Women Scientist Scheme-B(WOS-B)

WOS-B is advertised, not scheduled. The scheme record publishes no closing date because each round takes its last date from the DST advertisement that opens it, and an extension carries the age test and the hard-copy window forward with it (myScheme, WOS-B record). The only date that binds is the one printed in the advertisement being answered.

For the successor programme, DST's page is specific. The WISE-KIRAN page records the WISE-SCOPE call for proposals as having closed on 28 February 2025, with the next call to be announced (DST, WISE-KIRAN). A woman waiting for lab-to-land funding in 2026 should therefore be watching DST's call-for-proposals announcements under the WISE-SCOPE name as well as the WOS-B one.

Three facts about the applicant settle whether she can apply at all: her degree, her age, and whether she holds a regular job. DST's statement of WOS-B eligibility is a post-graduation in basic or applied sciences or a PhD in a STEM area, with an age window of 27 to 57 years (PIB, Ministry of Science and Technology). The scheme's own guidelines add the condition that gives the programme its purpose, a minimum two-year break in career after the highest qualification (WOS-B Guidelines, DST), and the scheme record adds an age relaxation for SC, ST, OBC and physically challenged applicants (myScheme, WOS-B record).

Two details catch people out. Age is judged as on the closing date of the advertisement being answered, extension included, not as on the day the form is opened. And the test is not only about the applicant. The proposal has to clear its own gate: a mentor is compulsory, the mentor and the host institute must be one institution, and the mentor has to hold a regular position there rather than a consultant or visiting attachment (myScheme, WOS-B record). A woman who satisfies every personal criterion still has no application until an institution and a regular faculty member have taken her project on.

Employment in a regular or permanent position is the one bar written into the scheme's exclusions, and it is absolute (myScheme, WOS-B record). Everything else that kills an application concerns the proposal or the paperwork around it, and it happens at the desk before any expert reads the science: no mentor attached, a mentor sitting at a different institute from the host, the prescribed WOS-B format not followed, no theme area ticked, the same proposal submitted twice, or a hard copy failing to reach the department when the advertisement asks for one (myScheme, WOS-B record). None of them is a judgement on the research. All of them are fixable weeks before a deadline and unfixable after it.

Nothing is re-applied for once a project is sanctioned, and nothing is paid out unasked either. The grant comes as annual instalments, and every instalment after the first has to be requested with the previous financial year's utilization certificate and statement of expenditure in original, together with the technical annual progress report if it has not already gone in (WOS-B Guidelines, DST). That utilization certificate is due within 3 months of the close of the financial year on 31 March, and money left unspent moves into the next year only with DST's formal approval, asked for along with the same certificate.

Progress is what keeps the sanction alive. A Subject Expert Committee reviews the project, the principal investigator files an annual progress report certified by the mentor, and DST may designate a scientist or an expert panel to visit the institute and see the work for itself (myScheme, WOS-B record; WOS-B Guidelines, DST). DST keeps the right to terminate a project at any stage if it is convinced appropriate progress is not being made, so those reviews do the work a renewal form would do elsewhere. Two clocks run underneath the annual one: equipment sanctioned on the project has to be procured within the first year, and interest earned on the parked grant is deposited into the Consolidated Fund of India through bharatkosh, with the deposit certificate attached to the accounts.

The award is a project budget rather than a salary. This is the line DST gave Parliament for WOS-B.

Read the ceiling as the whole envelope. The project cost takes in the fellowship, consumables, travel, contingencies and minor equipment, with HRA and institutional overheads sitting outside it, and WOS-B does not fund infrastructure or high-end equipment at all (myScheme, WOS-B record). A proposal that only works if a new instrument is bought is a proposal this scheme cannot carry. The duration is normally 3 years or whatever the first sanction order specifies, and that first order also releases the entire equipment grant up front along with the first year's recurring heads; moving money out of equipment into consumables or manpower afterwards is not normally permitted (WOS-B Guidelines, DST).

The fellowship itself behaves unlike a stipend. It is tied to the named scientist and cannot be transferred, it is taxable, and it is paid on an annual basis through the implementing institute rather than credited monthly by DST; PF, LTA and other allowances are not permissible on top of it, and DST carries no liability for them (WOS-B Guidelines, DST).

