Tamil Nadu spends Rs 28,000 a year on each student placed under this scheme, and the student never handles any of it. The Adi Dravidar and Tribal Welfare Department's Policy Note describes the fee as released straight to the private school the district office has put the student into. What decides who gets a place is the Class 10 mark sheet, read off a district list, and a family has nothing to fill in.

Treat this as an admission the district arranges, not a scholarship a student wins. Nothing on the state's scheme record points at a payee: the sponsor is the State, the benefit is filed under Education Benefits, and the route to it is District Collectors (Government of Tamil Nadu scheme record). The department's Policy Note says where the money actually lands once a student is selected: the fees are directly released to the concerned educational institutions (Policy Note 2022-2023, Adi Dravidar and Tribal Welfare Department).

The mechanism is short. The ten best performers in Class 10 from each district, belonging to the Adi Dravidar and Scheduled Tribe communities and studying in Government, Government Aided, Adi Dravidar Welfare, Government Tribal Residential, Corporation and Municipality schools, are selected and admitted into Class 11 in reputed private schools in the same or nearby districts (Policy Note 2022-2023). The department's Performance Budget states the purpose it has in mind for those two years, which is to help Adi Dravidar and Tribal students appear for the All India Level Competitive Examinations and improve their skills (Performance Budget 2022-2023, Adi Dravidar and Tribal Welfare Department).

Two state sources date the scheme differently, and it is worth knowing before an older district circular confuses somebody. The Policy Note says the scheme to admit bright students of Government and Government aided schools in Class 11 in reputed schools was introduced during the year 2007 (Policy Note 2022-2023). The state's own scheme record puts the introduction at 7 May 2012 (Government of Tamil Nadu scheme record). Neither has been corrected against the other.

Nothing is notified in advance; the Class 10 results are the notification. The Policy Note puts the district officers to work as soon as those results are published, pulling the list and making the admissions from it (Policy Note 2022-2023). Against the entry itself the state record shows an empty validity period (Government of Tamil Nadu scheme record).

For a family that means the moment to act is the week the marks come out, while the district list for the year is still being drawn. No separate deadline is set for the district officers anywhere in the Policy Note, so a student who thinks the district rank is within reach should raise it at the welfare office as soon as the result is known rather than after Class 11 has begun (Policy Note 2022-2023).

Eligibility criteria

Nothing here is decided by a percentage. A student has to finish among the ten highest Class 10 scorers in the district, drawn only from the school types the department names, and Chengalpattu's welfare office prints the same rule as the 10 best students who got first marks in the 10th standard (Chengalpattu District, Adi Dravidar and Tribal Welfare). That is why no minimum mark appears anywhere against the scheme: with the places fixed at ten a district, the rank settles what a cut-off would otherwise have to.

Three of the ten places belong to girls. The Performance Budget writes the count as 10 outstanding students (including 3 girl students) from each district (Performance Budget 2022-2023), which sets a floor rather than a ceiling. In practice girls have gone well past it: in 2020-2021 the scheme carried 259 girl students against 185 boys (Policy Note 2021-2022, Adi Dravidar and Tribal Welfare Department).

Community is worded more narrowly at the state level than at the district counter. The Policy Note names the Adi Dravidar and Scheduled Tribe communities (Policy Note 2022-2023). Tenkasi writes the pool as Adi Dravidar, Scheduled Tribes and Scheduled Caste Christian Students, and Chengalpattu as Adi Dravidar, Tribal converted Christianity students (Tenkasi District, ADW Welfare Programmes; Chengalpattu District, Adi Dravidar and Tribal Welfare), so both districts count converts the state paragraph leaves out. A converted Christian family is worth asking about at the district office rather than ruling out from the state text.

Income is the one condition on which the published figures do not agree. The state scheme record sets it at Rs 1,00,000 (Government of Tamil Nadu scheme record), Tenkasi prints a parent or guardian ceiling of Rs 1.0 lakh and Chengalpattu Rs 1 lakh (Tenkasi District, ADW Welfare Programmes; Chengalpattu District, Adi Dravidar and Tribal Welfare). The department's own Policy Note carries a different one under the same scheme heading, stating that the student's parent or guardian's annual income should not exceed Rs 2.50 lakh per annum (Policy Note 2022-2023). A household sitting between those two lines should get the working figure confirmed by the District Adi Dravidar and Tribal Welfare Officer before assuming it is out.

Exclusions

Nothing in this scheme's papers is headed exclusions. What actually turns a strong student away are two facts built into the design, neither of them written down as a bar.

Where a student sat Class 10 is the first of them. The eligible school types are named and private unaided schools are not among them, so a high scorer from a private school falls outside the pool the district draws from (Policy Note 2022-2023). The second is the count itself. The district takes ten, so the eleventh best score in a district gets nothing under this head however strong it is, and nothing in the record creates a waiting list or a second round.

Renewal conditions

Class 12 sits inside the original sanction, so there is nothing to re-apply for. The Policy Note records the Government spending Rs 56,000 per student at Rs 28,000 per annum, which is the two school years of Class 11 and Class 12 costed as one placement (Policy Note 2022-2023).

