About CMPSY

Chief Minister's Paryatan Siksha Yojana does not put money in a student's bank account. The Department of Tourism, Government of Arunachal Pradesh buys a fixed number of hospitality and tourism seats each academic session, at institutes outside the state, and sends selected Arunachal students to fill them. A student who reads it as a fee-reimbursement scholarship and applies to a college first will find the sequence backwards.

The scheme runs in two arms that share one name. CMPSY-I sponsors degree study, and CMPSY-II sponsors the diploma and craftsmanship courses. The clearest published statement of what that covers is the department's own admission advertisement, issued at Itanagar on 2 June 2025 for the 2025-26 session, which lists B.Sc. in Hospitality and Hotel Administration at IHM Shillong and IHM Guwahati, MBA and BBA in tourism and travel at IITTM Bhubaneswar, a PG Diploma in Accommodation Operation and Management, a Craftsmanship Course in food production and patisserie, and the diploma stream at FCI Nagaon in Assam (Department of Tourism advertisement, 2 June 2025).

Every one of those institutes sits outside Arunachal Pradesh. Guwahati, Shillong, Bhubaneswar and Nagaon are where a sponsored student actually studies, which makes hostel arrangements and travel a real part of the decision rather than a footnote.

A fifth institute joined in January 2026, when the Directorate approved separate guidelines under File No. DOT-17018/4/2025 for sponsoring candidates to the Academy of Pastry and Culinary Arts at Gurgaon, for advance diplomas in pastry and bakery and in culinary arts (APCA sponsorship guidelines under CMPSY). It sits at the head of the department's own advertisement listing, above every other CMPSY paper there (Arunachal Tourism advertisement listing), so where it and the older terms and conditions differ, it is the later word.

CMPSY is tied to the academic session rather than to a fixed calendar date, and the two documented application windows opened in different months. Each was short.

The 2020-21 CMPSY-II round ran on a very different clock. Changlang district published its notice on 11 November 2020 with a last date of 19 November 2020, giving candidates around a week (Changlang district notice).

The 2026-27 round has already been decided. The department held counselling for students selected under CMPSY-I and II for the 2026-27 academic session at the Dorjee Khandu Convention Hall in Itanagar in the first week of July 2026 (The Arunachal Times, 9 July 2026). A Class 12 or Class 10 student reading this now is waiting for the next session's advertisement, and on the recent pattern that means watching the department's Facebook page and its advertisement listing from around the start of June.

Who can apply

Eligibility criteria

Sponsorship is reserved by tribe, not merely by residence. The APCA guidelines state plainly that an applicant must belong to the Scheduled Tribe (ST) of Arunachal Pradesh (APCA sponsorship guidelines), and the department's older terms and conditions give the point a clause of its own, headed Reservation, confining the sponsorship to students belonging to the Scheduled Tribe of the state (terms and conditions for CMPSY-I and CMPSY-II). An Arunachal Pradesh Scheduled Tribe certificate and a Permanent Residence Certificate are both asked for at the document stage, so a non-APST resident of the state cannot convert domicile alone into a sponsored seat.

The qualifying bar is set per course, and the range across them is wide. Memo No. DOT-17018/2/2022, the advertisement issued at Itanagar on 2 June 2025, sets Class 10 pass for the Craftsmanship Course in food production and patisserie, 10+2 in any stream for the B.Sc., the BBA and the FCI Nagaon diploma, and a degree in any discipline for the MBA and the PG Diploma in Accommodation Operation and Management (Department of Tourism advertisement).

Only the APCA route carries an age bar. Its guidelines cap the candidate at 35 years as on the admission year and ask for a minimum of Class XII, along with a genuine interest and aptitude for hospitality and culinary work (APCA sponsorship guidelines).

No CMPSY document published by the department sets a family income ceiling. Selection turns on marks and on the ST condition, and a household that would fail an income test elsewhere is not barred here.

What ends a CMPSY award is written into the undertaking a selected candidate signs, rather than into a separate list of disqualifications. Under the APCA guidelines the department may suspend, reduce or terminate the sponsorship if the student fails to hold the required academic performance, withdraws from the programme or shifts to part-time status, is found to have given false or misleading information in the application, breaches academic integrity or faces significant disciplinary action from the institute (APCA sponsorship guidelines).

