The scheme opened with the notification dated 15/05/2013, and no closing date has ever been published, because a scheme without applications has no application window to shut. What exists instead is a session rhythm: procurement first, then distribution, announced by the state rather than requested by the student. The notification commits the government to distribution in each academic session, and the one round with a fully documented public timeline ran like this:

For the current session there is no published calendar to quote; dates surface through department announcements and the college notice board, so the institution office is the right place to ask when the next handover round is due.

Three tests decide everything: you must be a native resident of Chhattisgarh, you must be in the final year of a graduate or postgraduate programme, and the institution you study in must be inside the state. A Chhattisgarh native doing engineering in Pune fails the third test; a Bihar domicile in a Raipur college fails the first. Provided your course sits on one of the two annexure lists, your stream decides which device reaches you, and the notification goes as far as naming individual institutions, including National Institute of Technology, Raipur and the GG Engineering College under Guru Ghasidas University, Bilaspur, on its laptop list.

What is absent from the eligibility rules matters as much as what is present. The notification sets no family income ceiling and no minimum percentage of marks, so a middle-class family in Chhattisgarh qualifies without producing an income certificate at any stage. Reaching the final year of a listed course, in the state, as a native resident, is the whole bar.

No exclusion list exists anywhere in the CYSKY paperwork, which means the residence, year and course tests plus the one-device cap do all the shutting out. Students in any year before the final one are out, as are Chhattisgarh natives enrolled outside the state. A student whose course sits on neither of the notification's two lists has no claim regardless of year or residence. And because the benefit is capped at one device in a lifetime, anyone who has already collected a laptop or tablet in an earlier course cannot appear on a later list.

There is nothing to renew. The device is handed over once and the transaction with that student is closed; the following academic session simply produces a fresh final-year cohort. A student who repeats the final year does not become eligible a second time, since the once-in-an-academic-life cap in the myScheme record attaches to the person, not to the enrolment.

The award is the machine, and the 2013 notification settles the laptop-or-tablet question with two course lists, so a student can look up their own programme rather than guessing from the word "technical". The split is broadly professional-and-clinical versus general-and-applied:

In the 2015-16 round the laptop tender summarised the laptop side as final-year engineering, medical, MCA, AYUSH and agriculture students, which is a fair shorthand for the longer annexure. CHIPS decides the specifications each round, so there is no fixed model or configuration to quote, and the same tender obliges the selected suppliers to set up service centres in the district headquarters of the state, which is where warranty repairs are meant to happen after handover.

The only document the scheme names is a list of students studying in the various faculties, and the institution prepares it, not you. Nothing is filed by the student at any stage, which is consistent with a design that has no application step at all; keep your enrolment and residence records straight with your college, because its register is what the department acts on.

There is no application. The myScheme record lists the mode as offline and carries no application URL, because the route runs through the institution: colleges forward their final-year rolls, the departments consolidate them, and CHIPS-procured stock is distributed against those names in each academic session. If you are eligible, the correct action is to confirm with your college office that your name went into the list it sent up, and that your course is on the right device list.

Tracking works by publication, not by a status number. The notification requires the beneficiary list to be put up on the institution's notice board and published on www.chips.gov.in and on the state portal www.cg.gov.in. CYSKY does not run on the National Scholarship Portal, so there is no NSP application ID to chase on scholarships.gov.in and no DBT payment status to check in a bank passbook; the only status that exists is whether your name is on the displayed list.

Selection is a filter, not a competition. Every student who clears the residence, final-year and course tests is meant to receive a device, so there is no merit ranking, no interview and no lottery in the notification; the institution's certified list is the selection. The document constitutes a state-level committee to steer implementation and leaves the year's distribution locations to the Technical Education and Higher Education departments, which tell CHIPS where the stock must reach. The notification publishes no tie-break or rationing rule for a shortfall of devices.

The condition with the sharpest edge is the lifetime cap: one device, once, in any college or institution within the state. Read literally, a student who took a tablet in the final year of a B.Sc cannot take a laptop in the final year of an MBA later, because the cap in the myScheme record runs across the academic life, not per degree. The device is also not a choice; the course list decides it, and there is no cash alternative for a student who would rather have money than hardware. Specifications rest entirely with CHIPS round to round, and after handover the machine's warranty support is routed through the supplier's district service centres set up under the tender conditions rather than through the college.
