About DLBS
The Delhi Lakhpati Bitiya Scheme puts money in a girl's name at fixed points of her education, beginning with Rs 11,000 at birth, and locks it away until she turns 18 or 21. The deposits themselves add up to Rs 61,000 at most; PTI reports the corpus matures to about Rs 1.20 lakh with interest, which is where the name comes from. Short of a medically verified accident or severe illness, nothing reaches the family in between. That design, a growing fund rather than a spendable stipend, is what separates it from the tuition-style scholarships Delhi parents may already know.
The scheme moved fast from announcement to law. Chief Minister Rekha Gupta announced it on 10 February 2026, promising a fully online process with no office visits. President Droupadi Murmu launched it on 2 March 2026 at the "Sashakt Naari, Samriddh Delhi" programme, with Rs 128 crore proposed for it in the 2026-27 Delhi budget. The Department of Women and Child Development then notified the Delhi Lakhpati Bitiya Scheme Rules in the Delhi Gazette on 30 March 2026, in force from 1 April 2026, superseding the Delhi Ladli Scheme of 2008. Education-linked deposits run from the 2026-27 academic session.
Mechanically it works like a recurring gift the girl cannot touch yet. Each time a milestone is sanctioned, the government deposits the amount in her name through an authorised banking partner, which invests it in a designated instrument; the rules bar loans against it, premature withdrawal and transfer. Deposits reach up to Rs 61,000 across all milestones and mature to Rs 1.20 lakh with interest, paid into her Aadhaar-linked bank account.

Important dates
The scheme has no closing date; the myScheme record lists none, and the deadline is personal to each girl. The rules came into force on 1 April 2026, with the education-linked deposits running from the 2026-27 academic session, and from that date the two rolling windows apply: one year from birth, 90 days from admission. Maturity money follows a calendar of its own, disbursed once a year in one go for everyone whose claim falls due that year. Operational notices keep landing on the department's scheme page, where the newest circulars, covering the application process, mobile-number updation and the scheme's FAQs, are dated 31 August 2026, so that page, not the news cycle, is where a parent should watch for process changes.

Who can apply
Eligibility criteria
Three tests decide most applications. The girl must be born in Delhi, with the birth certificate issued by Delhi's Registrar of Births and Deaths; the family must have lived in Delhi for the three years before applying; and annual family income must stay within Rs 1.20 lakh. Two girls per family can hold accounts, and a beneficiary must remain unmarried until she is 18.
The school condition applies only while she studies in Delhi: a government, MCD, NDMC or government-recognised school. Once she passes Class 10 or Class 12, the rules let her take a polytechnic or ITI seat, a professional diploma, or a graduation course anywhere in India, provided the institution is government-recognised or UGC-affiliated. Registration can begin within a year of birth or at any of the entry stages: Class 1, 6, 9, 11 or 12, or admission to those higher courses.
Two groups get special treatment. For girls living long-term in government-run and licensed Child Care Institutions in Delhi, the institution's incharge acts as guardian, and the residence, income and birthplace conditions are waived. And girls already enrolled under the old Ladli scheme carry forward into the new higher-education milestones, on the same unmarried-until-18 condition.

Who cannot apply
Exclusions
The myScheme record publishes no exclusion list, and the rules do not name barred categories; they exclude through events instead. Marriage before 18 brings summary disqualification, and the maturity amount goes back to the government. So does failing to produce a certified immunisation record. A beneficiary who never renews any milestone by age 21 or 25, as applicable, forfeits the deposits and their accumulated interest. If the beneficiary dies, the fund value with proportionate interest returns to the government. Beyond those events, a third daughter in the same family, a girl born outside Delhi, or a family above the income ceiling simply fails the eligibility test.

Renewal conditions
Enrolment once is not enough; the fund only grows if the family claims each stage. The rules put the onus of every renewal on the parents or guardians, who must produce a bonafide or admission certificate at each milestone, attested by the head of the school or college, certifying the girl is alive and studying. The District Women and Child Development Officer checks marital status at every renewal until she turns 18, and immunisation status at all stages. There is forgiveness built in: a milestone missed can be claimed at the renewal of any upcoming one, and a girl who joins late gets the payments due from her entry stage onward, not the earlier ones. Schools are not passive here; the rules direct the Directorate of Education and recognised institutions to see that admitted girls actually apply and renew.

Encashment has two doors. At 18, if she has completed Class 12 as a regular student or through the National Institute of Open Schooling, or finished a polytechnic or ITI course. At 21, if she has completed graduation or a diploma. The accumulated amount lands in her Aadhaar-linked bank account, and the department disburses all maturity benefits due in a year once a year, at one go. One humane exception exists: in an accident or severe illness that keeps her from school, the amount can be released early after verification by a competent medical authority.

What to prepare
Documents required
Two features of the document list are easy to miss. Income is proved by a parents' self-declaration covering annual income and the girl's marital status, not by a revenue-department income certificate; and the residence proof, a ration card, voter ID or equivalent, must itself show the three years of Delhi residence. A joint photograph of the parents with the girl is uploaded with the application. The birth certificate must come from Delhi's Registrar of Births and Deaths specifically. A girl in a Delhi private school who otherwise qualifies needs one extra paper: a certificate from her principal, countersigned by the District Education Officer of the area. Child Care Institution cases substitute the Aadhaar cards of the girl and the institution's incharge.

Applications move only through the dedicated online portal; the rules name no offline route. The portal sits on an SBI Life domain, delhilakhpatibitiyawcd.sbilife.co.in, and the rules make the application the parents' or guardian's to file, not the girl's own. The same channel carries the money trail: the approved application goes to the authorised banking partner, and an acknowledgement receipt showing the fund value and updated milestones appears in the beneficiary's login for download.
The clock matters more than any form field. A newborn must be registered within one year of birth; at every later stage the window is 90 days from admission. The District Women and Child Development Officer can relax these limits on the merits of a case, so a missed window is worth a written request rather than a shrug. How winners are picked
Selection process
There is no merit list and no ranking; this is an entitlement scheme, not a competition. The rules fix no number of awards. The District Women and Child Development Officer of the girl's district is the competent authority who verifies and sanctions each application and every later milestone, and may verify through personal interaction or a spot visit. What gets checked is factual: the documents, the immunisation record, and, until she is 18, that the girl is unmarried.

Terms & conditions
The fund is deliberately hard to touch. The assistance is non-transferable and non-refundable, cannot be encashed early, and no loan or credit facility can be raised against it, per the notified rules. The disqualification events, marriage before 18, unproven immunisation, renewal lapsed past the age limit, or death, all send the money back to the government rather than to the family. A change of home or school address must be intimated to the competent authority within one month, with proof. Grievances go up one level: an appeal lies to the Director of the Department of Women and Child Development, and the Director's decision is final.
