About SSSUK

The Directorate of Technical Education Uttarakhand publishes a page for the Swanath Scholarship Scheme, and its instruction for applicants is one line long: apply through AICTE's online portal (DTE Uttarakhand). That line settles what the scheme actually is. It is not a Uttarakhand award administered from Srinagar Garhwal. It is the All India Council for Technical Education's own scholarship, and the state directorate's part in it is verification, not funding.

AICTE's guidelines, reissued in May 2025, name AICTE as the body that implements and monitors the scheme and set every figure in it, from the money to the number of awards (AICTE Swanath guidelines). The National Scholarship Portal sorts schemes into Central Sector, Centrally Sponsored and State lists, and both halves of Swanath sit under the Central Sector list against All India Council For Technical Education (Schemes on NSP). The Uttarakhand directorate reaches the same conclusion in its own menu: the Swanath page is filed under Central Government schemes, not under the state's own.

What is genuinely Uttarakhand about it is the second pair of eyes. The guidelines send a submitted application to the host institution first, and then to what they call the Department of Education (DTE) of the respective state or union territory for a second level of scrutiny. For a student at a polytechnic or an engineering college in Uttarakhand, that second desk is the state directorate, and an application that stalls there never reaches AICTE at all.

The pattern behind those dates is worth knowing because it repeats. AICTE issues one combined notification for Pragati, Saksham and Swanath, opens fresh and renewal applications together, and gives the two verification desks a fortnight each after the student deadline. The Uttarakhand directorate announces no separate window of its own, and its Swanath page carries no date at all, so the portal's calendar is the only calendar.

Eligibility criteria

Four conditions have to hold together, and the personal one is the reason the scheme exists: an orphan, a student who lost one or both parents to Covid-19, or a ward of armed forces and central paramilitary forces personnel martyred in action. AICTE's May 2025 revision opened a fourth route, for a student whose parent has a critical life threatening disease, or died or was severely disabled above 80 percent in an accident under the RPwD Act 2016 (AICTE Swanath guidelines). The income ceiling sits at Rs 8 lakh, and it is read against the financial year in which you apply rather than the year the family circumstances changed; a certificate from a state or UT government office has to be enclosed to prove it.

Two conditions matter more in practice for a Uttarakhand applicant, and neither is about the family.

The first is the institution. The course and the college both have to hold AICTE approval for the current academic year, the study has to be regular mode at degree or diploma level, and the bonafide certificate the head of institution signs carries the institution's AICTE Permanent ID on its face (AICTE Swanath FAQs). A polytechnic diploma outside that approval for the year in question fails here regardless of how well the family circumstances fit.

The second is the year of study, where the state listing and the central guidelines do not read alike. Uttarakhand's page describes the scheme as being for students in the first year, or the second year of an engineering diploma or degree through lateral entry (DTE Uttarakhand). The guidelines are wider, and take a candidate currently studying in the first, second, third or fourth year. The NSP form is built on the guidelines, so a third-year diploma student in Uttarakhand who reads only the state page rules themselves out too early.

Two smaller divergences are worth knowing before you decide you do not qualify. The scheme record on this page lists residence in Uttarakhand among the eligibility conditions (myScheme, SSSUK), while AICTE's guidelines ask where you study rather than where you live. And the state page adds a line saying disabled students are given assistance for their study expenses; disability reaches the Swanath guidelines only through the 2025 accident clause, and AICTE's scheme for specially-abled students is Saksham, notified alongside Swanath every year (AICTE notification for A.Y. 2026-27).

Exclusions

The scheme record carries no exclusion list. AICTE's own FAQ document does, and it reads as a list of applications rejected outright rather than assessed: a student admitted to a non-technical course, or to a course or an institute that does not hold AICTE approval in the current academic year; a student in a dual degree; a student in a post-graduate course; a student already drawing a scholarship from any other source; and an application filled with incomplete or wrong information (AICTE Swanath FAQs).

Read the last of those together with what the Uttarakhand desk does. Nobody at the polytechnic or the directorate rewrites a form for you, so wrong information does not get corrected on its way up the chain. It gets the file thrown out at the far end of it.

Renewal conditions

A renewed year is filed on NSP with a promotion certificate and a bonafide certificate from the head of the institution, and it is not a formality that skips the verification chain: the AICTE notification opens fresh and renewal applications together and puts both through institute-level and state-level verification on the same dates (AICTE notification for A.Y. 2026-27). A Uttarakhand student renewing is therefore waiting on the same two desks as a first-time applicant, in the same weeks.