The department's own numbers show that second year being paid for. In 2021-2022 it reported 56 students in Class 11 and 164 students in Class 12 benefiting under the scheme (Policy Note 2022-2023), so most of the money that year went to students admitted in earlier years. What no published document states is any condition attached to continuing into Class 12: no pass percentage, no attendance rule and no re-verification of income appears against the scheme in the Policy Note or the state record.

The figure is a per student cost the Government carries, not an amount credited to anybody.

Where that money goes is the part families most often get wrong. The fees are released to the educational institution the student has been admitted into, so there is no credit to look for in a bank passbook (Policy Note 2022-2023). The public record does tag the benefit type as Cash while recording no direct benefit transfer against it (myScheme record), and those two things are not in conflict once the department's own description is read alongside them: the cash is what the state spends on a seat, not what a household receives.

One thing the department has not published is what happens when a school charges more than the scheme pays. The Performance Budget states the Rs 28,000 as the amount spent per student every year and stops there (Performance Budget 2022-2023); the Policy Note gives the total and the release to the institution and stops there as well (Policy Note 2022-2023). Neither sets out a top up, a cap on the school's fee, or a rule against the school billing the family for the difference. Since the district office chooses the school, that is a question to put to the District Adi Dravidar and Tribal Welfare Officer at the point the placement is offered, in writing, before the student joins.

A family here is not the one supplying the paper that decides the case. The rank is read off the Class 10 public examination result by the district office, which is where the scheme starts, so no mark sheet a household photocopies changes anything about it (Policy Note 2022-2023).

Two certificates still have to be produced, and they do different jobs. One fixes which of the department's community pools a student is ranked inside; the other has to clear whichever of the two published income ceilings the district is working to. Beyond the short list on the record itself, neither the Policy Note nor the Performance Budget publishes a checklist for this scheme, so the working set at the collectorate is the ordinary welfare paperwork plus something showing the Class 10 school was one of the eligible types (Policy Note 2022-2023; Performance Budget 2022-2023).

How to apply

A family does not start this process; the department does. The Policy Note describes the whole sequence from its own side: as soon as the 10th results are published, the District Adi Dravidar and Tribal Welfare Officers obtain the list of the 10 best performers from the website or the Chief Educational Officer and admit them into reputed private schools in the same or nearby districts (Policy Note 2022-2023). District Collectors is all the state record puts against the question of how to avail it, and the public record gives the mode as offline against an empty application link (Government of Tamil Nadu scheme record; myScheme record).

Checking where a case stands. Because nothing is credited to a student, the usual question of whether the money has arrived does not apply here, and no portal login exists for this scheme to give a household a reference number. Two facts are worth confirming instead, in this order. First, whether the district's list of ten for the year carries the student's name, which the District Adi Dravidar and Tribal Welfare Officer holds and which is settled within days of the Class 10 results (Policy Note 2022-2023). Second, whether the school named in the placement has actually admitted the student and received the fee, which the school office can confirm and the district office can chase. Chengalpattu prints the District Adi Dravidar and Tribal Welfare Officer as the procedure to obtain this benefit, so that desk is the one place both answers exist (Chengalpattu District, Adi Dravidar and Tribal Welfare).

Selection process

No entrance examination is conducted for this scheme. Selection is a reading of the Class 10 public examination result, district by district, with the district office taking the top ten from the eligible school types (Policy Note 2022-2023). That distinguishes it sharply from the department's Class 6 placement, where one student per block is chosen by a special examination conducted by the Project Officer of Sarva Shiksha Abhiyan and admitted with the recommendation of the District Collector (Policy Note 2022-2023).

How many students that produced is published year by year, and the trend is the most useful number on this page.

Read those as students being paid for rather than fresh admissions. The last of them, 220 for 2021-2022, is exactly the 56 Class 11 students and the 164 Class 12 students the Policy Note reports for the same year (Performance Budget 2022-2023; Policy Note 2022-2023), which means the series counts a Class 11 cohort and a Class 12 cohort together, and that a thin year of new placements shows up in the total twice over.

Terms & conditions

The scheme is funded by the state alone, with no union share recorded against it (Government of Tamil Nadu scheme record), which is why its rules move by state order and no central portal's conditions reach it. Nothing published imposes a bond, a service obligation, or a clause allowing the department to recover the money if a student leaves the school.

The condition worth watching is budgetary rather than legal. Educational Assistance for Meritorious Adi Dravidar / Tribal students to study in reputed schools is the head that carries this placement, and it was estimated at Rs 1,500.00 lakh for 2022-2023 against an expenditure of Rs 851.26 lakh (Performance Budget 2023-2024, Adi Dravidar and Tribal Welfare Department). The 2024-2025 estimate was Rs 900.00 lakh against Rs 618.20 lakh spent, and the 2025-2026 estimate is Rs 625.00 lakh (Performance Budget 2025-2026, Adi Dravidar and Tribal Welfare Department). It is the department's only reputed-school head on the Adi Dravidar side, and the Class 6 residential placement has to come out of it too, which alone was allocated Rs 13.00 crore for 2022-2023 while this scheme cost Rs 44.00 lakh in 2021-2022 (Policy Note 2022-2023). So none of those budget figures is a count of Plus One seats, but an estimate that has come down this far is still worth confirming locally before a school year is planned around it.
