Adi Dravidar and Tribal Welfare Department: Stationary-Text Books(ADTWSTB)

There is no date to miss here. The myScheme record carries neither an opening nor a closing date, and distribution runs on the school's academic calendar rather than on an application cycle (myScheme). The date that matters to a family is the admission date: a child on the rolls when the school places its requirement is a child the books are counted for.

Three conditions have to hold together: the child studies in Tamil Nadu, is enrolled in an Adi Dravidar Welfare school or a Government Tribal Residential school, and sits in a class the department covers. Nothing else is tested, and the state record leaves the income column of its eligibility block blank (Government of Tamil Nadu).

These schools are thin on the ground, which is why enrolment is the real gate. Tirunelveli district runs 16 Adi Dravidar Welfare schools and 2 Tribal Welfare residential schools, and its welfare page notes that most of them function predominantly in and near Adi Dravidar and tribal habitations (Tirunelveli district). Where the department chose to site a school is therefore what puts this benefit within a family's reach.

District pages are not perfectly uniform on the class range, and it is worth checking the one your district publishes. Nagapattinam lists supply of text books for students of 1 Std to 10 Std in Adi Dravidar and Tribal Welfare schools, and separately extends it to 9 Std to 10 Std SC, ST and SC convert students in general schools (Nagapattinam district). Kanniyakumari's summary table is looser still, setting text books, note books and uniforms against all SC and ST students without naming a school type (Kanniyakumari district). The state record is the binding version; the headmaster is where a borderline case is actually settled.

A child of the same community studying in a government, aided or private school sits outside this particular supply, because the department attaches it to its own schools. That boundary is structural rather than written: the scheme itself publishes no exclusion list. Tamil Nadu reaches those students through other routes instead, among them free education up to 12th standard, under which tuition fee is not collected and the amount is reimbursed by the Government (Government of Tamil Nadu scheme list).

Nothing is renewed, because nothing was applied for. The supply repeats for as long as the child stays on the rolls, which is why Chennai's district record describes the textbooks, notebooks and uniforms as going out every year rather than once (Chennai district administration). On the state record's version of the rule, a move to a school outside the department's own network ends it, since eligibility is written around the institution rather than around the child (Government of Tamil Nadu).

The award is the books themselves. myScheme classifies the benefit as In Kind and records no direct benefit transfer against it, so no amount is credited anywhere and there is no payment to wait for (myScheme).

Textbooks are the widest item in the department's school kit, and the other items stop earlier:

Nagapattinam adds a smaller item at the very bottom of the ladder, supplying slates to students in the first standard (Nagapattinam district). Board-year students get more than the textbook: Chennai supplies special guides, question banks and books to Class 10 and Class 12 students in its schools and hostels (Chennai district administration).

Neither the state scheme record nor the district welfare pages publish a per-student cost norm for the books, so what one child's set is worth in rupees is not on public record (Government of Tamil Nadu).

For a child already on the rolls, the school holds every document this scheme asks for, which is why most families never handle paperwork for it at all. The state record leaves its community field blank, while the department's cash scholarships in the same district tables are marked SC, ST and SCC communities only (Government of Tamil Nadu, Tiruppur district DADWO). The documents matter in one situation: a fresh admission or a mid-year transfer, where the admission registration slip and proof of enrolment are what let the headmaster count the child into the year's requirement.

There is no application, no form number and no window. The state record names the headmaster of the school as the route to the benefit, and myScheme classifies the application mode as offline with no application link attached (Government of Tamil Nadu, myScheme).

That also settles the status question, and the answer is unusual next to the rest of the directorate's own list: there is nothing to track. The Directorate of Adi Dravidar Welfare puts four things online, hostel admissions, the post matric scholarship, the PhD scholarship and the overseas scholarship, and the textbook supply is on none of them (Directorate of Adi Dravidar Welfare). If books have not reached a child, the only useful check is a conversation with the headmaster about the requirement the school sent up for the year.

No one is selected. Every enrolled student in the covered classes is counted in, which is the difference between this supply and the department's competitive benefits. Admission of bright students to reputed residential schools, by contrast, turns on a special examination conducted in each block, from which the best students are taken (Kanniyakumari district). The textbook supply has no such filter.

No income ceiling applies. The state record's income field is empty, and the contrast inside the department's own scheme set is sharp: Tiruppur's tables attach an income limit of Rs 2 lakh to free boarding and lodging for students from 4th standard upward, and attach no income condition at all to text books (Government of Tamil Nadu, Tiruppur district DADWO).

The scheme is state sponsored, which matters when a family is comparing it against centrally funded scholarships that carry their own income tests and portals (Government of Tamil Nadu).

No scheme-specific helpline is published for the textbook supply, and the contacts that exist are the ordinary welfare chain rather than a scholarship helpdesk. Kanniyakumari names the Special Tahsildar (ADW) and the District Adi Dravidar and Tribal Welfare Officer against this group of school benefits (Kanniyakumari district). Those two offices are also where a family goes when a school says it has no sanction, since the district office is the level that sanctions it. The state directorate sits above them and publishes its own grievance redressal route (Directorate of Adi Dravidar Welfare).
