About DHTESS

The Delhi Higher & Technical Education Support Scheme is a state financial-aid programme run by the Directorate of Higher Education, Government of NCT of Delhi, under its Higher Education Aid Trust. It gives tuition-fee support to undergraduate students studying in government-funded higher education institutions in Delhi, so that a student who clears the merit and income bar is not forced to drop out over fees.

The support is a cash benefit against tuition fees, not a loan, and it is assessed on both academic record and verified family income. The Student Loan and Scholarship Branch of the Directorate handles the applications and the institutional verification that goes with them.

The scheme is aimed at meritorious students from economically weaker sections who are enrolled full-time in an undergraduate programme at a Delhi government university or college. It is a state scheme for Delhi, so residency in Delhi and study at a government-funded institution here are central to who it is for. The exact income ceiling, marks cut-off and required certificates are set out in the scheme's own eligibility rules; check those before you apply, as private-college students fall outside its scope.

Who can apply

Eligibility criteria

The applicant must be a bona fide resident of Delhi.
The applicant must have passed Class XII from a recognized school located in Delhi.
The applicant must be enrolled in a regular undergraduate programme in a Government Delhi State Public University, Government College, or Government Institution located in Delhi.
The applicant must be pursuing a regular degree course.
The applicant must not be pursuing the course through correspondence, distance mode, or diploma programmes.
The applicant must have a gross annual family income of up to ₹3,00,000/- from all sources.
The applicant must possess a valid Family Income Certificate issued by the Sub-Divisional Magistrate (SDM) or other competent authority of the Government of NCT of Delhi.
The applicant must have secured at least 75% marks in Class XII for assistance during the first year.
The applicant must secure at least 75% marks in the undergraduate course for assistance in subsequent years.
The applicant must not be receiving financial assistance under any other scholarship scheme for the same course.
The applicant must apply every academic year through the online portal.
The applicant must pass all subjects during the course.
The applicant must maintain good conduct and must not be involved in indiscipline, criminal behaviour, or ragging.

Documents required

Copy of Mark Sheet/Certificate of having passed class XII or qualifying examination.
Certificate related to SC/ST Category issued by Competent Authority, if applicable.
All previous year mark sheets/certificate from concerned University/Institution of current programme.
A declaration, as per Format at Annexure-A , by the student affirming that no financial support has been availed/is being availed from any other scheme for meeting the cost of education for the course/program.
Copy of annual Family Income Certificate issued by the SDM/Competent Authority.
Aadhaar card of the parent(s) and student.
