Ambedkar DBT Voucher Scheme(ADBTVS)

The scheme carries no standing deadline. Each session runs on its own notification; the 2022-23 online window is the documented example, launched on November 15, 2022 (Drishti IAS, 2022-23 portal launch). What binds an applicant is the current session's notice, and that notice reaches the government college where the student studies and the district office of the department, so those two, not any fixed date on a portal, are the calendar worth watching.

The rules that decide eligibility are residence and income, not marks. No minimum percentage appears anywhere in the criteria; the scheme rations seats by category and by district instead. The family income ceiling differs by category, and the announced seat split leans deliberately toward SC and ST students:

The ceilings are not uniform: an OBC applicant's family must stay under Rs 1,50,000 a year while an MBC applicant's family may earn up to Rs 2,50,000, so two students in the same classroom can face different income tests (myScheme, Ambedkar DBT Voucher Scheme; GovtSchemes). Rajasthan domicile is mandatory, and the income certificate is self-declared rather than issued by a tehsil office.

myScheme leaves the exclusions field blank for this voucher, yet three of its eligibility rules are disqualifiers wearing another label. A student who lives within the municipal corporation, municipal council or municipality limits of the district where the college sits cannot claim the voucher; the scheme funds migration, not day scholars. A student whose parent or guardian owns a house in the college city or town is out, even if the student actually rents elsewhere in that city. And a student living in a government-run hostel is out, because the state is already housing them. Of the three, the municipal rule needs the most careful reading, because "resident of the same district" and "resident of the same municipal area" are different questions, and only the municipal one disqualifies.

The department does not publish a separate renewal procedure; what it publishes is a cap. A student can draw the voucher for a maximum of 5 years (myScheme, Ambedkar DBT Voucher Scheme; GovtSchemes), and the operating procedure ties applying to the notification the department issues for each session, with no automatic carry-forward described anywhere in it. A continuing student should therefore expect to apply afresh when the session's window opens, and the certificate of regular enrollment the college issues is what carries the continuing claim.

The benefit is Rs 2,000 per month for a maximum of 10 months per academic year, paid monthly into the student's own bank account (Drishti IAS, 2022-23 portal launch; GovtSchemes). Because payment runs monthly rather than as a lump sum, a delay in college verification shows up as missing months, not as a smaller final payout. The amount does not vary by category, by course or by city; a postgraduate in Jaipur district and a first-year undergraduate in Barmer receive the same voucher. In the department's own framing of the 2022-23 window, the money reimburses accommodation, food and water costs of students renting rooms or staying as paying guests (Drishti IAS).

Two items on the department's list deserve attention before the window opens. The first is the Jan Aadhaar card, because both application routes, e-Mitra and the SSO portal, file the form against the family's Jan Aadhaar record, so the application starts from whatever that record says. The second is the rent proof, which the department accepts as self-certified, a rental agreement or a rent receipt, so a student in a paying-guest arrangement without a registered agreement is not shut out. Bank details must be the student's own account, since the transfer lands there and not in a parent's account.

There are two routes, both running on the family's Jan Aadhaar card: an e-Mitra kiosk, where the operator files the form for you, or self-service on the Rajasthan SSO portal, where you register with the Jan Aadhaar number, pull up the scheme's form under the department's SJMS service and upload the documents yourself (Rajasthan Ambedkar DBT Voucher Yojana, GovtSchemes). To track the application afterwards, log in to the same SSO account the form was filed under and check its status on the dashboard; the department's scholarship systems run on its Social Justice Management System portal, whose helpdesk reads mail at support.sje@rajasthan.gov.in (SJMS portal, Government of Rajasthan). Once an application shows approved, the payment itself moves as a monthly bank transfer, so the bank passbook or statement is the running record of whether a sanctioned month has actually arrived.

There is no merit list and no interview. The government college where the student is enrolled scrutinises the online application first and forwards suitable forms, with its recommendation, to the sanctioning officer, the department's district officer. That officer approves complete applications online against the district-wise and category-wise targets, and the sanctioned amount then flows to the student's account by direct transfer (Drishti IAS, 2022-23 portal launch). Selection pressure therefore sits in the district and category quota, not in a statewide merit ranking: once a category's seats in a district are spoken for, an application there waits on the quota, however eligible the student is.

The department publishes no separate terms document for applicants. The operative conditions live inside the eligibility rules themselves: the 5-year cap on drawing the benefit, the category income ceilings, and continuous regular enrollment at the government college (myScheme, Ambedkar DBT Voucher Scheme; GovtSchemes). Interpretation of the scheme's procedure rests with the department's Commissioner or Director, whose reading is final in a dispute.

The first stop for an individual application is the college that verifies it, followed by the Deputy Director or Assistant Director of the Social Justice and Empowerment Department in the district, who is the sanctioning officer.
