Delhi does not hand its school students a uniform. It hands them the money, once in a school year, and leaves the buying to the family. Every child on the rolls of a government or aided school in the city is covered, from Nursery to Class XII, with no income test and no marks test in the way. What has changed recently is the rate, and the way the payment travels.

The subsidy pays for one thing, and it is priced by the class the child sits in. The Directorate of Education (DoE), the school-education department of the Government of NCT of Delhi, ran the scheme at Rs 500 per child until 2009-10, then at Rs 500, Rs 700 and Rs 900 across the three class groups up to 2016-17, and raised it to Rs 1,100, Rs 1,400 and Rs 1,500 from 2017-18 onwards, with the payment routed as an Aadhaar-based DBT or ECS credit rather than a cloth handout (Delhi Planning Department, General Education chapter).

It is not a small line in the state's accounts. The Economic Survey of Delhi, 2025-26 records Rs 290 crore for subsidy to school uniform inside an education allocation of Rs 7,648 crore, listed alongside the year's allocations for Samagra Shiksha Abhiyan and for the Right to Education Act.

Two developments sit outside the scheme's published record, and both change what a Delhi parent should expect this session. The Cabinet has approved a higher rate card, and the mode of delivery was contested in court and settled in favour of cash.

The scheme record publishes neither an opening date nor a closing date, and that is accurate rather than a gap in the listing, since a benefit tied to enrolment has no window to open. The payment is made once for an academic year.

Timeliness has been argued in court all the same. Deciding the Delhi government's review petition on 23-01-2026, against the petitioner's objection that paying cash defeated the purpose of the Right to Education Act, the Delhi High Court directed the government to ensure that an adequate amount is provided in accordance with its own policy decision, well within time and at the earliest (SCC Online, Justice For All v. State (NCT of Delhi)). A family whose credit is running late is asking a question a constitutional court has already put to the department.

Eligibility criteria

Enrolment is the test, and it is close to the only test. The department's own scheme note describes the beneficiary group as all students from classes Nursery to XII in government and aided schools, irrespective of gender and income, and extends the same rate card to students admitted in private schools against the free-ship quota (Delhi Planning Department, General Education chapter).

The private-school side of that has since been rewritten. A GNCTD policy dated 10-06-2025 replaced supply of uniforms in kind with Direct Benefit Transfer for students of the Economically Weaker Section and Disadvantaged Group categories, and the Delhi High Court declined to disturb it, holding that provision of uniforms under the Right to Education framework does not mandatorily require supply in kind (SCC Online, Justice For All v. State (NCT of Delhi)). A family whose child holds an EWS or DG seat in a private unaided school is therefore inside the cash system now, not outside it.

Who cannot apply

Exclusions

The scheme record publishes no exclusion list, so the honest answer is that what keeps a child out is the school, not the household. A fee-paying student in a private unaided school falls outside the scheme unless the seat came through the free-ship quota or the EWS and DG route, which is the one boundary the department's scheme note actually draws (Delhi Planning Department, General Education chapter).

One more thing keeps money away from an eligible child, and no rule book states it. Because the subsidy moves as an Aadhaar-based DBT or ECS credit, a child whose bank account is missing, dormant or wrongly recorded stays eligible on paper and unpaid in fact for as long as that stands.

Renewal conditions

Nothing is renewed, because nothing was applied for. A student who stays on the rolls of an eligible school stays inside the scheme year after year, and the only thing that changes is the amount, which steps up when the child crosses into Class VI and again into Class IX under the department's three-slab rate card (Delhi Planning Department, General Education chapter). A parent tracking the family budget should expect the figure to move exactly twice across a full school career.

The rate card has two live versions: the one that has been running since 2017-18, and the revision the Cabinet has approved.

The revision is wider than a price change. The survey records it as covering students in government schools, government-aided schools and students belonging to the EWS and DG categories together (Economic Survey of Delhi, 2025-26), which brings a child on an EWS or DG seat in a private school onto the same rate card as a government school child instead of leaving that child to a separate supply of stitched uniforms.

Documents required

The document list is short for a reason worth stating plainly: there is no income certificate and no caste certificate on it, because the scheme applies irrespective of gender and income and has nothing to means-test (Delhi Planning Department, General Education chapter).

So the uniform subsidy turns on one entry the school already holds: the account number recorded against the child. An Aadhaar-based DBT or ECS credit has nowhere else to go, and the DoE keeps no cash counter behind it.

How to apply

Admission is the application. The scheme record lists the application mode as offline and publishes no application URL, which is a fair description of a benefit drawn from a register the school already keeps: it holds the enrolment record and the account details, and the year's payment is generated from that list.

Checking on the money is the harder half. Delhi publishes no per-student status page for the uniform subsidy, so there is no reference number to type in and no stage to watch. The bank record stands in for one: the amount is credited into the student's own account, which makes a passbook entry or a statement covering the school year the only confirmation a family can obtain on its own, and a credit that never appears has to be raised with the school that reported the enrolment rather than with a helpdesk.

Selection process

There is no selection. The scheme covers every student in the eligible classes of an eligible school rather than a shortlist, with no merit threshold, no attendance condition and no income ceiling written into it (Delhi Planning Department, General Education chapter). Where anything resembling discretion enters is at the money's end rather than the student's, because a school has to demand funds against the students it has reported before those students can be paid (Principal Accounts Office, Grant No. 6 Education).

Terms & conditions

The subsidy is tied to the uniform and to one academic year at a time, and it is paid electronically into an account rather than settled in cash or in cloth. Delhi's demand for grants for the Directorate of Education keeps separate heads for the subsidy in government schools, for its Scheduled Caste sub-plan share and for the grant-in-aid that routes the same benefit through aided schools, so an aided-school child's money leaves the budget as a grant to the school while a government-school child's comes off a head of its own (Demand No. 6, Directorate of Education, Government of NCT of Delhi).

The head has a history of not being spent in full. The appropriation note on Grant No. 6 for Education attributes savings under the uniform subsidy to fewer beneficiaries than provided for and to schools demanding less money than was available (Principal Accounts Office, Grant No. 6 Education). Provision on paper and a credit in a passbook are not the same event.
