About VYPY
No student fills this form. The money goes to the palanhar, the adult who is actually raising the child, and it keeps arriving only for as long as that child stays on an anganwadi register or a school roll. Rajasthan runs the arrangement as one category inside its larger Palanhar Yojana, for children whose mother or father is a specially-abled person. The rate that category draws today is not the figure most pages still quote.
Vishesh Yogyajan Palanhar Yojana is the specially-abled-parents category of Palanhar Yojana, the Social Justice and Empowerment Department's cash transfer for children being raised inside a family rather than in an institution. The department's own scheme note dates the programme to 08.02.2005, when it covered only Scheduled Caste orphans, and lists the categories added since, children of disabled parents among them, along with the ceiling that binds all of them: the palanhar family's annual income must not cross Rs 1.20 lakh (Social Justice and Empowerment Department, Palanhar Yojana). The department's Palanhar scheme FAQ numbers the categories, and children of specially-abled parents sit at position eight of the ten it recognises.
That placement is the single most useful thing to know about this scheme, because the payment slab is set by category, not by need, and the orphan category is paid on a different scale from every other one.

Important dates
Nothing opens and nothing closes. Applications are taken through the year, and the scheme record publishes no start or end date for a cycle. The date that decides whether money keeps moving is the July verification, and the December edge of that six-month window (Palanhar scheme FAQ).
Who can apply
Eligibility criteria
The disability test is specific and it is the document that decides the case: for the specially-abled-parents category, the department requires a disability certificate of 40 percent or more, issued by a medical officer or board authorised by the state government (Palanhar scheme FAQ). A parent who has never been assessed, or who holds a certificate below that threshold, does not reach the eligibility question at all.
The palanhar need not be a parent. The same departmental FAQ allows an adult brother or sister who is raising their own sibling to be registered as the palanhar, which is what usually happens when neither parent can hold the responsibility. Being a resident of Rajasthan, or having lived in the state for at least three years, is proved with a domicile certificate, ration card or voter identity card.
One relief inside the income rule is worth knowing before an applicant queues for a certificate. The income certificate requirement has been dropped for a palanhar holding a BPL, Aastha or Antyodaya card, for anyone drawing a widow, divorced, abandoned, specially-abled or silicosis pension, and for PDS beneficiaries.

Who cannot apply
Exclusions
The scheme record carries no exclusion list, but the department publishes the events that make a household ineligible, and they are the practical exclusions. A palanhar who joins government service, or whose annual income rises past the ceiling, stops qualifying, as does the household on the death of the palanhar or the child, or on the remarriage of a widow or of a divorced or abandoned woman (Palanhar scheme FAQ). The duty to report the change and have the payment stopped sits with the palanhar and the family, not with the department, and it is done at the Block Social Security Office.

Renewal conditions
Every July, the palanhar and the children have to be verified again, with the child's study certificate produced for that year (Palanhar scheme FAQ). The verification confirms two things: that the applicant is alive, and that the child is still registered at an anganwadi or studying in school.
The window is not open-ended. Verification must be completed within six months, July to December. Miss that and the application is automatically put into temporary reject for the running academic session. Miss the whole academic year, July to June, and it is permanently cancelled for the pending session, with no claim on the benefit for that period. The department's Palanhar app carries out that annual verification through face authentication, and takes a fresh application or an objection reply the same way (Palanhar scheme FAQ). Where a child's Aadhaar is already updated on the Shala Darpan portal and the study certificate reaches the department that way, no separate certificate is needed.

For every category except orphans, this one included, the department's own scheme FAQ sets the grant at Rs 750 a month up to age six and Rs 1,500 a month from six to 18, payable only while the child is on an anganwadi register or in school (Palanhar scheme FAQ; Rajasthan Economic Review, Finance Department). An annual lump sum of Rs 2,000 for clothing and essentials rides on top of the monthly grant (Rajasthan Economic Review, Finance Department). That yearly amount covers books, stationery, clothes, a sweater and shoes, and this category draws it in full: the department withholds it only from the widow and nata palanhar categories (Palanhar scheme FAQ).