Termination is not always the end of the cost. The same agreement lets the department require repayment of all or part of what has already been disbursed, with the terms of repayment communicated in writing, which turns a walked-away seat into a liability rather than a clean exit.

A student who wins other significant financial aid must report it. The undertaking obliges the beneficiary to notify the department promptly of any change in enrolment status, of academic performance falling below the required minimum, and of the receipt of any other significant scholarship, so holding a second award quietly is itself a breach.

Repeating a year is treated as a bar on that year's funding. The department's terms and conditions for CMPSY-I and CMPSY-II, the older document that still sits on the Arunachal Tourism site, state that a student who has to repeat a class does not draw the award again for that class (terms and conditions for CMPSY-I and CMPSY-II).

Renewal conditions

Renewal under CMPSY is a question of progressing on time. The older terms and conditions treat the award as available for one year of study at a time rather than as a block grant for the whole degree, which is why the repeat-year bar above bites at all (terms and conditions for CMPSY-I and CMPSY-II).

For the diploma courses the APCA guidelines are blunter still: sponsorship applies only for the fixed course duration, and any extended tenure has to be self-funded by the student. The undertaking is signed for a named academic year, and the student is required to submit semester progress reports to the Department of Tourism, which is the mechanism by which the department sees whether a year has gone as planned (APCA sponsorship guidelines).

No renewal form exists, because there is nothing to renew in the ordinary sense. The award attaches to a class, and it attaches again only when the student clears that class and moves up to the next one (terms and conditions for CMPSY-I and CMPSY-II).

The benefit is a seat with its fee paid, and the seats are counted. When the department published its merit shortlist for the 2025-26 session it named the seat count against each institute:

Those counts belong to one session and no other. The circular heads them CMPSY I-II 25-26, so an older summary of the scheme quoting a different Food Craft Institute intake is describing an earlier year rather than contradicting this one (CMPSY I and II shortlist circular).

The APCA route is the one place where the department has published the money as well as the seat. Its guidelines put the total fee for each advance diploma at Rs 7,85,000 including 18% GST, covering tuition, study materials, uniforms, ingredients, a toolkit and industry visits, for a course of one year made up of 9 months of training and 3 months of internship (APCA sponsorship guidelines).

Against that fee the APCA scholarship undertaking records coverage of 100% of academic fees, disbursed directly to the Academy in instalments per semester, with the department's own clause adding that the sponsorship covers academic course fee, stay and food during the training period and that any other expenditure is borne by the candidate (APCA sponsorship guidelines).

The older CMPSY-I and CMPSY-II terms describe a narrower and slower benefit: a stated share of the academic fee rather than the whole of it, with the first year reimbursed to the student against the institute's original receipt authenticated by the head of the institute, and later years paid straight to the institute in instalments (terms and conditions for CMPSY-I and CMPSY-II). Reporting on the counselling for the 2026-27 session described the department as bearing academic fees for the entire duration of the programme (The Arunachal Times, 9 July 2026), so a candidate should ask the Directorate which of the two fee rules applies to the institute and session being offered before committing.

No CMPSY document describes a stipend, a maintenance allowance or a DBT credit to the student's own account, apart from that first-year reimbursement route. The family should budget for travel to Assam, Meghalaya, Odisha or Haryana, and for anything the institute charges outside the academic fee.

• Sponsorship to study and take up courses in the field of tourism.
• The local youths may enroll in courses such as B.Sc. (Hospitality and Catering) and Diploma/PGD courses (Food Production, Food & Beverage Service, Front Office, Housekeeping, Bakery & Confectionaries).
• 8 students of the State will be sponsored to take up B. Sc. (H&C) for 3 years degree course in a prestigious Institute recognized by the Ministry of Tourism, Government of India.
• 25 students of the State will be sponsored to take up a Diploma course for one and half years in five demand-driven categories being offered by the Food Craft Institute, Nagaon, Assam which is affiliated with National Council for Hotel Management and Catering Technology.

What to prepare

Documents required

The document list that matters is the one carried to counselling, because that is where originals are checked. The 2025-26 circular asked shortlisted candidates to bring originals for verification together with one self-attested photocopy set: the original Class X marksheet for the Craftsmanship Course, the original Class XII marksheet for the B.Sc., BBA and diploma courses, the original graduation marksheet for the MBA and the PG Diploma, the Class 10 pass certificate, an ST certificate and two recent passport-size photographs (CMPSY I and II shortlist circular).

