Arunachal Pradesh State Stipend Scheme(APSSS)

The schedule for the 2026-2027 session was issued on 31 July 2026 and closes out at the end of October.

The Directorate archives a separate notice for each academic session on its stipend page, and the closing dates move between sessions, so last session's calendar does not carry over.

APST status and enrolment get an application started; the college decides whether it goes any further. The DHTE notice makes the Institute Nodal Officer (INO) responsible for verifying the applicant's employment status and states flatly that a regular government servant or employee enrolled as a student in a higher educational institution is not eligible. The same notice tells nodal officers to examine the APST certificate, income certificate and bonafide certificate alongside the name, course, present year and institute entered in the form, since those are what the State Nodal Officer inspects next.

An income certificate sits on that checking list, yet the notice publishes no income ceiling for this scheme and states a single rate for it rather than a means-based slab (DHTE notice).

Applying twice is the quickest way to lose the money. A student files under one of the two schemes on the notice only, and NSP rejects an application summarily where the applicant's data is found in more than one (DHTE notice). A correct form filed late does not survive either: the notice says an incorrect or partially filled application after the last date will not be considered under any circumstances, and an offline application is not entertained at all.

A renewal claim runs on the same notice, the same portal and the same schedule as a fresh one, and the One Time Registration (OTR) number is mandatory for both, so a returning student reuses that registration rather than building a new one (DHTE notice). A student who has changed college applies for renewal and switches the institute from the Students Dashboard; where that option does not appear, the notice tells them to withdraw the application and register fresh instead.

The rate the Directorate publishes against this scheme for the 2026-2027 session is Rs 16,400 per annum, carried by the State Government and not by a central ministry. Release is made by Direct Benefit Transfer through the Public Finance Management System into the Aadhaar seeded bank account the student supplied, and the Directorate pays through online mode only, to students who have registered successfully on NSP 3.0, subject to availability of fund (DHTE notice).

The scheme record still has the head of the institution handing the stipend over, with a demand draft sent to the institution where the student studies outside Arunachal Pradesh (myScheme record). The notice governing this session puts the payment through DBT into the student's own Aadhaar seeded account instead, so the bank and Aadhaar details typed into the form, and not the college office, decide whether it lands.

NSP holds the uploaded file; the college keeps a paper one beside it. The bonafide certificate that accompanies a stipend application is issued by the institution's own academic cell, and colleges name the nodal officer who receives it: Indira Gandhi Government College, Tezu identifies its INO in the notice itself and directs every APST applicant to hand in a printed copy of the uploaded application on or before 20th Oct 2026, failing which the claim stands cancelled. That college also advises students to keep a copy of the uploaded form, which is the only record a student holds if the portal later marks the application defected.

Begin with the One Time Registration, because NSP will not accept a stipend application without one, then fill the Arunachal Pradesh state scheme form on scholarships.gov.in and submit it before the student deadline (DHTE notice). Aadhaar is mandatory under Section 7 of the Aadhaar Act, 2016, and the number has to be seeded with at least one nationalised bank account that is fully operational and neither minor nor dormant.

The notice asks students to log back into NSP with the Application ID or OTR and the password and to keep checking until the payment itself has gone through, rather than until the form reads submitted, because an action may be waiting at the student's end. An application marked defected has to be re-submitted, and the INO has to be told so the document can be re-verified. Where the scheme does not appear on the dashboard at all, the notice sends the student to the INO rather than to the portal helpdesk (DHTE notice).

Sanction and payment are separate events. The Directorate publishes a payment failed list naming the reason against each case, and the reasons repeat: an inactive Aadhaar, an account blocked or frozen, an account closed, an Aadhaar number not mapped to the account number, and a credit that exceeds the per transaction limit the bank has set. A sanctioned student can sit on that list, which is why the bank end is worth repairing before the sanction and not after.

This stipend is cleared by verification rather than by rank. The INO clears the application at the institutional level, the State Nodal Officer clears it afterwards, and the DHTE notice sets a deadline for each while publishing no merit list, cut-off or quota for the scheme. Errors arising from wrong or invalid application details are placed at the INO's door in the notice's own words, which is a good reason to have the form checked at the college early rather than on the closing day.

Registration on NSP 3.0 is the condition the rest hangs from: the Directorate disburses to students who have registered successfully there, through online mode only, and subject to availability of fund (DHTE notice). An application that is incorrect or partly filled after the closing date is not considered under any circumstances, and an offline application is not entertained.
