged.