One divergence matters before a budget is built. The myScheme record still sets the fellowship in three slabs by qualification, the older structure, while DST's March 2025 reply to the Rajya Sabha states a single WOS-B rate (PIB, Ministry of Science and Technology). Where the two disagree, the figure printed in the live advertisement is the one that governs a sanction.

Sort the list by whose signature it needs. Two items depend on somebody else, the project proposal in the prescribed WOS-B format and the mentor's signed biodata, and neither can be produced on the last evening. The rest are papers the applicant already holds, with the caste certificate and the HRA form needed only where they apply to her (myScheme, WOS-B record).

The blank formats are not published inside the scheme record. They live on the WOS portal's instructions and formats pages, and a proposal written in any other shape is treated as not being in the prescribed format, which is a desk rejection rather than a correctable defect (myScheme, WOS-B record). Quotations matter later rather than at submission: the total cost of a project is finalised on the latest approved quotations and the consumables documentation the investigator files after technical approval (WOS-B Guidelines, DST).

Online submission through the WOS Portal is mandatory. A proposal that arrives only in hard copy is not considered, a proposal submitted twice is dropped as a duplicate, and where the advertisement calls for a hard copy as well, it has to reach the department within twenty days of the last date for online submission, extension included (myScheme, WOS-B record). The form can be saved and returned to, so the sequence that works is to register early, keep the draft open, and fill it as the mentor's and the institution's papers arrive.

Check the portal before trusting an old link. The scheme record still names online-wosa.gov.in as the application address, while DST's WISE-KIRAN page routes proposals under every one of its current programmes to onlinedst.gov.in and carries no open WOS-B call (DST, WISE-KIRAN).

There is nothing here that resembles a scholarship status window. DST publishes no page that will tell an applicant where her WOS-B proposal has reached against an application number; the one channel it does print is an address for queries on the scheme, wosb-dst@gov.in (WOS-B Guidelines, DST). After sanction there is no personal payment to watch either. Grants are released by RTGS in the name of the implementing institute, and the project becomes operative from the date that institute receives the first grant, a date both the institute and the principal investigator have to report to DST no later than a month after it arrives (myScheme, WOS-B record; WOS-B Guidelines, DST). From then on, what is being tracked is the institute's project account and the certificates it files against it.

No scored rule is published for WOS-B. Neither the scheme record nor the guidelines set out a weightage, a cut-off or an interview stage. What the documents do fix is the route a proposal travels: it is routed by the single theme code ticked on the form and may be decided on the major bias of the proposal towards that theme, then it has to clear technical approval and financial approval before DST issues a formal sanction order (myScheme, WOS-B record; WOS-B Guidelines, DST). That first sanction order is where an applicant learns the head-wise breakup of her budget and whether any staff besides herself have been sanctioned on the project. The Subject Expert Committee named in the record belongs to the stage after this one, reviewing a project already running.

The sanction binds the host institution at least as tightly as the researcher. The institute assumes administrative responsibility for the project, receives the funds in its own name, keeps separate audited accounts, and files the expenditure statement, audited statement of accounts and utilization certificate; it may not hand the work to another institution or divert the grant, and the Comptroller and Auditor General of India can call for the books at his discretion (myScheme, WOS-B record; WOS-B Guidelines, DST). Capital assets bought from the grant are the property of the Government of India. If the principal investigator moves to a new appointment the project can move with her, with the consent of both institutions and DST and a no-objection certificate from the new host; if she leaves it altogether, the unspent balance goes back with the utilization certificate and a list of the equipment bought. Day-to-day accountability is written in too. The implementing institute maintains the principal investigator's attendance register and produces it to DST whenever asked, and she keeps logbooks for chemicals, glassware, equipment and travel against the project; academic duties assigned by the host institute are permitted only so far as they do not slow the project down.

Intellectual property is where a lab-to-land grant differs most from a study scholarship. Patents on work done under the project are filed and owned by the institution at its own cost, the inventor's share of any earnings is limited to one third of the actual earnings, and the institution has to set aside not less than 25 per cent of those earnings in a Patent Facilitating Fund; the Government of India keeps a royalty-free licence for its own use, and a principal investigator may not enter into a collaboration with a foreign party without DST's prior approval (WOS-B Guidelines, DST). Results that are to be legally protected must not be published before that protection is secured. Where the guidelines are disputed or breached, the decision of the Secretary, DST is final and binds both the investigator and the institution.