The promotion certificate is where renewals fail on paperwork rather than on marks. AICTE lists two reasons it rejects one: the certificate is incomplete or blank, or it is submitted without the college's stamp or the signature of the principal or director (AICTE Swanath FAQs). Failing to be promoted to the next class or level, or missing the renewal window, forfeits the remaining years outright.

Rs 50,000 a year reaches the student as one lump sum by direct benefit transfer, against college fee, a computer, stationery, books, equipment and software, and the guidelines close the door on anything beyond that list, including hostel and medical charges (AICTE Swanath guidelines).

The more useful number for a student weighing whether to apply is how many awards are actually made. The guidelines set an annual ceiling, and AICTE's published lists of selected students show the cycle landing well under it.

Five institutions in Uttarakhand appear on those two lists. At degree level they are G.B. Pant Engineering College at Ghurdauri in Pauri Garhwal and J.B. Institute of Technology on Chakrata Road in Dehradun. At diploma level they are the government polytechnics at Nainital, Uttarkashi and Haridwar, with Uttarkashi carrying two selected students.

• Eligible students at the diploma or graduation level will receive financial assistance of ₹50,000/- per annum.

What to prepare

Documents required

The state record lists three documents. AICTE's list is longer and is written per category, so what a Uttarakhand applicant assembles depends on which of the four grounds they are applying under.

The pieces that most often need a government office rather than a college are these. Where death certificates for both parents are not available, an orphan applicant needs a certificate on AICTE's own Annexure I format, signed and stamped by an SDM or Tehsildar. A Covid-19 claim needs a death certificate that says explicitly that the death was due to Covid-19, which a certificate issued without that wording will not do. A ward of a martyr needs the Shaheed certificate issued by the armed force or central paramilitary force alongside the death certificate.

AICTE also publishes, document by document, why it throws papers out, and the list is worth reading before you upload anything from a Uttarakhand tehsil office or a polytechnic front desk (AICTE Swanath FAQs). An income certificate is rejected if it is not for the current year, if it names nobody in the applicant's family, if it came from an office other than a Tehsildar, Magistrate, revenue officer or block development officer, or if the competent authority's signature or stamp is missing. A category certificate has to come from the district magistrate, deputy commissioner, SDM or Tehsildar, in the applicant's name, and has to match the category the form claims. School certificates are rejected for nothing more than a blurred or unreadable scan.

How to apply

There is one route in, it opens once in the year, and it opens on AICTE's timetable rather than the directorate's: an online application on the National Scholarship Portal, after the notice appears on the AICTE and NSP websites (AICTE Swanath guidelines). The file then moves through the host institution, then the state or UT technical education department, then AICTE.

Once the form is in, the student is expected to check their own credentials and go back to the institute immediately if anything is wrong, because the institute is the only party that can push a corrected application forward inside the portal's window (AICTE Swanath FAQs).

Tracking happens in two different places, and confusing them is why students think an approved application has vanished. Application progress, including whether the institute and the state officer have verified it, sits under Application Status on NSP, which also carries a Track Your Payment service and a grievance registration link (National Scholarship Portal). Money moves on a separate system: once the award is sanctioned, the transfer is traced through Know Your Payment on the Public Financial Management System (PFMS).

Selection process

There is no Uttarakhand quota. The guidelines fix one national ceiling per level, put reservation at Government of India norms and set no state-wise split, so a diploma student in Uttarkashi is ranked against diploma students from every state (AICTE Swanath guidelines). What decides that ranking is a school mark sheet rather than anything the polytechnic or the directorate can weigh in on: the class 10 percentage at diploma level, the 10+2 percentage at degree level.

That national pool is what the 2024-25 lists look like from Uttarakhand. Four of the state's selected diploma students came from three government polytechnics, and the two degree selections came from one government engineering college in Pauri Garhwal and one private institute in Dehradun, in a year when the diploma list ran to 169 names nationally (selected students, diploma 2024-25).

Terms & conditions

The payment rules are strict enough to sink an otherwise good application. Submission is blocked outright without an Aadhaar number. Disbursal carries a second condition on top of that: AICTE will not pay into a FRILL, a minor or a joint account, so the destination has to be an ordinary savings account opened in the student's own name and seeded with the same Aadhaar (AICTE Swanath FAQs). A student who has been operating a minor account since school is the common case here, and it is worth fixing before the form goes in rather than after selection.

One condition follows the money after it arrives. The award is conditional on the student taking no scholarship, emoluments, salary or stipend from any other source while the course runs, and if that happens the scheme is discontinued and everything already paid is recoverable by demand draft in favour of the Member Secretary, AICTE (AICTE Swanath guidelines).