The APCA route asks for a slightly different set at application: birth certificate, Class XII pass certificate or marksheet, APST certificate, PRC and two recent passport-size photographs. It then adds a step nothing else in the scheme has, since every selected candidate must submit a Police Verification Report to the Directorate of Tourism before final admission (APCA sponsorship guidelines).

How to apply

A bio-data on plain paper, sent from a phone, is the entire application. Under Memo No. DOT-17018/2/2022 the department asked candidates for the 2025-26 session to write down name and address, preferred course, preferred institute, marks obtained in percentage with the year of passing, and contact details, and to WhatsApp that sheet to 8974584366 or 8787449619 or email it to arunachaltourismhrd@gmail.com between 10 am and 4 pm (Department of Tourism advertisement, 2 June 2025).

The APCA route runs through a different address. Candidates may apply by email to arunachaltourism.ctc@gmail.com or in person at the Directorate of Tourism, Itanagar, with the supporting documents attached (APCA sponsorship guidelines).

Earlier rounds were routed through the districts rather than the Directorate alone. The Changlang district administration published its own CMPSY-II notice inviting applications for the 2020-21 session, which is why the district tourism office remains a sensible first stop for a candidate outside Itanagar (Changlang district notice, November 2020).

Tracking an application means watching the three places the department actually uses. The first is its Facebook page, which is where the 2025-26 round was advertised, as the department's own circular records. The second is the notice board of the Directorate of Tourism office at Doni Colony, opposite the RD office in Itanagar, where the shortlist was posted alongside the counselling date (CMPSY I and II shortlist circular). The third is the department's website, which under the APCA guidelines is where waiting-list movement is published, with candidates also notified by phone or WhatsApp and required to confirm by a stated date (APCA sponsorship guidelines).

A candidate who declines a seat is expected to say so on paper. The APCA guidelines give shortlisted candidates 10 days from being shortlisted to sign the undertaking that forgoes the award, which releases the slot to the next name on the waiting list.

How winners are picked

Selection process

Marks decide the shortlist. The department's advertisement states that selection is purely on merit, and the older terms and conditions describe a selection committee choosing students from a merit list drawn on the percentage of marks obtained under the relevant criteria (terms and conditions for CMPSY-I and CMPSY-II).

Being shortlisted is not the same as being sponsored, and the department's own list shows how wide the gap is. It called 30 names to the 20 seats at FCI Nagaon, and 22 names to each of the two lists at IITTM Bhubaneswar that carry 8 seats apiece, printing every list in order of merit so a candidate can read their own position against the seat count for the chosen institute (CMPSY I and II shortlist circular). Shortlisted candidates were called for 10.00 hrs at Pare Hall in the DK Convention Centre, Itanagar, and told to bring a parent or guardian.

Counselling is the deciding step. Representatives of IHM Guwahati, IHM Shillong, IITTM Bhubaneswar and FCI Nagaon brief students and parents on the courses, admission procedure, campus life, internships and placement prospects, and answer questions on fees and hostel facilities (The Arunachal Times, 9 July 2026).

The APCA route assesses differently. There the examining body prepares a list on skill, aptitude and experience, a counselling session is held with representatives of the Academy and the department, and shortlisted candidates sign an undertaking before admission (APCA sponsorship guidelines).

Fine print

Terms & conditions

The department says in writing that it does not stand behind what happens after the course. Its 2 June 2025 advertisement states that selection is purely on merit and that the Department of Tourism does not guarantee government job placement (Department of Tourism advertisement), and the older terms and conditions carry the same note about job placement after completion (terms and conditions for CMPSY-I and CMPSY-II).

What the sponsored student owes in return is set out as conduct rather than as a service bond. Under the APCA guidelines each sponsored student must hold good attendance, conduct and academic performance, submit semester progress reports, complete the entire course tenure as undertaken, and carry themselves as a representative of Arunachal Pradesh in the hospitality sector (APCA sponsorship guidelines). A parent or legal guardian countersigns the undertaking.

Declining a seat is a formal act with a consequence attached. A shortlisted candidate who forgoes the award signs an undertaking accepting that they forfeit all rights and claims to that award, including any associated financial benefit and priority seating, and that the slot is released to the next eligible candidate on the waiting list (APCA sponsorship guidelines).