Two things follow from that table. The gap against the orphan slab is wide enough that a family reading a Palanhar explainer written around orphans will budget for roughly double what actually lands. And the department's own scheme page still prints the older 500 and 1000 monthly figures (Social Justice and Empowerment Department, Palanhar Yojana), which is where the stale numbers in the scheme summaries come from. The revised pair is the one the departmental FAQ and the Economic Review both carry, so it is the figure to plan a household around; the older pair survives on a page that was never rewritten, not as a second rate anyone can claim.
Across all ten categories the transfer is large and routine rather than rare. In 2025-26 up to December, Palanhar Yojana as a whole had paid for 6.09 lakh children at a cost of Rs 760 crore (Rajasthan Economic Review, Finance Department).

What to prepare
Documents required
The scheme record names the paper by type; what it does not say is which document is category-specific and which ones a household can skip. Only the disability certificate is category-specific here, and it is the paper that places the family in this slab rather than another (Palanhar scheme FAQ).
For the child, the department asks for an Aadhaar card, linkage of the child into the palanhar's Jan Aadhaar, and proof of anganwadi registration or school study. A child whose record is verified from the Shala Darpan portal is exempt from producing that study certificate separately. On the applicant's side, the Jan Aadhaar card is the base document, and the income and domicile certificates fall away for the card-holding and pension-drawing households described above.
Step by step
How to apply
Applications are accepted online only. They are filed at any nearby e-Mitra kiosk, through the SSO portal, or by face authentication in the department's Palanhar app (Palanhar scheme FAQ). The Rajasthan Single Sign On portal opens the Palanhaar module for an applicant who already holds an SSO ID.
Objections are where most applications die quietly. Where the objections raised on a form are not cleared within 90 days, the application is cancelled on its own (Palanhar scheme FAQ). Clearing them takes an application number or Jan Aadhaar number at any e-Mitra kiosk, or the same app. If the kiosk that filed the form has shut down, the Block Social Security Office can transfer the application to another kiosk.
Checking Where the Application and the Money Are
The department's Palanhaar application and payment status page asks for one choice and one identifier: pick application status or payment status, enter the application number, Bhamashah number or Jan Aadhaar ID, fill the captcha, and the current position comes back. The app returns the same two answers.
When the sanction exists but the money is not arriving, the department names three usual causes: the annual renewal is still pending, the bank account number or IFSC code on the file is wrong, or the Jan Aadhaar number in the online application was never updated. A bank account or mobile number is corrected in Jan Aadhaar first, and only then at the Block Social Security Office.

How winners are picked
Selection process
Sanction turns on three checks and no comparison: the disability certificate that places the family in this category, the palanhar household's income, and the child's anganwadi or school enrolment. The order is then issued administratively, by the departmental district officer in urban areas and by the concerned Development Officer in rural areas (Social Justice and Empowerment Department, Palanhar Yojana). A file that clears its objections and holds a valid certificate is waiting on that office, not on a cut-off or a ranked list.
Fine print
Terms & conditions
Support runs to 18, with one documented extension: a child who turns 18 while still in class 12 or a lower class can be carried for one more year, to 19 (Palanhar scheme FAQ). Where the child studies does not narrow that: a child enrolled in another district, or in another state altogether, keeps the grant, so a family that moves for work is not choosing between the school and the money (Palanhar scheme FAQ). A wrong date of birth on the online form can be corrected once, from the birth certificate or the class 10 certificate, through the Jan Aadhaar or Aadhaar portal, and only before the child reaches that age.
What comes after is thinner than families expect. Mukhya Mantri Hunar Vikas Yojana exists to move Palanhar beneficiaries into vocational training, technical training or higher education, and in 2025-26 up to December it had spent Rs 15 lakh on 36 children (Rajasthan Economic Review, Finance Department). Anyone planning around it should treat it as a small window, not an assured handover.
